Publication of swimming-bathing plants and so on and their water quality

Chapter 1
Scope of application
§ 1. This notice regulates the quality requirements and the hygienic conditions in swimming bathing facilities. The notice lays down, including rules on recirculation, filtration and disinfection of water, and rules on swimming bathing systems, with the use of surface waters. The notice also lays down rules concerning the supervision of the quality requirements for water in swimming bathing facilities and with the hygiene of associated facilities.
Chapter 2
Definitions
§ 2. For the purposes of the swimming pool, the swimming pools and hot-water reservoirs, including spabad, bathing countries, basin basin basin basin and similar to the associated facilities when there is public access to the facility or the plant is established in the aegis of hospitals, sanatoriums, physiology centres, hotels, campsites, schools, holiday colonies, and similar to that of access for the users of the site.
Paragraph 2. For low-purpose water-baths, a free chlorine content is defined in the pool of at least 0,4 and not more than 0,8 mg per. liter.
Paragraph 3. Water intended for drinking water means water meeting the quality requirements for water from water supply systems which provide people with water for household use, cf. the water quality notice and supervision of water-supply facilities.
Paragraph 4. For surface water, water shall mean water from sea, fjord, or sea.
Paragraph 5. In the case of return water, water used in processes for the purification of sands, membranies, tromlefilters, precoat filters and the like.
Chapter 3
Approval and authorization for swimming bathing plants
§ 3. Swimbathing must not be shown or operated without prior approval from the municipality Board. Swimbathing must not also be subject to construction, plant or operational, without prior approval, if the change affects the hygienic and health conditions of the swimming bathing plant substantially, cf. However, section 4. Approval of changes may be given in addition to a current approval.
Paragraph 2. In approval, the local authorities shall determine the conditions for the construction and operation of the installation. The approval must be provided for the use of the best available technology.
Paragraph 3. The local authority must, in the approval of a minimum, lay down conditions in accordance with this notice and may, in the approval, lay down conditions which go beyond the provisions of this notice.
§ 4. The local authorities shall, on the application of the local authorities, allow for low-clinders in indoor swimming bathing facilities with a water temperature of < 34 ° C, where this is technically and hygienic justifiable.
Chapter 4
Supervision and Popenings
§ 5. The local authorities shall regularly monitor compliance with the quality requirements for the pool and return-water reuse and the other hygienic conditions in swimming bathing facilities, including with the drain, bathrooms, showers, dressing rooms, and the ordinary cleanliness.
Paragraph 2. Where deficiencies in the quality of the tank, return-water reuse, or in relation to the other hygienic conditions, are identified, the local authorities shall inform the board of the necessary arrangements for remediation.
Paragraph 3. The local authority shall immediately impose a ban on the use of the bathing bathing facilities, the deficiencies of which are not to be remedied, or the other hygienic conditions, or the use of the other hygienic conditions, or the use of the other hygienic conditions ; The swimming badges are linked to serious health hazard.
Paragraph 4. The local authorities may impose a ban on the use of the swimbathing facilities if the swimming bathing plant has not obtained approval, cf. § 3.
Paragraph 5. The Council of the Municipal Management Board shall decide whether or not there is a serious health hazard after discussion with the Board of Health.
Chapter 5
Quality requirements for basin water and so on
§ 6. Water for padding and water filling and water supply must meet the quality requirements for drinking water ; 1) , cf. However, section 7.
Paragraph 2. Bassini swimming pool must comply with the quality requirements set out in Annex 1, cf. However, section 7.
Paragraph 3. Bassini swimming pool, with a permit for low-low trainers, after section 4, must at the opening time have a free chlorine content of at least 0,4 and not more than 0,8 mg per. the other quality requirements for the pool water, cf., and meet the other quality requirements. paragraph 2.
Paragraph 4. The water for return must meet the quality requirements laid down in paragraph 1. Paragraph 1 or paragraph 1. 2.
Paragraph 5. Return-and may also be reused as a return-water or spawal water if after treatment in accordance with Annex 4 a it meets the quality requirements of Annex 4 b at the time of use.
§ 7. In swimming bathing systems, using surface waters, cf. Section 2 (2). 4, in accordance with the minimum microbiological requirements set out in Annex 3, the water and bassinet must be clearly observed in Annex 3, and the water must not be polluted ; 2) .
Paragraph 2. Water in swimming bathing bath with the use of surface water must not be disinfected.
Chapter 6
Facitillation and operational requirements
§ 8. The pool water in swimming bathing systems that do not use surface water shall circulate, filtration and disinfect. Filtering and disinfection of the recirculating water volume shall be continuously continuous.
Paragraph 2. The return for reuse shall be treated and disinfected as specified in Annex 4.
§ 9. In the swimming bathing plant, the disinfecting of the tank must be carried out by chlorine gas or hypochlorite solution, cf. however, section 7 (4). 2.
Paragraph 2. Disinfection and pH adjustment must be automatically controlled.
§ 10. In swimming bathing plant, including swimming bathing plants, which have been given permission for low-track, cf. section 4, shall at least comply with the operational requirements set out in Annex 2.
Paragraph 2. In swimming bathing systems, using surface waters, cf. Section 2 (2). 4, the pool must be replaced by a frequency with a frequency corresponding to the operating requirements set out in Annex 2.
