1 DECREE No. 136
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- in accordance with Article 131 Ordinal 22 of the Constitution of the Republic, it is power to this body of State
grant to individuals or populations, titles, honors and rewards, consistent with the form of government established by relevant services to the country.
II.- Article 6, paragraph a) of the Act Honorary Distinctions, Awards and Titles states that the honors of "meritorious Son or Daughter of El Salvador", are a high distinction and was awarded the
Salvadorean people who engage or have engaged in the practice of humanitarian and altruistic activities, or for their significant contributions to human knowledge or services in a manner such that this contribution represents a
national, regional benefit or universal.
III.- That the literary work of this outstanding artist has transcended internationally, reconociéndosele their effort and dedication to become a creditor
awards such as: International Poetry Prize Circle of Poets and Writers Iberoamericanos New York , 1965; Prize "September 15" of the Central American Contest of Sciences, Letters and Fine Arts of Guatemala,
1965 and 1966; "Enrique Echandi" award from the Department of Arts and Letters by the Ministry of Culture, Youth and Sports of Costa Rica, 1968; and Poetry Prize in the Latin American Competition "Pablo Neruda", Lima, Peru, 1974. IV

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
