Completion of road infrastructure safety management 1)

Under section 109 of the law on public roads, cf. Law Order no. 1048 of 3. November 2011, and section 95, paragraph. 1 and 3, in the form of a road traffic law, cf. Law Order no. 1047 of 24. October 2011, determined by authorization :

The scope of the Bekendom Decision

§ 1. The decision shall apply to the trans-European road network in Denmark, cf. however, paragraph 1 3.

Paragraph 2. The trans-European road network is defined in Decision No 2. 1692 /96/EC of 23. July 1996 on the Community guidelines on the trans-European transport network. In Denmark, the trans-European road network consists of the roads with the E20, E39, E45, E45, E45, E45, E45, and E55. In the net, the track-belt connection and the Øresund expressway, which is part of the E20, and a future Femernconnection, which is part of the E47. The road directorate is the road management of the bulk of the roads in the net, sund and Belt owns the Storebelt connection and the Øresund motorway west of kilometres 70.412, while the Eresund brokconsortium owns the line to the east of this mileage (i.e. The Ear Tunnel and the road track above Peberholm to the country border against Sweden). Paragraph 3. The announcement does not apply to tunnels covered by the notice on the minimum safety requirements for tunnels in the trans-European road network.

Traffic safety impact assessments in connection with infrastructure projects

§ 2. For the main roads, the Road Directorate must ensure that road safety impact assessments are carried out at construction projects for new road infrastructure, or a substantial change to the existing road network, which will impact on road traffic.

Paragraph 2. In the case of the remaining part of the trans-European road network (private roads), the road owner shall ensure that road safety impact assessments are carried out at construction projects for new road infrastructure or a substantial change to the existing one ; the road network, which will impact on road traffic.

Paragraph 3. Traffic safety impact assessments shall be subject to paragraph 1. 1 and 2 shall be drawn up in accordance with Annex 1.

Traffic safety audits in connection with infrastructure projects

§ 3. In the case of main roads, the Road Directorate must ensure that traffic safety audits are carried out at plant projects for new road infrastructure or a substantial change to the existing road network, which will impact on road traffic.

Paragraph 2. In the case of the remainder of the trans-European road network (private roads), the road owner shall ensure that traffic safety audits are carried out at plant projects for new road infrastructure or a substantial change to the existing road network, which is in effect ; on the traffic of traffic.

Paragraph 3. Traffic safety audits in accordance with paragraph 1. 1 and 2 shall be carried out in accordance with Annex 2.

Rancher and management of the safety of the existing road network

§ 4. In the case of main roads, the Director-Directorate must ensure that a ranking of road closures is implemented with high, high-impact concentration and a ranking of road safety.

Paragraph 2. In the case of the remaining part of the trans-European road network (private roads), the road owner shall ensure that a ranking of road closures is implemented with a high level of insubordinate concentration and a ranking of road safety.

Paragraph 3. Rangarrangements in accordance with paragraph 1. 1 and 2 shall be implemented as described in Annex 3.

§ 5. The Directorates must ensure that road closures on the main roads, which should be prioritised in the light of the results of the measures according to section 4, are analyzed by an expert team.

Paragraph 2. For the remainder of the trans-European road network (private roads), the road owner shall ensure that road closures which should be given high priority in the light of the results of the measures according to section 4 will be evaluated by an expert team.

Paragraph 3. Analysis of paragraph 1. 1 and 2 shall be implemented as described in Annex 3.

§ 6. If the Directorate-General chooses to initiate remedial measures on the main roads that are part of the trans-European road network, the action taken on road-stracts shall be subject to section 5 (5). 1.

Paragraph 2. Where the owner of the road chooses to take correctional measures on private roads, which are part of the trans-European road network, the action taken on road-strips shall be subject to section 5 (5). 2.

Paragraph 3. The priority of road closures shall be subject to paragraph 1. Paragraph 1, or paragraph 1. The measures referred to in Annex III (2) shall be given priority. Paragraph 3 (e) of Directive 2008 /96/EC of 19. November, 2008. The emphasis is placed on the measures which show the best benefits in terms of cost.

§ 7. The marking of road works on the main roads shall be carried out in accordance with the provisions of the notice on the marking of road works, etc. ;

Paragraph 2. The marking of road works on the remaining part of the trans-European road network (private roads) shall carry out the road owner in accordance with the provisions of paragraph 1. 1 mentioned procladition.

