DECREE NO 25

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 725, dated September 30, 1999, published in Official Journal No. 208, Volume N ° 345, of 9 November of the

same year, the Convention was ratified in all its parts on the implementation of the Financial and Technical Assistance and Economic Cooperation in El Salvador, signed between the European Community and the Republic of El Salvador,

by virtue of which the financing agreement No DCI-ALA/2011/022-647 was signed for the implementation of the "Support Programme for Solidarity Communities in El Salvador (PACSES)".

II.-That by Legislative Decree No. 869 dated June 6, 2002, published in Official Journal No. 118, Volume No. 355, of the 27th of the same month and year,

General Cooperation Agreement between the The Government of the Republic of El Salvador and the Government of the Grand Duchy of Luxembourg, on giving priority to the projects aimed at combating poverty as one of the essential objectives of the International Cooperation Policy, under the terms of

, which signed the financing agreement N ° SVD/021-11 884, in order to develop an operation of the Common Fund for Programmatic Support (FOCAP).

III.-That by Executive Decree No. 127, dated July 12, 2011, published in Official Journal No. 147, Volume N ° 392, of August 11 of the same year, the organization of the National Council for Food Safety was reformed and

Nutritional, assigning to the holder of the Health Ramo the presidency and coordination of the said organism, in place of the Secretariat of Social Inclusion and for the operativity of the referred Council, the then Technical Secretariat

Presidency of the Republic covered the operating costs until December 2011 and from January 2012, Until June 15, 2013, it was financed with resources from the Millennium Development Fund

(MDG), through the Joint Program Protecting Children: Intersectoral Food and Nutrition Security Program for El Salvador and the United Nations Organization.

IV.-That by Office of the Office of the Office of the Office of the Office of the President of the Republic of the Republic

V.-That for the fiscal year 2013, a total allocation of $2,258,695, for the Common Fund for Programmatic Support (FOCAP), with

resources from the precious Financing Convention No. SVD/021-11 884, signed between the Luxembourg Agency for Development Cooperation (Lux-Development), of which $950,000 was programmed in the Law of

Budget of that year and the amount of $1,308,695, were incorporated during the execution of that budget, through Legislative Decree No. 444 dated August 9, 2013, published in Official Journal No. 151, Volume N ° 400,

of the 20 of that same month and year.

VI.-That during the fiscal financial year 2013, were not executed in full

the related resources in the Considers fourth and The fifth precedent, remaining available for SIXTY-FIVE THOUSAND NINETY-SIX 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 65,096) AND

TWO HUNDRED AND FORTY THOUSAND FIVE HUNDRED AND SIXTY-EIGHT 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA AMERICA (US$ 240,568), respectively, totaling the total sum of THREE HUNDRED AND FIVE THOUSAND SIX HUNDRED SIXTY

AND FOUR 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 305,664); resources that were incorporated into the 2014 Budget, through Legislative Decree No 910 of 18 December 2014, published in the Official Journal No 238, Volume No. 405 of 19 of the same month and year, to the effect that

the Ramo of Health had the corresponding budget credit; however, these resources were not executed in its entirety, because due to the proximity of the annual closure 2014 did not provide the time needed for

to perform the different administrative processes, leaving a balance of $275,664. Also, of the resources voted in the Budget Law 2014 for $600,000, from the FOCAP for the operation of CONASAN, a balance was left

without executing $237,878.85 and a balance of provisions 2013 that were not executed in the in 2014, for $144,289.00.

VII.-That, in view of the above, currently available remains are available in those Financing Conventions for a total amount of $657,831, which the Health Ramo requires to cover commitments for $302,974 for the

acquisition of goods and services indispensable for the normal functioning of the National Council for Food and Nutrition Security (CONASAN) and $354,857 to complete the implementation of 4 Projects corresponding to the Fund

Common Support Programmatic (FOCAP), which are of vital importance to ensure maintenance and continuity of the health care coverage provided to the population.

VIII.-That with the purpose that the Health Ramo has of the budgetary credit for the use of the resources mentioned above in the exercise

order

finance the needs stated in the previous recital, it is necessary to reform the existing Law of the Budget, voted by Legislative Decree No. 866 dated November 20, 2014, published in the Official Journal No 229, Volume No 405 of 8 December of the same year, to the effect of

incorporate into the Revenue and Expenses portion the total amount of SIX HUNDRED FIFTIES SEVEN THOUSAND EIGHT HUNDRED AND THIRTY-ONE $00/100 FROM

THE UNITED STATES OF AMERICA (US$ 657,831).

FOR TANTO,

in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,

DECCRETA:

Art. 1.-In the current Budget Law, Section -A General Budget of the State, the following modifications are introduced:

A) In Section II-REVENUE, Rubro 22 Capital Transfers, Account 224 Capital Transfers of the Sector External, the Specific Sources are increased to

The resources that are incorporated by this Legislative Decree by the value of SIXTY-FIVE THOUSAND NINETY-SIX 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 65,096) and

FIVE HUNDRED AND NINETY-TWO THOUSAND SEVEN HUNDRED AND THIRTY-FIVE 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 592,735), must be applied to the Source of Resources 72 European Union and 35 Grand Duchy of Luxembourg, respectively.

Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
