Media Support Act

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

Chapter 1

Deposits

§ 1. Deposits to printed news media and to printed Internet-based news media may be provided as Editorial Production Support, cf. § § 3 to 5, as project support, cf. section 6-9, or as reorganisation support, cf. § 10.

Exception

§ 2. Offer by this law may not be granted to news media that are owned or partly owned by public institutions or by publicly financed companies, the following shall be made.

Redational production aid

§ 3. Deposits shall be granted to printed news media and to printed Internet-based news media, which provide independent journalistic-processed material.

Paragraph 2. This is a condition for obtaining grants, cf. paragraph 1 that news media

1) is a self-employed media with a responsible editor,

2) in the editorial staff, editorial staff who, together with the responsible editor, represent at least three years of work ;

3) addressed to a broad circle of users and not only for specific professations and professional groups, members of the employer, worker or trade organisations, political parties or public institutions, etc.,

4) is not owned by two-thirds or more of the employer, worker or trade organisations ;

5) are provided or made available across the country on your terms and availability for all, if applicable, against payment, however eligible may be granted to selected groups for campaigns,

6) have a content of at least half of the editorial material in the form of articles and so on within a broad subject area and with the processing of current news articles,

7) in the editorial substance primarily the processes of political, social and cultural themes ;

8) has a content in which at least one sixth of the total is independent journalistic work for publication in the news media, and

9) the minimum shall be ten times a year.

Paragraph 3. Supplements are provided with regard to the editorial costs of a news media. The amount of the subsidy to a news media can be a maximum of 35%. of the editorial costs of the news media in the year preceding the application.

Paragraph 4. A news media can achieve maximum editorial production aid in 17.5 million. DKK a year.

Paragraph 5. The Minister for Culture may lay down detailed rules on the editorial work year, cf. paragraph 2, no. 2.

§ 4. Supplemental aid shall be granted to :

1) Pressure nationwide news media, which will be at least 4 days a week, and have a total inventory of less than 40,000 copies per year. publication.

2) Writing Internet-based news media which do not have the same owner or publish as a new newsfeed subject to the law on radio and television or the exemption from tax in accordance with the VAT slop.

Paragraph 2. It is a condition for obtaining additional grants that the news media meets the conditions laid down in section 3 (3). 2, no. One-five, seven and nine, and at least 75%. the content of the media is made up of editorial material in the form of articles and so on within a broad subject area and with the processing of current news articles. In addition, at least one third of the total content of the media must be independent journalistic work with a view to publication in the news media.

Paragraph 3. The printed news media referred to in paragraph 1 shall be printed. 1, no. 1, if the annual subsidy granted under Clause 3 is less than the amount of the medium collected in grants in the last completed grant year under the distribution aid scheme, in accordance with the Act of Supplements for Supplements distribution of newspapers. The amount of the subsidy is the difference.

Paragraph 4. The printed news media referred to in paragraph 1 shall be printed. 1, no. 1, the total annual contribution of section 3 and this paragraph may not amount to more than the overall editorial cost of the media in the year preceding the application.

Paragraph 5. For written Internet-based news media, subject to paragraph 1. 1, no. 2, additional grants are granted in relation to the news media's editorial costs. The total annual subsidy for a news media cannot exceed 17.5 million. kr., cf. Section 3, paragraph 3. 4, and that can be a maximum of 50%. of the editorial costs of the news media in the year preceding the application.

§ 5. The Minister of Culture provides for detailed rules on when a newsfeed can be considered independent and the basis for the editorial costs and the formulations of the subsidy schemes referred to in sections 3 and 4, applications of applications, application periods, payment of grants, financial reporting and auditing.

Project support

§ 6. Project support for printed news media and to printed Internet-based news media are provided in the form of grants for the establishment and development of news media.

§ 7. Deposits may be granted to inquiries and to projects in which a new independent news media is established, which :

1) means of self-employed journalistic processed material,

2) within six months of the commitment of grants, a responsible editor is responsible for at least one salary net annual work year, and

3) within six months of consent of grants, the requirements laid down in section 3 (3) are met. 2, no. One and 3-9.

Paragraph 2. Deposits to the establishment may be granted for a maximum of three years.

