DECREE NO 390
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree number 413, dated July 3, 2013, published in Official Journal number 138, Volume N ° 400, July 26, 2013,
the Electoral Code was issued.
II. 37 of the Electoral Code establishes the way in which
electoral rollsbe printed for the vote, defining that they will be subdivided into up to five hundred voters for each Board of Votes.
III.-That the statistical data show that the attendance of voters in each Board of Votes, does not exceed 60 percent One hundred, that is, does not exceed 300 voters, so the Votos ' Receiving Boards have a greater capacity
of attention to the citizens who come to vote. And on the other hand, the decrease in the number of Votes Receiving Boards also means a reduction in costs for the Supreme Electoral Tribunal and for the State, in the organization of electoral events.
IV. members of temporary electoral bodies, they are required to be residents of the Department or Municipality in which they will exercise their
functions; however, the vigilantes of the political parties are not required of this condition, which allows some of them participate in the election of officials who do not represent them territorially.

in use of its Constitutional faculties and at the initiative of Deputies and Diputados Norma Fidelia
Guevara de Ramírios, Mario Alberto Tenorio Guerrero, Lorenzo Rivas Echeverria, Santiago Flores Alfaro, Rolando Mata Sources, Roger Alberto Blandino Nerio and Luis Alberto Batres Garay and with the support of the Martyr Arnoldo Marin Villanueva.
DECRETA the following:
REFORMS TO THE ELECTORAL CODE
Art. 1.-Replace Article 35, as follows:
" Printing of Electoral Rolls
Art. 35. The Tribunal shall print the total or partial rolls of voters, which shall be printed at the top of their fronts, the Shield of the Republic, the seal of the Tribunal and the indication of the elections in which they shall be used.

Of the total municipal rolls will produce sectoral and partial rolls of up to six hundred voters each, and will issue an original by each Board of Votes, to be distributed in
the form indicated in Article 36 of this Code. "
Art. 2.-Replace Article 37, as follows:
Printing of Electoral Register for Voting
Art. 37.-The printing of the voter registration rolls for voting purposes shall be made on total municipal and sectoral rolls, which shall in turn be subdivided into rolls of up to six hundred voters for each Board of Votes and in alphabetical order, starting with the first
last name, followed by the second last name, and if applicable, the married surname, names and number of the unique Identity Document that corresponds to it, as well as the digitized photograph of the citizen or citizen. "
Art. 3.-Substitute the second paragraph of Article 123, as follows:
" Art. 123.-
The vigilant owners and alternates must be over eighteen years of age, be Salvadoran or Salvadoran, of notorious instruction and honesty, and not have any of the skills
mentioned in articles 74 and 75 of the Constitution of the Republic; they must be registered in the electoral register of the respective municipality where they exercise their functions as such, which they will check with their Unique Document of Identity. Their quality is credited to the Board of Directors of
Votes with the credential extended by the legal representative of their respective political party or coalition; or by the representative accredited by them to the Supreme Electoral Tribunal. The credentials shall be duly sealed and may be signed or heated with facsimile. Failure to comply with the rules
by this provision will be considered and sanctioned in accordance with the provisions of the crime of electoral fraud. "
Art. 4.-Replace Article 188, as well:
" Voters for Vote-Receiving Boards
Art. 188.-The receiving Boards of Votes shall be installed in the Municipalities of the Republic in proportion to one, for a maximum of six hundred electors. "
Art. 5.-This Decree shall enter into force eight days after its publication in the Official Journal.
