Publication of the areas of the common abstraction of raw materials from the sea bed

Use
§ 1. The notice lays down rules on areas for the common abstraction of raw materials from the sea bed, the conditions for abstraction in the areas and the procedure for the development of new areas and the alteration of the quantities of intake.
Areas of common abstraction and abstraction
§ 2. Areas for the common abstraction of raw materials from the sea bed shall be published as shown in Annex 1.
Paragraph 2. The maximum number of ingrates that can be obtained in the enclosed areas, cf. paragraph 1, as set out in Annex 3.
Paragraph 3. The nature of the natural authority shall inform quarterly of the board's website www.nst.dk on the amount of the quantity recovered in the individual areas covered by Annex 1.
Paragraph 4. The individual enclosed areas are available to everyone who are authorised to be gained in the area in question.
Permission for abstraction in areas of common abstraction
§ 3. Permissions in accordance with the provisions of the Act of 20, paragraph 1. 2, no. 2, shall contain the terms set out in Annex 1 to 3 and shall apply until the quantity laid down in Annex 3 for the territory has been exhausted, or the suspension of the area shall be deleted.
Developing new areas for the common abstraction and alteration of the abstraction of intake
§ 4. The development of new areas of common abstraction may occur in the following areas :
1) Past transitional areas covered by Annex 4.
2) Areas which have been enlisted for the exclusive of the investigation acquired after auction, cf. Article 20 (2) of the law. 2, no. 1 and where the investigation has not been awarded exclusive to the abstraction.
3) Areas where one after auction acquired for the abstraction of raw materials in a limited geographical area, cf. Article 20 (2) of the law. 2, no. 1, has been discharged.
§ 5. Applications for the grant of abstraction in an area may be subject to section 4 and the application for a change to the maximum intake in an area covered by Annex 1 shall be subject to the notice of the application for an investigation and authorization ; the abstraction of raw materials from the port of the sea, as well as the reporting of on-demand data and of the raw materials. The National Wildlife Board is sending the applications for four weeks.
Paragraph 2. The Management Board shall decide on the conditions to be applied to abstraction in areas, cf. paragraph 1, including the maximum quantity that can be obtained in the area, cf. Article 22 (3) of the law. 1.
§ 6. The Conservation may amend Annex 3, in respect of the maximum graviing and other terms. The Administrative Board shall publish such changes on the board's website www.nst.dk and inform the authorisation holders in the event of an independent communication.
Entry into force
§ 7. The announcement shall enter into force on 1. January 2014.
Paragraph 2. Publication no. 932 of 13. September 2012 on the interpretation of areas for the common abstraction of raw materials from the seabed are lifted. However, the maximum quantity, which, in accordance with Annex 1, may be obtained in the abstraction area of the 566-BA Vejrestria, use in relation to the determination of remuneration in accordance with the notice of payment for the abstraction of raw materials ; the seabed up until the quantity indicated has been exhausted, cf. Section 4 (4). 4, in the notice of payment for the abstraction of raw materials from the seabed.
Paragraph 3. Permits for abstraction in areas covered by Annex 1 of the notice of publication no. 932 of 13. September 2012, but not covered by Annex I to this notice, lapses.

Extracting areas where raw material recovery may be carried out under the terms set out in this Annex and Annexes 2 and 3.
1. Introduction
The maps specify the area delimiter. In addition, they apply to all times the rules applicable to navigation and abstraction in Danish waters, cf. applicable sea cards, laws, notices and so on.
The areas of income have been allocated to waters, as shown in the following overview.
In the detailed examination, the individual catchment areas are listed in sequence numbers.

A copy of the applicable notice and authorization issued in accordance with it shall be provided on the entry vessel.
|
|
|

Quality assurance
|
|
Before the start of the initiation, the holder of the Natural Management Board shall provide evidence of the establishment of a plan for the quality assurance of the current works.
The holder of the authorization must be able to demonstrate that the workers are carried out in accordance with the quality assurance plan and thus ensuring compliance with the terms and conditions of the notice and licensing conditions.

The organisation of the work

Incoming vessels
|
|
Information on vessels carrying out raw material abstraction pursuant to this notice and authorization issued pursuant to it shall be sent to the National Agency for Nature.
|
|
|
2.2
|
Position determination
|
|
Incoming vessels must be fitted with and using the AIS monitoring system.
|
|
|
2.3
|
Incoming methods
|
|
The work must be organised in such a way as to disturb the traffic in the area at least as a minimum.
In the case of maritime traffic, as a result of the intake activities, there must be no deeper deterioration in the area. In the case of the work, the Standard Terms and Conditions of the Maritime Management Board shall be complied with.
|
|
3.
|
Monitoring
|
|
3.1
|
Position and work of the winding-down vessel
|
|
In the end of a breakdown of the navigation system for more than one hour the recovery shall be discontinued until such time as the system is operational.
The Conservation Committee may amend the terms and conditions of documentation of the position and work of the intake vessel.
|
|
|
3.2
|
Marinarchaeological objects and shipwreck
|
|
It must be monitored during the performance of the work to be monitored for marinara chaeological objects as well as shipwreak. In the case of such articles, the instructions provided by the Committee on Culture shall be accompanied by the instructions for the registration of marinarchaeological findings. Instructions are attached to the authorisation and can be requisitioned at the Office of Natural Services.

End control
|
|
4.1
|
Implementation of the post-processing operation
|
|
Where control measurements or other studies show that the conditions set are not met, remedial measures must be carried out. Any corrective measures shall be implemented in the case of the authorisation holder ' s bill.
|
|

Documentation and notifications
This section describes the documentation to be forwarded to the competent authorities in order to meet the conditions laid down in the notice and authorization issued in accordance with such conditions.

Before abstraction
|
|
Plan for quality assurance shall be submitted.
Notification shall be sent on the initiation of the abstraction and equipment to be used, with information on name, letters, IMO number and MMSI number, and the name, e-mail address and CVR number for the owner of the vessel and / or for the owner of the vessel or of the vehicle.
|
|
|

|
|
Information on inserting and reporting of inaction equipment shall be reported within 2 weeks.
Reports of abstraction will be sent to a quarterly basis.

Deviations from the quality assurance plan during the execution of the work shall be communicated to nst@nst.dk by electronic mail to nst@nst.dk with information on what actions have been taken to remedy the deviations.
