Completion of health requirements in the railway area
In accordance with section 21 h (1) (i), 2, section 22, paragraph. 6, section 24 c (3). Article 25 (2) and section 25 (1). 2, in the law of rail, cf. Law Order no. 1249 of 11. In November 2010, according to section 24 h, paragraph, shall be adopted. 1 :
Scope and definitions
§ 1. This notice shall apply to persons and to any public or private company that carries out the safety features of the railway sector.
Paragraph 2. By security-produced functions in this notice, functions that are directly relevant to rail safety shall be taken into account. The security features are partitioned into the following categories :
1) the transmission of traction units in accordance with the driver ' s driving licence and the lead of the metrotrain,
2) liability for work in and on track without trace, including the surveillance of other people working in and at track with and without a trace barrier ;
3) preparation of trains, including the interconnection of rolling stock and participation in rank,
4) security tasks in trains, and
5) participation in the security conduct of the train.
Paragraph 3. The Traffic Management Board shall, in case of doubt, decide whether or not a person performs the safety features and the safety sheet for which the person in question falls under.
Paragraph 4. For the purposes of this notice, a document issued by the Administrative Board shall be the document confirming that a safety-assent person meets the health provisions of section 6, cf. Annex 2-3, and section 7-8.
Paragraph 5. For the purpose of the EEA country, a country which has fully joined EU legislation in this field is understood.
Paragraph 6. The notice does not apply to the execution of the security-based functions of veterans.
Health Approval
§ 2. Security classification functions may only be carried out by persons who have obtained medical approval from the Traffic Management Board, cf. however, paragraph 1 2. The expiry date of the health certificate shall be fixed in the approval process.
Paragraph 2. The health approvals issued in accordance with the applicable EU legislation of another EU Member State or of the EEA country of the EU Member States shall apply in Denmark.
Paragraph 3. A person who is the holder of a foreign health approval and obtained this health approval in a different way other than the one referred to in paragraph 1. 1 or 2 of the specified goods may obtain a Danish health approval if the health approval in question is considered to correspond to the requirements set out in this notice.
Paragraph 4. The people in paragraph 3. 3 the persons referred to shall demonstrate to the Traffic Management Board that the person on the person concerned corresponds to the health requirements required for the performance of the safety-based functions provided for in this notice. On the basis of the evidence submitted, the Traffic Management Board shall take a decision on whether or not a Danish health approval is granted to a Danish health certificate.
§ 3. The Management Board shall issue health approval to persons who, in the form of a health certificate and the synth test, provide proof of compliance with the health requirements of section 6 of the notice referred to in Article 6. Annex 2-3, and section 7-8.
Paragraph 2. The Management Board may issue health approvals to which special conditions are attached for subsequent documentation to ensure that the conditions are met.
Paragraph 3. Health studies for health-approval shall be carried out by a doctor or specialist physician and shall be carried out after the instructions of the Traffic Management Board.
Paragraph 4. Health examinations requirements prior to recruitment and subsequent periodic medical examinations are set out in Annex 1 for the safety-based functions referred to in section 1 (2). 2.
Paragraph 5. The attention of the certificates in annex 4 (Health attestation for examination of persons performing the safety features of the rail area) and Appendix 5 (Synsattest for examination of persons performing the safety-based functions in the railway sector).
§ 4. People performing the backup sites in accordance with section 1 (2). 2, no. 1, the health examination must be examined at the following intervals :
1) every three years of age to and by 55 years, and
2) Every year, aged 56.
Paragraph 2. People performing the backup sites in accordance with section 1 (2). 2, no. 2 5, must be examined in a health examination at the following intervals :
1) every five years of age to and by 40 years,
2) every three years of age from 41 years to and by 62 years, and
3) Every year of the age of 63.
Paragraph 3. The health certificate for periodic medical examination shall be available to the Traffic Management Board within four weeks prior to the expiry date of the health approval certificate. The health approval shall be withdrawn at the expiry date of the approval. The Traffic Management Board may renew a health approval by extending the period of validity of the health-approval period.
Paragraph 4. Persons performing the safety-related functions shall be inspected if they have more than 30 days of continuous medical absence or have been involved in an accident or incident where there may be a doubt as to whether or not the person concerned can perform its function security-wise.
Paragraph 5. The medical examiner's doctor may decide that more frequent studies should be carried out if the state of the employee's health is based on it.