§ 8. The directorate-directorate must publish road routes on the trans-European road network, where there is a high level of insubordination. Publication is done at www.vejdirektoratet.dk.

Paragraph 2. The marking of road closures with a high level of unhappiness on the main roads shall be carried out in accordance with the provisions of the notice on the marking and publication of the use of road markings.

Paragraph 3. The road owner shall carry out the marking of road closures with a high level of insubordinate concentration on the remaining part of the trans-European road network (private roads) in accordance with the provisions of paragraph 1. 2 mentioned notices.

Security Inspections

§ 9. In the case of main roads, the Road Directorate must ensure that traffic safety inspections are carried out.

Paragraph 2. In the case of the remaining part of the trans-European road network (private roads), the road owner shall ensure that traffic safety inspections are carried out.

Paragraph 3. Safety inspections pursuant to paragraph 1 shall 1 and 2 shall be carried out in accordance with Annex 4.

Calculation of the average social costs of accidents

§ 10. The Ministry of Transport must ensure the calculation of the average social costs of a fatal accident and the average social costs of a serious accident.

Paragraph 2. Calculations, cf. paragraph 1 shall be carried out in accordance with the provisions of the Transport Ministry.

Annex to this Order

§ 11. The directorate-directorate shall communicate to the Commission the amendments to Annex 1 to 4 of this notice, not later than three months after they have entered into force.

Appointment and training of traffic safety auditors

§ 12. The directorates are preparing training plans for traffic safety auditors.

Paragraph 2. The directorate directorate ensures that the traffic safety auditors will receive a basic training that will be completed with the allocation of a certificate of competence. The directorate directorate ensures that trained traffic safety auditors, which performs traffic safety audits, etc. pursuant to this notice, shall follow regular refreshes, cf. however, paragraph 1 5

Paragraph 3. The directorate directorate ensures that traffic safety auditors who carry out tasks under this notice shall have relevant experience or training in road design, safety-related road techniques and accident analysis before they are appointed.

Paragraph 4. The directorate-directorate certifies traffic safety auditors that meet the requirements, cf. paragraph 1-3.

Paragraph 5. Traffic safety auditors that meet the requirements of other Member States for traffic safety auditors, cf. Directive 2008 /96/EC of 19. In November 2008 on the management of road infrastructure safety, we will also be able to carry out traffic safety audits, etc. pursuant to this notice.

Entry into force.

§ 13. The announcement will enter into force on the 19th. December 2011.

Paragraph 2. Publication no. 1126 by 8. September 2010 on the management of road infrastructure safety shall be repealed.

Paragraph 3. Within two years after the road directorate has adopted regulations on road safety auditors, cf. section 12, traffic safety audits must be carried out only by auditors or teams which include accountants meeting the requirements of section 12 (3). 2-4 or Section 12 (2). 5.

Appendix 1

Traffic safety impact assessments in connection with infrastructure projects, cf. § 2

The traffic safety impact assessment of a new infrastructure project or a substantial change to the existing road network, which is involved in road traffic, must be included in the political decision-making basis.

As a basis for the traffic safety impact impact assessment, data collection shall be carried out in respect of road safety for the road network concerned. The collection must include number of recorded accidents and injuries, as well as traffic volumes for the calculation of accident frequencies. The weighted road network shall be taken into account

the route of the project concerned (on construction projects),

the intersection of the roads and the interconnectors ;

other roads where the project is expected to produce significant changes in the volume of traffic,

A base scenario is described for road development, which includes the future accident situation, provided that an infrastructure project is not carried out.

The Sketch projects for alternative solutions must include assessments of the impact of the traffic. Traffic safety in the relevant alternatives is assessed for all road users, and the anticipated traffic safety impact in relation to the existing situation is described. The effects may be described as far as possible in a form so that they may subsequently be included in a socioeconomic calculation of the relevant alternatives.

It must be ensured in order to ensure that the possibility of improving road safety for the individual alternative solution is investigated. This can be done by making the mandatory traffic safety audit in step 2, cf. Section 3 of this notice shall be implemented for all relevant alternatives before the expected traffic safety impact is described for each alternative.

For infrastructure projects that require the preparation of the EIA, the road safety impact assessment shall be included in the VVM statement. In this context, the traffic safety impact of the proposed solutions (the main proposal and alternatives) is presented to the public.


