1 DECREE No. 112

THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- the first paragraph of Article 1 of the Constitution of the Republic establishes
that "El Salvador recognizes the human person as the origin and purpose of the activity of the state, which is organized for the attainment of justice, legal security and the common good".
II.- That the General Education Law, approved by Legislative Decree No. 917, dated December 12, 1996, published in the Official Gazette No. 242, Volume
No. 333, dated 21 December 1996, provides in Article 1 that "education is a lifelong process, personal, cultural and social training that is based on a comprehensive conception of the human person, his
dignity, their rights and of their duties. "
III.- according to official figures from the Ministry of Education, school enrollment for this year recorded a significant decrease
students in the previous year, presumably mostly as a result of rising levels of violence and migration of families who have seen the need to leave their homes in search of better
safe for their children.
IV.- That the mobility of students and not only due to insecurity
factors, but there are other reasons why they are in the need to move to another school, such as change of address and special educational needs, among others; so it is necessary to reform
the General Education Act to ensure the continuity of studies during the same academic year in each of the degrees and educational levels of those children, youth or adults who for various reasons
forced to abandon their studies.
THEREFORE,
in exercise of its constitutional powers and initiative of the Deputies: Lucía del Carmen Ayala Leon, Ana Mercedes Larrave de Ayala, Patricia Elena Gallardo Valdivieso and Deputy Juan Alberto Alvarez Valiente
.
DECREES the following:

REFORM
GENERAL EDUCATION LAW Art. 1. hereby added one second paragraph of Article 64 of the General Education Law as follows:
"The Ministry of Education will regulate and govern the mobility of students when for cause was needed by moving from an educational center to another, during the same school year. The implementation of this measure will be undertaken by the directors of each school, to
request of the person concerned, respecting the procedures and submitting the relevant documentation. "
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