Paragraph 6. In cases where there is an abuse of alcohol and medicinal products or the use of eupheisers, blood, sweat and urine samples may be taken in connection with the health examination of persons performing the safety features of the safety-sheet functions.
§ 5. The Traffic Management Board shall withdraw a health approval if the holder no longer meets the health requirements of section 6 of the notice referred to in Article 6. Annex 2-3, and section 7-8.
Health requirements
§ 6. People performing the backup sites in accordance with section 1 (2). 2, no. 1, shall comply with the health requirements set out in Annex 2.
Paragraph 2. People performing the backup sites in accordance with section 1 (2). 2, no. 2 5 shall comply with the health requirements set out in Annex 3.
§ 7. People who
1) is dependent on or abusing alcohol, or has an alcohol consumption of alcohol ;
2) misuse medicinal products, or
3) using eup-forisining substances
must not perform security-stored functions.
Paragraph 2. Medicinal products that may affect the latency of the reaction or the level of awareness may not be used in the execution of the safety-proof functions.
§ 8. Pregnancy may cause uncertainty to perform the safety-based functions provided during pregnancy, as described in Clause 6, cf. Annex 2-3, point 1.
Information and reporting obligations
§ 9. The management of establishments in which safety features are carried out shall ensure that the persons who perform the security-made functions are informed of the requirements of this notice.
Paragraph 2. Security-treated persons who have requested or knowledge that they no longer meet the health requirements of the notice shall report this to the Traffic Management Board and the undertaking as soon as possible, and refrain from carrying out ; security-produced functions.
Paragraph 3. Undertakings which have a request or knowledge that a safety-infected person does not meet the health requirements of this notice shall report this to the Traffic Management Board as soon as possible and deduct the performance of the execution of the goods ; safety-related functions until the health conditions assessment of the Traffic Management is available.
Paragraph 4. Establishments shall inform the Traffic Management Board for the recruitment or dismissal of persons performing the safety-based functions, in order to monitor the requirements of the notice.
Dispensation and Terms
§ 10. The Management Board may dispense from the requirements of Annexes 2 and 3 of the notice and paragraphs 2 and 3 (vision and hearing) where it is likely to be presumed that the service in question can perform the service in a fully reassuring manner, and in any case, it is compatible with EU rules ; the area.
Paragraph 2. The Management Board may issue health approval by way of a medical evaluation, including in the case of the treatment of heart disease, diabetes and alcohol treatments, etc.
Fees and complaints
§ 11. In the case of the granting of health approval, charges shall be paid under the Traffic Management Board to cover the costs of health approvals (approvals and discharges), including for health approval after Section 2, paragraph 3.
§ 12. The decisions taken by the traffic management pursuant to this notice may be imputed to the Minister for Transport. Complaction must have been submitted to the Minister for the Transport Minister no later than four weeks after the decision taken by the Traffic Management Decision to the person concerned.
Punishment
§ 13. The one that does not have a health approval after Section 2 and which performs security-based functions, cf. Section 1 (1). One-two, penalty of fine. The withdrawal of paragraph 9 (2). One-three, penalty-penalty.
Entry into force and transitional provisions
§ 14. The announcement will enter into force on the 29th. October 2011.
§ 15. Publication no. 72 of two. In February 2009 on the health requirements of the rail sector are hereby repealed.
Paragraph 2. Health approvals issued in accordance with the notice No 72 of two. Feb 2009 will remain in force until they expire or revoke.
Paragraph 3. Not later than 1. In May 2012, the certificates provided for in Annexes 4 and 5 shall be used. Until this time, the attestations so far can be used.

Appendix 1
1. Health studies requirements
People performing the backup sites in accordance with section 1 (2). 2, must be examined as specified in section 2 before employment and as specified in point 3 at the periodic inspection.
2. Health Surveys before Hire
2.1. General requirements for health examinations for all safety-made functions prior to hire :
2.1.1. general medical examination ;
2.1.2. examination of sensory functions (surveys, hearing, colour),
2.1.3. The examination of urine for diabetes (diabetes mellitus), and additional studies to the extent necessary to assess the physical fitness of persons ;
2.1.4. tests for substances or psychotropic medications (including antidepressants), as well as for alcohol abuse, which may raise doubts as to whether or not the person is suitable to perform the security-related operation of the security stored ;
2.1.5 examination of cognitive properties : attention and concentration, memory, percepability, judgment, judgment,
2.1.6 survey of the communication skills, and
2.1.7. Study of psychocomic properties : reaction velocity, coordination of movements.
2.2. Special health care studies before the recruitment of persons performing the safety-based functions in accordance with section 1 (1). 2, no. 1 :
2.2.1. electrocardiogram (EKG) in rest.
