Law on higher-level artistic educational institutions during the Ministry of Culture

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

Chapter 1

Scope of the law

§ 1. The law applies to the following state training institutions under the Ministry of Culture : The Danske School of Film School, the Jyske Conservatory, the Royal Danske Kunstakademis Billedart schools, The Royal Danske. Music servatory, rhythmic music servatory, and South Danish Music servatory.

Paragraph 2. The law shall also apply to institutions which may arise as a result of :

1) the division of one or more of the institutions referred to in paragraph 1. 1 or

2) the aggregation of two or more institutions referred to in paragraph 1. 1.

Paragraph 3. The Minister of Culture will be able to decide that other state educational institutions under the Ministry of Culture are covered by the law.

Chapter 2

Purpose of the educational establishments

§ 2. The Danske Scene School has higher higher education institutions for the task of artistic and, where appropriate, scientific basis to provide training in performing arts until the highest level.

Paragraph 2. The Danske Scene School must exercise artistic development and can, on a scientific basis, drive research into its specialists.

§ 3. The Danske Film School, which is a higher education institution, has the task of providing artistic and technical training in films, television and computer game production.

Paragraph 2. The Danske Film School can practise artistic development and can, on a scientific basis, drive research into its specialize areas.

§ 4. The art servatory has higher higher education institutions for the task of artistic and, where appropriate, scientific basis to provide training in music and music pedago and adjacent areas until the highest level.

Paragraph 2. The conservatory laboratories must exercise artistic and educational development activities and can, on a scientific basis, drive research into their professional areas.

§ 5. The Royal Danske Kunstakadem's Billedart schools have higher higher education institutions for artistic and scientific basis to provide training in painter, sculpting and graphical art with adjacent arts until the highest level.

Paragraph 2. The Royal Danske Kunstakadem's Billedart schools must perform artistic development and have to conduct scientific research on a scientific basis for art science.

Paragraph 3. The Royal Danske Kunstakademis Billedart schools are in the art of art school in the exhibit building at the Charlottenborg Castle.

§ 6. In addition, educational institutions have the task of promoting their artistic areas and the cultural life that links themselves to this and to disseminate knowledge of working methods and results in their professional areas.

Chapter 3

Educational, artistic development and research, etc.

§ 7. Educational institutions offer higher-time, self-employed workers, rounded training courses in their professional areas.

Paragraph 2. Educational institutions can provide extracurricular training activities for particularly talented students who are involved in a degree of undergraduate studies-or candidate education.

§ 8. The educational institutions and the provision of higher education by the institutions must be subject to quality assurance and new training to be pre-qualified and approved by the Minister for Culture, in accordance with the Act on the accreditation of higher education institutions, before the explodes.

§ 9. Educational institutions may provide for and further training in the areas of their professional areas.

Paragraph 2. The Minister for Culture may lay down detailed rules on the educational establishments ' provision of after-and further training, including diploma-and master training.

§ 10. The Minister for Culture can lay down rules on the acquisition of PhD in educational establishments which operate research at a high level of scientific research.

§ 11. Educational institutions which run artistic development, educational development or research, take a decision on which artistic development, pedagogical development or research should be operated ; at the institution.

§ 12. The Minister for Culture lays down detailed rules on :

1) the level, content and duration of training, including the enrollment of students to training elements,

2) examinations, tests and assessments, including the enrollment of students and enrolment from these,

3) access to education ;

4) titles associated with training ;

5) study arrangements,

6) complaints to the institution of students in the case of examinations, tests and assessments and procedures for the treatment thereof,

7) review and re-examination in relation to complaints against tests, and so on, cf. no. 6, including that these may result in a lower grade,

8) the criteria for the selection of particularly talented students, who may participate in additional training activities, cf. Section 7 (2). 2, and on the issue of diplomas to be commended and acknowledgement,

9) the recruitment of teachers and artistic-scientific staff ; and

10) expulsion and other disciplinary measures against students.

Paragraph 2. The Minister of Culture lays down rules that the training institution shall decide on the merit of a training period on the basis of completed and passed training elements, including that the educational institution may obtain information from it ; students or other educational establishments in Denmark or abroad on training elements carried out.

Chapter 4

International training

§ 13. Educational institutions must organise individual training so that students in the normal course of study are allowed to carry out part of the training abroad.

§ 14. A training institution may, by agreement with one or more recognised foreign higher education institutions, organise individual training so that part of the training may be carried out by recognised foreign higher-law, educational establishments.

Paragraph 2. The Minister of Culture may lay down detailed rules on the training of training institutes of training in cooperation with recognised foreign higher education institutions.

