1 DECREE No. 306
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- in accordance with Article 131 Ordinal 11 of the Constitution, is empowered to this Legislature enact, in general, benefits and tax incentives
or of any nature, for the promotion of scientific, agricultural, industrial or other activities.
II.- according to estimates, congenital anomalies, also known as birth defects, congenital disorders or birth defects, affecting one out of every thirty-three infants, causing one in five infant deaths and three million two hundred
disabilities thousand a year.
III.- That during 2014, in El Salvador the hospital network of the Ministry of Health
recorded 1,162 deaths of children under five years, of which 87% (1,011) occurred in less than one year; and, of under one year, 64% (644) occurred in the neonatal period. Among the causes of neonatal mortality, prematurity accounted for 44.3% of deaths;
followed by congenital anomalies accounting for 24.6%, a prevalence of abnormalities of the nervous system and cardiovascular system. That

Art. 1. Declare the March 3 of each year "NATIONAL DAY OF PREVENTION AND Congenital anomalies".
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
