1 DECREE No. 319
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- in accordance with Article 131 Ordinal 22 of the Constitution of the Republic, it is power to this body of State
grant to individuals or populations, titles, honors and rewards, consistent with the form of government established by relevant services to the country.
II.- Article 6, paragraph a) of the Act Honorary Distinctions, Awards and Titles states that the honors of "meritorious Son or Daughter of El Salvador", are a high distinction and was awarded the
Salvadorean people who engage or have engaged in the practice of humanitarian and altruistic activities, or for their significant contributions to human knowledge or services in a manner such that this contribution represents a
national, regional benefit or universal.
III.- That the citizen Carlos Borromeo Lopez, Carlos Lopez Mendoza known, born on April 2, 1939, in the City and Department of San Salvador,
son of Don Nicolas Mendoza and Dona Antonia Lopez, It has been throughout his life, a hardworking and dedicated person feisty humanitarian service of the people, helping hundreds of people at different times of need and
IV from an early age, Don Carlos Lopez Mendoza, began his working life
in different trades, such as cleaning shoes, selling newspapers, do piscuchas, sell lottery and sweets, among others, being 26 January 1974, when he came to work in the Salvadoran Red Cross, playing throughout his career
different positions, including his work as a lifeguard, Head of the School of Lifesaving nationwide, Chief Brigadier stands , Departmental Head and the Central Zone, and currently serves as "official spokesman" of such
V. That the humanitarian work of Don Carlos Lopez Mendoza along
over forty years has been widely recognized by various institutions and national and international organizations, having received more than fifty awards for altruism he has always characterized; likewise,
he has participated in several emergency operations both inside and outside the Salvadoran territory, which has had to risk his life to help many people, as in the case of different events and catastrophes

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
