1 DECREE No. 145
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- in accordance with Article 131 Ordinal 22 of the Constitution of the Republic, it is power to this body of State
grant to individuals or populations, titles, honors and rewards, consistent with the form of government established by relevant services to the country.
II.- Article 6, paragraph b) of the Act Honorary Distinctions, Awards and Titles states that the nomination of "Noble friend about El Salvador", is a high distinction that may be granted where, for
foreigners of the facts that are intended to reward constitute a benefit to the State of El Salvador or to the Salvadoran population.
III that the Mexican businessman and US citizen Abel Diaz, born on February 1, 1954, who owns Chain "Lupita's Bakery" and "Fiesta Mexicana centers" has contributed for many years with various works in benefit of the Salvadoran population, both in direct actions as
through various organizations Salvadoran brothers abroad, such as "El Piche", "DEFISAL", "Puerto Association El Triunfo", "Usulutecos States", and "Pro Texistepeque" among others.
IV.- That with the support of Mr. Diaz have carried out various projects of benefit to citizens, such as the construction and equipping of "
Medical Clinic in Canton El Piche" Township El Carmen, La Union, which provides services of general medicine, dentistry and pharmacy, with an investment of over ninety-eight thousand dollars, where also several centers
rural schools were built as in the case of School centers "Enrique Alejo" and "Abel Diaz" the Municipality of Cuscatancingo, with an investment of over two hundred ten thousand dollars.
V. That in addition to the infrastructure projects that provide essential services such as health and education, Mr. Abel Diaz, has also contributed
important donations of supplies, equipment and materials for emergency relief or extreme poverty at different locations Salvadoran population either visiting them or by sending them.
VI.- By virtue of the merits mentioned, it is appropriate to grant the honorary distinction of "NOBLE FRIEND OF EL SALVADOR" the Lord Abel Diaz, under

Art. 1. Abel Diaz is declared the Lord, "NOBLE FRIEND OF EL SALVADOR" under the outstanding contributions made to the country and the Salvadoran people.
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
