DECREE NO 62
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 370, dated May 27, 2010, published in Official Journal No. 107, Volume N ° 387, of June 9 of the same year,
the Legislative Assembly approved in all its parts the Contract 2015, between the Government of the Republic of El Salvador and the Central American Bank of Economic Integration (BCIE), in the amount of up to
US$ 143,433,870, in order to finance the execution of the project called "Program for the Development of Social Infrastructure and Vulnerability Prevention", whose purpose is develop projects aimed at supporting
education, public safety, health, housing, environment, works for risk mitigation in areas of high fragility, rural works and consumer protection, benefiting sectors social of great vulnerability of the
Salvadoran society.
II. specified Loan Contract BCIE-2015, the Health Ramo was awarded the amount of $41,931,000 for the investment project Code 5131
"Construction and Equipment of the National Hospital of Maternity, San Salvador", in the period 2011-2014; The amount of US$ 15,319,695 was programmed in the budget for the fiscal year 2013; however, due to
unforeseen circumstances during its materialization, the payment commitments inherent in the financial year were not completely cancelled. that project, so that the Ministry of Finance authorized a provision 2013 for the value from
US$ 9,868,995.81, to be executed during the fiscal year 2014.
III.-That during the execution of the provision 2013 mentioned in the recital
above, the companies entrusted with the execution of the project 5131 already related, did not present in due time the estimates of works to be financed with For this purpose, once the provision was settled at the end of the
fiscal year 2014, a balance not executed in the amount of ONE MILLION HUNDRED AND THIRTY THOUSAND ONE HUNDRED AND EIGHTY-SEVEN DOLLARS OF THE UNITED STATES OF AMERICA WAS GENERATED. (US$1,130,187); likewise, the Loan N °
BCIE-2015 in reference, presents to the date a balance Available at the value of ONE MILLION NINE HUNDRED AND SEVENTY-SIX THOUSAND THREE HUNDRED AND FORTY-EIGHT DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,976,348), which
were also planned for this project and were not used in 2014.
IV.-That the Health Ramo requires to use the resources mentioned in the
previous recital, making a total of THREE MILLION HUNDRED SIX THOUSAND FIVE HUNDRED THIRTY-FIVE DOLLARS FROM THE UNITED STATES OF AMERICA (US$3,106,535) corresponding to the available balance of the Loan Contract N ° 2015; likewise, requires the amount of counterpart per

SIX HUNDRED AND FORTY-THREE THOUSAND NINE HUNDRED AND FORTY-EIGHT US DOLLARS AMERICA (US$ 643,948), which will be
covered with wage economies generated within their existing allocations, totaling the total sum of THREE MILLION SEVEN HUNDRED AND FIFTY THOUSAND FOUR HUNDRED AND EIGHTY THREE DOLLARS
UNITED STATES OF AMERICA (US$3,750,483), amount to be allocated for the acquisition of complementary medical equipment and execution of minor works of infrastructure for industrial protection in the new facilities of the
Maternity Hospital.
V.-That with the purpose that the Ramo de Salud has for the current exercise
of 2015 of the necessary resources to finalize the project 5131 Construction and Equipment of the National Hospital of Maternity, it is necessary to reform the Law of the current Budget, voted by Legislative Decree No. 866, of
date 20 November 2014, published in Official Journal No 229, Volume No 405, of 8 December of the same year, in order to incorporate in the part of Revenue and Expenses, the resources previously related up to the value of TRES
MILLIONS SEVEN HUNDRED AND FIFTY THOUSAND FOUR HUNDRED AND EIGHTY THREE DOLLARS OF THE UNITED STATES OF AMERICA (US$3,750,483).

in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A General Budget of the State, the following changes are introduced:
A) In Section II-INCOME, Headings 31 Public Indebtedness, Account 314 External borrowings, the specific source 31404 of Multilateral Organizations is increased, as follows:
Loan N ° 2015, signed with the Central American Bank for Economic Integration (BCIE), to finance the partial execution of the " Program for

C) The resources that are incorporated by this Legislative Decree from the Fund General by value of SIX HUNDRED AND FORTY-THREE THOUSAND NINE HUNDRED AND FORTY-EIGHT DOLLARS
OF THE UNITED STATES OF AMERICA (US$ 643,948), will be taken from the Budget Unit 02 First Level of Attention, Work Lines of 01 Technical Management Administrative, Western Region up to 16 Integrated and Integrated Networks Health Services, Rubro 51
Remuneration, arising from salary economies generated in May 2015, in these budgetary structures.
D) The resources of the Loan Contract No. BCIE-2015 worth three million ONE HUNDRED AND SIX THOUSAND FIVE HUNDRED AND THIRTY-FIVE DOLLARS FROM THE UNITED STATES OF AMERICA (US$3,106,535), must be applied to the Source of Resources 6 Central American Bank of
Economic Integration (BCIE).
Art. 2.-This Decree will enter into force from the day its publication in the Official Journal.