Appendix 2

Traffic safety audits in connection with infrastructure projects, cf. § 3

Each road safety review of a new infrastructure project or a substantial change to the existing road network, which is in traffic in road traffic, must be carried out in accordance with the requirements set out below.

Infrastructure projects must be reviewed several times over the overall project flow. The audit stage item is described when a traffic safety audit is to be carried out of the individual project.

The audit shall be carried out with the participation of at least one person certified to carry out traffic safety audits, cf. § 12, paragraph 1. 4 or comply with the requirement in section 12 (3). Five, in this procladilation.

An auditor may not be (and may not have been previously) involved in the project in any other way and must not perform any other interests in relation to the project other than the purely traffic safety union.

The auditor must examine the project on the basis of the drawing materials, the project descriptions, and must draw up a written report (audit report) with comments on the project. The comments will describe any road safety problems in the project at its current stage and indicate proposals for remedying the problems described. Only the aspects of the project, which are assessed in terms of traffic safety-related problems, must be described in the report.

The road-directorate or road owner must take a position on the problems described in the audit report. If a described problem is not remedied at the current stage of the project, the Directorates or the road owner shall give a written explanation of its decision, including a justification (attached as annexes to the audit report).

Revision Step

Traffic safety audits of infrastructure projects in the trans-European road network must be carried out at fixed stages in the project process, known as the audit stage. For road infrastructure projects, the following five revisionstrains are defined below :

Step 1, schedul/foreproject (application phase)

Step 2, sketch-project (Proposal phase)

Step 3, retailor (the projection phase)

Steps 4, Commissioning Phase

Step 5, monitoring (first part of the operational phase)

All infrastructure projects must be reviewed in stages 2, 3, 4 and 5. Revision for step 1 will be relevant for most major projects, but is not required. If an infrastructure project is not revised in step 1, the step 2 review could include elements of step 1.

Step 1 audit (optional) shall be carried out prior to publication of the proposed plan and should include a review of the corridors and the function of the selected road type. In addition, the audit may include the examination of tracé, cross-profile, cross-number and type, access limitation, consistency of existing road and pathways, facilities for cyclists and pedestrians, taking account of national / regional pathways, collective traffic, -Mv.

The step 2-review takes place before the political adoption of the project (for projects that require the construction law before adoption of this) and before any expropriation of any kind. The audit shall include a review of the following :

1) geographical location (e.g. flood risk), and seasonable climatic changes and weather conditions,

2) type and distance between nodes ;

3) number and type of queue respor,

4) the type of traffic allowed on the new road,

5) the function of the road within the network,

6) speeds

7) cross-profiles (e.g. the width of driving lane, bike paths, sidewalk)

8) lination and longitudinal profile

9) view conditions

10) the design of nodes ;

11) the availability of safe parking areas ;

12) public transport and infrastructure ; and

13) any rail road runs,

In addition, the audit may include a review of the outer areas of the road (incl. ditches and slopes), expected speed-level, cross-decorations (incl. (view), markings (drive marking, traffic spelling and road-rail), facilities for easy traffic, ramps, and lateral installations, any interim measures, etc. If the project is not revised in step 1, step 2 of the review should include : elements of step 1, including in particular the function of the selected road type.

The step 3 review shall be completed before the tender dossier is completed and before the project is sent in a tender. For projects on an earlier stage (where the fox-rate includes projection), the audit must be carried out prior to the construction work. The audit shall include a review of the following :

1) geometrical design

2) harmonisation in the case of road spelling and other marking ;

3) illumination of enlightened roads and intersection,

4) road equipment,

5) the roadside environment, including planting ;

6) physical impediments to the road

7) the conditions of smooth road users (such as pedestrians, cyclists, motorcyclists),

8) user-friendly adaptation of protective devices (discounts and car protective devices to reduce the risk of vulnerable road users) ;

In addition, the audit may include the examination of the detailed design of intersection, interconnection (driving dynamic and water-wiring), signalling installations, stocking options, interim measures (temporary regulation and affixing), the correlation between new and existing roads, transport to workplace with materials, etc.

The Step 4 review shall take place immediately before and / or immediately after the final installation of the finished installation. The audit shall include a visual inspection of the installation, where special attention is paid to the following :

1) the safety and visibility of road users in different conditions, e.g. dark and normal weather conditions ;

2) road-spelling and other markings of a marking,

3) the state of the road,

In addition, the audit may include summary, placement of equipment, etc.

