LEGISLATIVE ASSEMBLY-REPUBLIC OF EL SALVADOR _________________________________________________________________ DECREE NO 33

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING: I. That by Legislative Decree No. 867, dated November 20, 2014, published in the Journal

Official No. 229, Volume No. 405, of December 8 of the same year, the Wage Law for the Exercise was voted Fiscal Financial 2015.

II. According to a study conducted by the Office of the Attorney General for the Defense of Human Rights, there is a discrepancy in the salaries of employees who occupy the same denomination and who develop the same duties and responsibilities. Also, places have been found whose names and salaries are not in line with the functions of the employees who occupy them, which has generated inequity in the salary salary of the staff; so, for the purpose of strengthening the institutional management, it is necessary to equate the salary remuneration of such employees, by means of salary adjustments and reclassification of the names of the related places, maintaining the current salary levels of the institution.

III. That in the Budget Law 2015, additional resources were allocated for the Institutional strengthening

of the Office of the Attorney General for the Defense of Human Rights, for the amount of $500,000, according to Favorable Opinion Nº 359, dated 20 September. November 2014, of which the said entity has considered convenient to have up to an amount of $139,730, to finance the salary adjustments and the reclassifications of 43 places (39 by Law of Salaries and 4 by Contract), with increases individuals ranging from $22.00 to $540.00 per month, which have been applied, based on criteria Wage equity, performance and level of professionalization of employees, in addition to the gender approach; the cost of which amounts to $139,730 and which will be financed with resources available in the current budget of the aforementioned entity.

IV. That with the purpose that the Office of the Attorney General for the Defense of Human Rights can carry out the

salary adjustment referred to above, it is necessary to introduce the reforms corresponding to the Law of Salaries in force, modifying and reordering the items, details of seats and monthly salary of 39 places scheduled in that institution; as well as, empower that institution to make the adjustments that correspond to equating the monthly salary and the denomination of the 4 places per Related contract in the previous recital.

Art. 2.-Facultate to the Office of the Attorney General for the Defense of Human Rights, to make the corresponding adjustments to equate the salary remuneration and denomination of four places by the system of contracts, of which a square is scheduled in the Budget Unit 01 Institutional Management and Administration, Line of Work 01 Senior Management and three places are in the Budget Unit 02 Defense, Protection, Surveillance and Education of Human Rights, Line of Work 01 Monitoring and Protection of Human Rights.

Art. 3.-This reform will be financed with resources available in the current budget of the Office of the Attorney General for the Defense of Human Rights, scheduled in the Budget Unit 01 Directorate and Institutional Administration, Labor Line 01 Senior Management, Group 54 Procurement of Goods and Services, specific to expenditure 54199 Goods of Use and Consumption Miscellaneous.