Chapter 5

Management

§ 15. The educational institutions are each led by a principal who has overall responsibility for the institution's business.

Paragraph 2. The principal shall take a decision in all cases not by law of the Minister for Culture or the institutions ' collegial bodies.

Paragraph 3. The Minister of Culture is hiring and dismissal of the principal of every single training institution.

Paragraph 4. The educational establishments shall be reduced by one or more collegial bodies. The institution ' s upper collegial body shall be forfeit in matters relating to the overall interests of the educational institution as an artistic institution of training, and works in the establishment of guidelines for its long-term activities ; and development.

Paragraph 5. The Minister of Culture provides for detailed rules on the management of the educational institutions.

Paragraph 6. The Minister for Culture lays down detailed rules on the art business at the establishment building at the Charlottenborg Castle, cf. Section 5 (5). 3, including the nature of the art form.

§ 16. The Minister for Culture may lay down detailed rules on the detamine-panels of the educational establishments.

Chapter 6

Economic conditions

§ 17. The state's appropriations for the educational institutions shall be set at the annual appropriation laws.

Paragraph 2. A training institution may charge a fee for whole or partial coverage of the costs of absorption tests, examinations for privatists and similar. In addition, the institutions of the institutions may charge fees in respect of late delivery, loss or damage to books and other extracting materials.

Paragraph 3. The Danske Scene School and the Danske Film School have the opportunity to charge not fully-cost-cost fees for students ' consumption of common materials.

Paragraph 4. The Minister of Culture may decide that a training institution may charge for the payment of participation in education and training if it gives

1) after-and further training,

2) open education,

3) the training of certain foreign students, or

4) training of ph.d students whose training is financed by external funds.

§ 18. Educational institutions may have the costs of accident insurance for the students registered at the institution. The insurance may cover injuries related to the training.

§ 19. Educational institutions may organise the deposit for the deposits of foreign students, conjecture of the guest rooms and the reservation of dorms or private rooms.

Paragraph 2. Educational institutions may pay rent for housing to foreign students, geese and researchers in periods where the housing is not used and can guarantee the appropriate management obligations to the landlord on relocation.

20. The educational establishments may receive grants from the other side than from the appropriation laws. Such grants may be kept separate from state appropriations. Funds can be set up and grants for such subsidy funds.

Chapter 7

Complagues

§ 21. The decisions taken by the educational establishments under this law or in accordance with the rules laid down in accordance with this law may be brought to the Minister of Culture when the complaint relates to legal matters.

Paragraph 2. The Minister of Culture shall lay down detailed rules on access to justice by means of the decisions of the educational institutions following this law or in accordance with the rules laid down in accordance with this law.

Chapter 8

Various provisions

§ 22. The Minister of Culture may, exceptionally, approve deviations from the provisions of the law as part of development and training studies.

Paragraph 2. The Minister for Culture may lay down rules for educational establishments or parts thereof performing special tasks, or where special circumstances are attributing to it.

Chapter 9

Amendment of other legislation

-23. In the law of higher artistic education institutions, cf. Law Order no. 1673 of 11. In December 2013, as amended by Section 3 of Act 3. 750 of 25. June 2014, the following changes are made :

1. Section 1 (1). 1, ITREAS :

' The law shall apply to the following governmental institutions under the Education and Research Ministry, which provide training in the artistic disciplins of the Member States :

1) Architecture school Aarhus.

2) The Royal Danske Kunstakadem is Schools for Architecture, Design and Conservation. "

2. I Section 1 (1). 3, ' two or more of ' shall be deleted ;

3. ~ § 3, 5, 6, 7 and 11 a revoked.

Chapter 10

Entry into force and transitional provisions

§ 24. The law shall enter into force on 1. January 2015.

Paragraph 2. Rules laid down in the notices for institutions covered by Section 1 which are applicable at the time of entry into force of this Act shall remain in force until they are repealed or replaced by rules laid down in accordance with this Act.

Paragraph 3. Rules laid down in the Statens Scenario School and the Acting School of Acting School in the South Danish Conservatory and the Acting School in force at the time of entry into force of this law shall remain in force until they are repealed or replaced by : rules laid down in accordance with this law.

Paragraph 4. Persons at the time of entry into force of this law on institutions covered by Section 1 under rules laid down in royal devices and announcements shall continue in their duties until they are replaced by persons appointed or are selected in accordance with the rules laid down in accordance with this law.

§ 25. The Minister of Culture provides for detailed rules on the transition to the provision of undergrad and candidate education at the Danske Scene School and the transition to the new educational structure.
