DECREE NO 77

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 725, dated September 30, 1999, published in Official Journal No. 208, Volume N ° 345, of 9 November of that

same year, the Framework Convention was ratified in all its parts on the implementation of the Financial and Technical Assistance and Economic Cooperation in El Salvador 'ALA', signed between the

of El Salvador and the European Community, in which Article 3 provides that any cooperation project selected by the Commission may give rise to a Convention of specific financing between the Commission, acting on behalf

of the European Community and the Government of the Republic of El Salvador or the authorities of the public authorities referred to in Article 6 of the same Convention and which may be: The State, Decentralized Administrations, Communities

Local, among others.

II.-Which dated 25 November 2009, the Ministry of Education signed with the European Community, the Financing Convention N °

DCI-ALA/2009/020-152 for the implementation of the program " Strengthening Social Cohesion in the Education Sector of El Salvador (Pro-EDUCA) ", for an amount of € 25,000,000 Euros, equivalent to US$ 34,440,000 estimated at the rate

exchange of US$ 1.3776, of which € 23,000,000 Euros, equivalent to US$ 31,684,800 correspond to Budget Aid, which will be used to finance the development of safe living environments in 100 centers

schools, the provision of mobile computer stations, teacher training, curriculum development, maintenance of infrastructure and equipment of workshops and laboratories of National Institutes and € 2,000,000

of Euros, equivalent to US$ 2,755,200 for Complementary Aid intended for technical assistance, with a duration of 72 months, from the entry into force of the said Convention.

III.-By means of Addendum No 1, dated 8 November 2012, signed by the Ministry of Education and the European Community, the distribution of

of the amount of € 25,000,000 of Euros and period of application of the said Convention, as follows: € 21,000,000 Euros, equivalent to US$ 28,929,600 for Budget Aid, and € 2,000,000 Euros, equivalent to US$ 2,755,200

for Complementary Assistance, intended for technical assistance and visibility activities, to be managed directly by the European Community and € 2,000,000 Euros, equivalent to US$ 2,755,200 for Contribution Agreement

with International body, managed through the joint management mode, with a duration of 96 months, divided into two phases, the first operational implementation phase will last 72 months from the signing of the Financing Agreement and a technical and financial closure phase, which will end 24 months