2.2.2. The requirement does not apply to metrostewarder.
3. The periodic medical examinations
3.1. General requirements for the periodic health examinations after recruitment for all safety-made functions :
3.1.1 general medical examination,
3.1.2. examination of sensory functions (surveys and hearing),
3.1.3. for the analysis of the blood or urine sample to examine diabetes (diabetes mellitus) and other health conditions as provided for in the clinical examination ; and
3.1.4. Test for euphoria substances if the clinical examination indicates that.
3.2 Special periodic health checks for persons performing the safety-based functions in accordance with section 1 (1). 2, no. 1 :
3.2.1 electrocardiogram (EKG) in rest if the person is 40 years old.
3.2.2. The requirement does not apply to metrostewarder.
Appendix 2
Health requirements for persons performing the safety-based functions in accordance with section 1 (1). 2, no. 1
1. General requirements for health
The person may not have any health problems, be medically treated, or to take drugs or substances which may cause :
1.1, sudden, unconsciousness,
1.2. Concentrated attention or concentration ;
1.3. sudden loss of labor,
1.4, reduced balance or coordination, or
1.5 significant limitation of the ability of movement.
2. Claim requirements
The following requirements shall be made as to the visibility :
2.1. The test force at a distance with or without correction : 1,0 at least 0,5 on the weakest sighted eye ;
2.2. MRLs for corrective lenses : longiness + 5/nearsightedness -8. The Traffic Management Board may, in exceptional cases, and in accordance with the opinion of an ophthala, allow values outside of this range,
2.3, short and medium-range vision : sufficient or without correction,
2.4. contact lenses and glasses shall be permitted if they are regularly checked ;
2.5. Usually color vision. A recognised test, such as Ishihara, supplemented by another recognised test, is used, if necessary,
2.6. field of vision : normal (no abnormality of impact on the work to be performed),
2.7 vision of both eyes : adequate ; shall not be required when a person has good adaptability and adequate compensation. Only in the case where the person has lost his binocular vision after the inaugating.
2.8 binocular vision : shall be normal and without double vision,
2.9. Identification of color signals : the test must be based on the recognition of single colours and not relative differences,
2.10. countersensitisation : good,
2.11. No forwarding eye disease.
2.12. eye implants, ceratotoms and ceratectoms are only permitted if they are checked or with a frequency which the Traffic Management Board shall determine,
2.13 capacity to withstand the glare, and
2.14. colored contact lenses and colouring glauting glass shall not be used. Wines with UV filter must be used.
3. Requirements for hearing and speaking
Adequate hearing shall be confirmed by audiogram, i.e. :
3.1.................
3.2. No chronic voice difficulties (see. the need for high and clear exchange of messages), and
3.3. The hearing must be sufficient for the person to be able to conduct a telephone call and hear alarm tones and radiomedses.
3.4. The following values shall be regarded as indicative :
3.4.1. The consultation must not be greater than 40 dB at 500 and 1000 Hz ; and
3.4.2. The consultation must not exceed 45 dB at 2000 Hz for the ear at which the air wire hearing is not least.
3.5. Use of the hearing aid shall be permitted in specific cases.
Appendix 3
Health requirements for persons performing the safety-based functions in accordance with section 1 (1). 2, no. 2-5
1. General health requirements
The person may not have health problems or be during a medical treatment which may cause :
1.1, sudden, unconsciousness,
1.2. Concentrated attention or concentration ;
1.3. sudden loss of labor,
1.4. reduced balance or concentration capacity, or
1.5 significant limitation of the ability of movement.
2. Claim requirements
The following requirements shall be made as to the visibility :
2.1. The metre of visual strength at a distance of or without correction : 0,8 (right eye + left eye-measured separately) ; at least 0,3 in the weakest sighted eye ;
2.2. MRLs for corrective lenses : longiness + 5/nearsightedness -8. The Traffic Management Board may, in exceptional cases, and in accordance with the opinion of an ophthala, allow values outside of this range,
2.3, short and medium-range vision : sufficient or without correction,
2.4. contact lenses and glasses shall be permitted if they are regularly checked ;