Paragraph 3. In swimming bathing systems with the use of surface waters, the base sinus must be visible everywhere.
Paragraph 4. In swim bathing plant, cf. paragraph However, the turnover time for the bassini may be put up outside the opening hours and into 1 hour before opening if it is technically and hygienically justifiable. However, the circulating stream of water must always be at least 70% of the normal operating requirements.
Chapter 7
Control of the pool water and so on.
§ 11. The control of the quality and quality of the bassinwater quality and the quality of the return of return and reuse shall be carried out as self-control for the owner's tab.
Paragraph 2. Control of the quality of water and pool of water in swimming baths with the use of surface waters shall be carried out at least once a week during the opening period.
Paragraph 3. Control of the quality of return-water reuse shall be carried out as indicated in Annex 4b.
Paragraph 4. The extent of the own checks shall be fixed by the municipality board as part of the approval.
§ 12. The results of on-board checks must be kept for at least two years, and shall be delivered upon the request of the Communeboard Management Board to this.
Paragraph 2. However, if the results of investigations carried out by the owner of a swim team or by performing show show that the quality of water is not in conformity with the quality requirements laid down, the plant owner shall immediately inform the local authorities of the Board.
Chapter 8
Pensation and aggravation
§ 13. The local authority may, in exceptional cases, allow Section 9 (3). 1, derogated from the use of another disinfectant in the pool of water. However, the Municipality Board may not derogate from the requirement that the bassinine be added to disinfectant.
Paragraph 2. The local authorities may, in exceptional cases, allow the rules in section 10 (1) to be permitted to take account of 1, 2, and 4, depart.
Paragraph 3. The local authorities may allow other provisions to be waisted where necessary to attempt the development of new technologies for bathing baths, and if it is technically and hygienically sound. The authorization may be granted for a period of up to two years. The authority of the Municipality Management Board shall be subject to the possibility of the FDA to join the derogation. The Decision of the Natural Management Decision shall be subject to discussion with the Board of Health. The Board of Natural Services may provide additional conditions to ensure hygiene and proof of hygiene.
Paragraph 4. Authorisation pursuant to paragraph 1. 3, may be extended by up to 4 years or permanently provided that the National Council can join.
Paragraph 5. The decisions of the Municipal Management Board and of the Natural Board shall not be complained to any other administrative authority in accordance with this notice.
Chapter 9
Penalty provisions
§ 14. Unless higher penalties have been inflished on any other law, the penalty shall be penalised by the penalty which :
1) hire, begin or run a swimming bathing plant without approval, cf. Section 3, paragraph 3. 1,
2) will override the terms laid down in an approval pursuant to section 3 (1). 2 and 3 or a permit after § 4 or § 13,
3) omits to comply or bans in accordance with section 5 (5). 2, 3 and 4,
4) violates requirements laid down in section 6-10,
5) fails to carry out on-board checks as set out in section 11 ;
6) it fails to keep the results of the self-checks for at least two years or do not deliver the results to the municipalities on request, as required, cf. § 12, stk.1, or
7) shall not immediately inform the municipality of the Administrative Board in the event of overrun of the quality requirements laid down, cf. § 12, paragraph 1. 2.
Paragraph 2. The sentence may rise to prison for two years if the infringement has been committed intentionally or by gross negligence and if there is a breach of the infringement proceedings ;
1) damage to the environment or to the detriment of the environment, or
2) obtained or intended for the economic benefit of the person concerned itself or others, including in the case of savings.
Paragraph 3. Companies can be imposed on companies, etc. (legal persons) punishable by the rules of the penal code 5. Chapter.
Chapter 10
Entry into force
§ 15. The announcement shall enter into force on 1. July 2012.
Paragraph 2. Publication no. 458 of 28. In April 2010, swimming-bathing systems etc. and their quality of water are lifted.
Paragraph 3. Applications submitted before the entry into force of the notice shall be examined in accordance with the applicable rules.
Paragraph 4. Decisions notified in accordance with the rules in force shall retain their validity, cf. however, paragraph 1 5.
Paragraph 5. In indoor swimming pools of at least 25 metres of water temperature, < 34 ºC where authorisation has been granted under applicable rules, the quality requirements of the pool water as specified in Annex 1 and the operational requirements of the carers as shown in Annex 1 shall be required to be provided for in accordance with the applicable rules. in Annex 2, at the latest, the 1. July 2017.

Reuse of return-before reuse, cf. Section 6 (2). 5 and 8 (3). 2
The reuse of the return of return calls for treatment which effectively prevents the reuse of recycet and pollutes the bassinine with micro-organisms, and salts and dissolved organic substances. There are at least two barriers to be used, a mechanical barrier and a method of disinfecting which meets the above requirements.

1) Jf. Order no. 1024 by 31. October 2011 on water quality and supervision of water supply facilities.
2) The definition of pollution corresponds to section 2 (2). 2 and 3 of notice no. 1283 of 15. December 2011 on bathing waters and bathing areas. This means that there must be no incidence of microbiological contamination, the growth of cyanobacterial bacteria, macroalgae, marin phytoplankton, or other organisms or waste which affects the quality of bathing water and represent a health risk to the bathers. Nor should there be any substance of chemical substances in water which is a danger to health.
