DECREE N ° 319

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That in accordance with Article 131, Ordinary 22 ° of the Constitution of the Republic, it is the faculty of this State Body, to grant to persons or

populations, titles, honorary distinctions and gratifications, compatible with the form of government established, for relevant services provided to the Homeland.

II.-That article 6, literal a) of the Law of Honorific Distances, Gratitude and Titles, establishes that the honorary distinctions of "Son or Daughter of Merit of El Salvador" constitute a very high distinction and grant to the people

Salvadoran people who dedicate themselves or have dedicated themselves to the practice of humanitarian and altruistic activities, or for their transcendental contributions or services to human knowledge, in such a way that this contribution represents a benefit

national, regional or universal.

III.-That citizen Carlos Borromeo Lopez, known to Carlos Lopez Mendoza, born on April 2, 1939, in the city and department of San Salvador, son

of don Nicolas Mendoza and dona Antonia López, has been a working and a fighter for all his life. People's humanitarian service, helping hundreds of people at different times of need and

adversity.

IV.-That from a very young age, don Carlos López Mendoza, began his work life

in different trades, like cleaning shoes, selling newspapers, making pisccuchas, selling lottery and sweets, among others, being on January 26, 1974, when she joined the Salvadoran Red Cross, performing throughout her

career different positions, including her work as a rescuer, Head of the School of Socorrism at the national level, Chief of Brigade, Chief Departmental and Central Zone, and currently serves as the "Official Vocal" of the said

institution.

V.-That the humanitarian work of Don Carlos López Mendoza throughout more than

forty years, has been widely recognized by various national and international institutions and organizations, having received more than fifty years. "He has

involved in different emergency operations, both inside and outside the Salvadoran territory, in which he has had to risk his life to help many people." people, as is the case with the different events and

natural catastrophes occurring in the region, among which can be mentioned: the Hurricane Fifi in the year of 1974, the Earthquake in Guatemala in the year of 1976, the Salvadoran armed conflict, the earthquake that occurred in the City of San Salvador in the year of 1986 where it also lost its housing, the two

earthquakes occurred in 2001 in our country, Hurricane Stan and the volcano eruption Ilamatepec.

VI.-That by virtue of the merits mentioned, it is appropriate to grant the Honorific Distinction of "MERITISIMO SON OF EL SALVADOR", to the citizen Carlos

Borromeo López known by Carlos López Mendoza, in recognition of his Transcendental and invaluable humanitarian and altruistic work for the benefit of the population Salvadoran.

DECRETA:

Art. 1.-declare the citizen Carlos Borromeo López known by Carlos López Mendoza "SON MERITISIMO DE EL SALVADOR", in recognition of his transcendental and invaluable humanitarian and altruistic work for the benefit of the Salvadoran population.

Art. 2. This Decree will enter into force eight days after its publication in the Official Journal.
