DECREE No. 25 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 725, dated September 30, 1999, published in the Official Gazette No. 208, Volume No. 345, November 9
same year, on the implementation of the Financial Aid and Technical and Economic Cooperation Framework the Convention was ratified in all its parts Salvador, signed between the European Community and the Republic of El Salvador,
under which the financing agreement No DCI-ALA / 2011 / 022-647, for the implementation of "Support Program was signed Communities solidarity in El Salvador (PACSES) ".
II.- by Legislative Decree No. 869, dated June 6, 2002, published in the Official Gazette No. 118, Volume No. 355, 27 of the same year, it was ratified in
all parts of the General Cooperation Agreement between the Government of the Republic of El Salvador and the Government of the Grand Duchy of Luxembourg, on prioritizing projects to combat poverty as one of the essential objectives of the International Cooperation Policy ,
under which, the Financing Agreement No. SVD / 884 021-11 was signed to develop an operation of the Common Fund Support Programmatic (FOCAP).
III.- That by Executive Decree No. 127, dated July 12, 2011, published in the Official Gazette No. 147, Volume No. 392, of August 11 of the same year, the organization reformed Council national Food Safety and Nutrition
being assigned to the Contractor Health Branch of the presidency and coordination of the body, replacing the Ministry of Social Inclusion and for the operation of that Council, the then Technical Secretariat of
President of the Republic covered operating costs until December 2011 and from January 2012 until June 15, 2013, this was financed by the Fund for the Achievement of the Millennium Development Goals
(MDGs), through the Joint Protecting Children Program: Program Intersectoral Food and Nutrition Security for El Salvador and the United Nations Organization.
That by Office IV STP-SPSU-0059/13, dated July 3, 2013, the then Technical Secretariat of the Presidency of the Republic assigned the Ministry of Health,
resources worth $ 205,000 to finance the operating costs of the CONASAN, during the period from 16 June to 31 December 2013, which were incorporated into the Budget Health Branch,
by Legislative Decree No. 475, dated September 5 2013, published in the Official Gazette No. 172, Volume No. 400, 18 of the same year, resources from the Financing Agreement No. DCI-ALA / 2011 / 022-647, referred to in the first recital this Decree.
V.- That for the fiscal year 2013, approved the Health Branch of a total allocation of $ 2,258,695 for the Common Fund Support Programmatic (FOCAP), with resources from the aforementioned
Financing Agreement No . SVD / 021-11 884, signed between the Luxembourg Agency for Development Cooperation (Lux - Development), of which $ 950,000 were scheduled in the Act
budget of that year and the amount of $ 1,308,695, were incorporated during the execution of the budget, through Legislative Decree No. 444, dated August 9, 2013, published in the Official Gazette No. 151, Volume No. 400
20 of that same year.
VI.- That tax during the financial year 2013, were not implemented in full
related resources in the preceding fourth and fifth recitals, leaving remaining available SIXTY-FIVE THOUSAND NINETY SIX 00/100 DOLLARS tHE UNITED STATES oF AMERICA (US $ 65.096)
HUNDRED AND FORTY THOUSAND FIVE HUNDRED SIXTY-EIGHT 00/100 DOLLARS oF tHE UNITED STATES oF AMERICA (US $ 240.568), respectively, totaling the global sum of THREE HUNDRED THOUSAND FIVE HUNDRED SIXTY
FOUR AND 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US $ 305.664); resources that were incorporated into the Budget 2014, Legislative Decree No. 910, dated December 18, 2014, published in the Official Gazette No. 238, Volume No. 405, the 19th of the same month and year, to effect || | Health Ramo dispusiera the corresponding budget appropriation; however, these resources were not executed in full, due to the proximity of year-end 2014 were not available the time required to perform
different administrative processes, leaving a balance of $ 275.664. Also, resources voted in the Budget Law 2014 for $ 600,000 from the FOCAP for the operation of CONASAN, was a balance
Unexecuted of $ 237,878.85 and a balance of 2013 provisions that either were executed in 2014 for $ 144,289.00.
VII.- That in view of the foregoing, currently has remaining available from such financing agreements for a total amount of $ 657.831, which Health insurance required to cover commitments for $ 302.974 for the acquisition
goods and services essential to the normal functioning of the National Council for Food and Nutritional Security (CONASAN) and $ 354.857 to complete the execution 4 Projects for the Common Fund Support Programmatic
(FOCAP), which are vital to ensure maintenance and continuity of care coverage health services that are provided to the population.
VIII.- That in order that the Health Branch of the budget available credit for the use of the above in the current fiscal year, with
