DECREE NO 229
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 994 dated September 19, 2002, published in Official Journal No. 182, Volume N ° 357, of October 1 of that
same year, the General Maritime Port Law was issued, which defines the Harbour Maritime Authority as an autonomous institution of public service, without end for profit, responsible for exercising the technical and economic regulation of
the marine and port activities.
II.-That the General Law of the Port of the Port was reformed, among others, by
Legislative Decree No. 732, dated July 10, 2014, published in the Official Journal No. 140, Volume No. 404, of the 29th of the same month and year, adding in the Art. 10 "Privileges of the CDAMP", the number 28, which establishes that the Council
Directing of the Maritime Authority Port (CDAMP), may " Contry, prior to authorization of the governing body of the AMP and verification of the capacity In order to acquire real estate in any part of the territory
national, for the operation of administrative and operational offices of the AMP ".
III.-That by means of Institutional Agreement No. 506, dated July 8, 2015, the Ministry of Public Works, Transport and Housing and Urban Development, in its capacity as rector, authorized the AMP to carry out the démarches
necessary for the acquisition of a property; likewise, the Ministry of Finance, in accordance with the analysis of the financial projections prepared and provided by the Institution for the period 2015 -2020, dated 31 of
July 2015, issued Favorable Opinion on the financial capacity of the AMP for the procurement of a loan, considering that it would generate sufficient flows to cover its financial commitments.
IV.-That through Public Scripture of Mutual granted by the Port Maritime Authority (AMP), in favor of the Bank Davivienda El Salvador, Society Anonymous,
dated October 30, 2015, the AMP received from the referred bank the amount of SIX HUNDRED AND FIFTY THOUSAND $100 FROM THE UNITED STATES OF AMERICA ($650,000.00), which will be destined to finance the acquisition
an Infurniture where the offices of the institution located in Calle N ° 2, Casa 127 between Calle Loma Linda and Calle La Maspet, Colonia San Benito, San Salvador, whose cost amounts to EIGHT HUNDRED AND SEVENTY-FIVE
THOUSAND 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA ($875,000.00); with respect to the difference for two hundred and twenty-five A THOUSAND 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA ($225,000.00), will be financed with own resources.

V.-That with the purpose the Port Maritime Authority can dispose of budget for the purchase of the property mentioned above, it is made
necessary to reform the Law of the current Budget, voted by Legislative Decree No. 866, dated 20 November 2014, published in the Official Journal No. 229, Volume No. 405, of 8 December of the same year, in the Section
B "SPECIAL BUDGETS", B. 1 DECENTRALIZED NON-BUSINESS INSTITUTIONS, in Section II-EXPENSES, in the part that corresponds to the Budget of the Port Maritime Authority, incorporated in the Literal B.
REVENUE, the Rubro 31 Public Indebtedness, Account 313 Internal Borrowing, Specific Source 31308 Of Private Financial Companies, with the amount of SIX HUNDRED AND FIFTY THOUSAND $100 USD OF THE
UNITED STATES OF AMERICA ($650,000.00); likewise, on the side of the GASTO, in the Literal OR RESOURCE ALLOCATION, numeral 4. Budget Allocation by Ruben of Pool, Source of Financing and Economic Destination, Unit
Budget 01 Administration, Standardisation, Regulation and Surveillance of the Port Maritime Activity, increase the Line of Work 01 Administration, Standardisation, Regulation and Surveillance of the Port Maritime Activity, Rubro
61 Investments in Fixed Assets, with the amount of SIX HUNDRED AND FIFTY THOUSAND 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA ($650,000.00), resources who come from a Mortgage Credit signed between the Davivienda Bank Salvadoran, Sociedad Anonima and the Port Maritime Authority
(AMP).
FOR TANTO,
in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,
DECCRETA:
Art. 1.-In the current Budget Law, Section B "SPECIAL BUDGETS", B. 1 DECENTRALIZED NON-BUSINESS INSTITUTIONS, the following modifications are introduced:
A. In Section II-EXPENSES, in the part corresponding to the Harbour Maritime Authority, in respect of the REVENUE, the Rubro 31 Public Indebtedness is incorporated, Account 313 Contracting of Borrowings Internal, increasing the Specific Source 31308 Companies
Financial Private, with the amount of $650,000, as well:

Art. 2.-This decree shall enter into force from the day of its publication in the Official Journal.