Paragraph 3. It is a condition for the achievement of a grant to establish that there is a reasonable reason to assume that the news medium that is set up after the end of the aid period will be financially self-indulgent.

Paragraph 4. During the project period, Editorial Production Support, Development Support or Support for Support for the newsmedia that is established cannot be achieved.

Paragraph 5. The Minister of Culture provides for detailed rules on subsidies for the establishment, application of applications, application deadlines, grants, clearance of accounts, accounting and auditing.

§ 8. Deposies for development shall be granted to inquiries and projects for the implementation of the conversion or development of an existing independent news media, which :

1) in the entire project period, a editorial of a responsible editor, whose employment, together with the editorial staff, represents at least one salary net work year ; and

2) meet the conditions laid down in section 3 (1). Paragraph 1 and paragraph. 2, no. One and 3-9.

§ 9. This is a condition for the achievement of grants for the establishment, cf. section 7, and subsidies for development, cf. § 8, there is a self-financing thing.

Paragraph 2. The Minister of Culture lays down detailed rules on the requirements for own funding.

Sanzation aid

§ 10. Deposits to the sanitation shall be granted to news media, which have come into liquidity difficulties, in order to prevent imminent closure and contribute to ensuring the continuation of the media.

Paragraph 2. The grant is granted to news media that meets the conditions laid down in section 3.

Paragraph 3. The Minister for Culture lays down detailed rules on reorganisation aid, the content of the application, the payment of grants, financial accounts and audits.

Chapter 2

Media Board

§ 11. The Minister of Culture is setting up a median oven, which deals with applications for subsidies under this law.

Paragraph 2. The Board shall supervise the granting of grants to the beneficiaries of the law, laid down in accordance with the law and conditions of grant of grants.

§ 12. The media board consists of seven members appointed by the Minister for Culture for 4 years at a time.

Paragraph 2. The members of the Member shall be representing excellence in the activities of newsfeed, operating economy, media market, journalistic innovation and media consumption, as well as media democratic function and technological development of the media types which are covered by the law.

Paragraph 3. The Minister of Culture shall appoint the members of the jury, including the chairman of the jury, who shall be a lawyer.

Paragraph 4. 1 member shall be appointed on the recommendation of the Danish Media Association, and 1 member on the recommendation of the Danish Journalist Association for the nomination.

§ 13. The Minister for Culture establishes a Rules of Procedure for the Media Board.

§ 14. The decisions of the media may not be brought to the second administrative authority.

§ 15. The Board of Culture shall provide the secretariat for the Board of Directivation.

§ 16. The Media Board shall publish an annual report on its activities.

Chapter 3

Sanctions

§ 17. The Media Board shall require payment of grants wholly or partly reimbursed and withdrawing a subsidy, in the case of inaccurate or misleading information, or have withheld significant information in connection with applications or documentation, and in cases where the grant consignee no longer fulfils the conditions attached to the grant or fail to implement the predefined activities.

Paragraph 2. The Media Board may in the immediate extension of a decision pursuant to paragraph 1. Paragraph 1 shall lay down the terms of aid for the news media, including those relating to the delivery of the reports, documentation, etc., where necessary to prevent further infringements.

Chapter 4

The entry into force, etc.

§ 18. The law shall enter into force on 1. January 2014.

Paragraph 2. A 3-year transitional arrangements shall be established in respect of the wording of the production aid referred to in : § § 2-5. News media covered by the transitional regime are news media, which, after that law, receive less support than the aid granted to the newsfeed in distribution support, most recently, of the grant cuts in the schemes that existed before the law. entry into force

Paragraph 3. Law No 576 of 24. June 2005 on the Day of Day Board and Law No 570 of 9. June 2006 on the distribution of allowances for the distribution of newspapers shall be repealed.

Paragraph 4. Supplements and grants given in accordance with the provisions laid down in paragraph 1. The provisions of this Article shall be dealt with by the Media Board in accordance with the rules in force in accordance with the rules laid down in the Community.

Paragraph 5. The Minister for Culture shall lay down detailed rules on the provisions of paragraph 1. 2 mentioned transitional arrangements.

§ 21. The Minister for Culture makes proposals for the review of the law by 2016-17 in grassling year.

§ 22. The law does not apply to the Faroe Islands and Greenland.