The step 5 is about to be revised. a year after putting into service (before the normal first-year overhaul of works). The review shall include a visual inspection of the finished installation and an assessment of the use of the system as intended for road users. In addition, the audit should include the examination of accident data, speed-level, view conditions, the state of the marking and the coating of the marking and the coating, and an assessment of the modifications to the installation, traffic pattern, etc. since commissioning have been affected ; road safety.

In addition, for all stages, it is possible to assess whether project changes have been affected by road safety since the previous revision of the project. This can lead to the re-evaluation of elements from previous steps.


Appendix 3

Rancher and management of the safety of the existing road network, cf. § 4 and 5

Rancher and management of the safety of the existing road network shall include the two sibling activities ;

the ranking of road closures with high jinks concentration ; and

arrangements for the safety of road network

Each of these two activities shall include the designation, analysis and prioritisation, and the activities are essentially according to the same method as the improvement of black spots (ranking of high-insubordinate road closures) and the improvement of grey ; lines (arrangements for the safety of road safety).

Designation

In the case of the ranking of road closures with high insubordinate concentration, at least every 3. year, a designation (identification) of such lines (locations) for the purpose of assessing and, where appropriate, subsequent analysis. The following shall be carried out on the basis of registered road accidents and by using a statistical method to take account of the volume of traffic on the lines concerned.

In the case of the main roads of the trans-European road network, the road-directorate shall be responsible for the designation of the designation.

For the remaining part of the trans-European road network (private roads), the road owner shall be responsible for the designation of the designation.

In the order of the road network security arrangements, at least every 3. year, a designation of lines for further evaluation and, if appropriate, analysis. Analysis

At least one participant in the visual inspection must be a trained traffic safety service and certified to perform traffic safety audits, cf. § 12, paragraph 1. 4 or comply with the requirement in section 12 (3). 5) Conclusion on hypotheses and actual accident factors.

6) Develation of one or more alternative solvent proposals based on the real factors

Prioritizing

The proposed solution proposals are prioritize for each solution proposal to compare the expected societal savings (benefit) with the expected social cost (cost) in implementing the solution proposal.

The expected societal savings of the individual proposed solutions are calculated according to the following method :

For each of the proposed solutions, the anticipated safety impact shall be quantitatively in the form of an estimated number of accidents and an estimated person-harm reduction in a specified period.

These expected misfortune and personal injury reductions shall then be translated into monetary units using the official unit prices for social costs in road accidents, which are calculated in accordance with the following requirements. section 10 of this notice.

The expected social cost by implementing the prepared solution proposals is calculated as a forecast for each solution proposal.

Finally, a priority list is drawn up where the proposed solution proposals are ranked in order to be ranked by their benefits in terms of cost. Where funds are made to improve one or more locations on the trans-European road network, the priority list shall be taken on the basis of the trans-European road network.


Appendix 4

Traffic safety inspections, cf. § 9

The road safety inspection shall be carried out at least every four years, on the roads of the trans-European road network. Each inspection shall be carried out in accordance with the requirements set out below.

An inspection should be carried out with the participation of at least one person, certified to carry out traffic safety audits, cf. § 12, paragraph 1. 4 or which comply with the requirement in section 12 (3). Five, in this procladilation.

In addition to each road safety inspection, the road-directorate or the road-owner shall provide the material (drawing materials, traffic and accident information, etc.) as deemed necessary for inspection.

The person or persons carrying out the inspection shall examine the material supplied and then carry out a systematic visual inspection of the route of the road concerned. The visual inspection should normally include a traffic safety assessment of :

1) road-boards, roadmap, and border and background markings ;

2) running track marking,

3) the state of the road,

4) view conditions

5) safety zone (distance to solid objects), and

6) traffic behaviour, including speed-level.

The result of the inspection shall be delivered to the directorate or the road owner in the form of a written report which includes :

Mapping and description of conditions which have cooperated or will be able to contribute to accidents and / or personal injuries.

Proposals for resolution / improvement of each identified safety problem.

Proposals for priority / planning of efforts (e.g. broken down in actions that should be implemented immediately and measures that should be carried out in the context of future major maintenance work),

Only the conditions of the road which are considered to be problematic in terms of road safety are to be described in the report.

The Directorates or the road owner shall address the problems described in the inspection report. Where appropriate, the position may be conducted in a dialogue with the person or persons who have carried out the inspection. The Directorates or the road owner shall then decide on the actions to be taken as a result of the inspection, including proposals for prioritisation.
