We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

Chapter 1

The aim of the

§ 1. The aim of the law is to support activities for the benefit of the Danish minority in Sydslesvig.

§ 2. section 1 includes the following activities in Sydsleswig :

1) Business and school of business.

2) Library and Archive business.

3) Publication of newspapers, journals, and similar.

4) Cultural and public information, including the Danish language.

5) The simplification of the minimum organization of the minimum.

6) Commissions of professional tasks which serve agriculture.

7) Other company for the benefit of the minority.

Paragraph 2. Section 1 shall also include the following activities, provided that they are intended to establish an understanding of the minority's particular conditions :

1) People's educational activities in Denmark on the minority.

2) Cooperation between the associations and associations of the minority in Denmark.

3) The associations of minorities in Nordic and European cooperation are the associations of minorities.

Chapter 2

The Sydslesvigo

§ 3. The Minister of Education sets out the Sydslesvigo Committee, which consists of five members. The members of the committee elect the members of the committee after proportional to its members. § 4. The secull committee acts as a link between the Danish minority in South Separ; and Parliament's parliament.

§ 5. In accordance with the application for a decision on grants and loans, the Commission shall take a decision on grants and loans. Chapter 3, within the appropriations set aside for the annual financial laws. The Committee shall, in accordance with the application of the Agreement, shall be

Chapter 3

Deposits and loans

Recipient Recipients

§ 11. Deposits and loans may be granted to associations, organisations and so on,

1) There are indigenous people in Sydsleswig,

2) for the purpose of carrying out activities for the benefit of the Danish minority in Sydslesvig, cf. § 2,

3) the statutes of which guarantee transparency and openness regarding their activities ;

4) whose website on the Internet provides information in Danish about their management and company, including accounts, in a readily accessible manner, including accounts ;

5) which do not operate commercially,

6) the means, including by decommissioning, must be used solely for activities after Article 2, and

7) that they do not provide their management or other staff salaries and remuneration beyond the normal in Separation for the same job or employment.

Paragraph 2. Paragraph 1, no. Parags 1, 6 and 7 shall not apply to grants to activities covered by Section 2 (2). 2, no. One or two.

Score Agreements and Operating Score

§ 12. The Sydslesvignette can provide the operating grants to associations, organisations, etc., which have concluded a result agreement with the committee.

Paragraph 2. The result agreement must at least be set

1) the contract duration ;

2) the activities covered by the Agreement ;

3) the objectives of the activities referred to in no. 2,

4) requirements for the consignees ' technical reporting to the Sydscarolatinal committee and the Minister for Education,

5) the size of the grants, cf. § 13,

6) the time of payment for the grants and

7) requirements for the information to be submitted by the beneficiaries in advance of the individual subsidy payments.

§ 13. Operating grants following a result agreement for purposes covered by Section 2 (3). 1, no. Paragraph 1 shall be granted as one or more basic grants provided for in the Agreement and as a taximeter supplement given on the basis of objective criteria laid down in the Agreement.

Paragraph 2. Operating grants following a result agreement for purposes covered by Section 2 (3). 1, no. 2 to 7 shall be granted as one or more basic subsidies provided for in the Agreement, as provided for by an objective criteria laid down in the Agreement, or as a combination of them.

Paragraph 3. The result agreement shall be fixed at a ceiling on the amount of the total of the total taximeters which may be granted to one or more activities covered by the Agreement.

Deposits and loans to build and plant projects

§ 14. The sydscarl committee may grant grants or loans to construction projects in Sydslesvig for the provision of a physical framework for the minority associations, organisations, etc., cf. Section 11 (1). 1.

Paragraph 2. The details of the granting of loans shall be determined on the annual financial laws.

Project Supplements

§ 15. The Sydslesvignette can grant project grants to associations, organisations, etc. for stand-alone projects, the duration of which does not exceed three financial years.

Paragraph 2. The Sydslesvig-committee establishes a subsidy policy for the award of project grants.

Deferred Payment

§ 16. The Education Minister shall pay out grants and loans in accordance with the decisions of the Sydslesvigi Committee.

§ 17. The Commission in the Sydscarcase can decide that grants are paid out of advance.

Chapter 4

Accounting, revision and follow-up

Accounting and auditing

§ 18. Receivers recipients who receive operating grants in accordance with section 12 (3). 1, for all their activities, shall prepare an annual report, including an annual financial statement.

Paragraph 2. Recipients receiving grants or loans pursuant to section 14 (4). 1, shall provide a separate report, including a financial statement, for the construction and construction project concerned.

Paragraph 3. Receivers recipients who receive project grants after Section 15 (3). 1, shall provide a separate report, including an account, for the use of the received project subsidy.

Paragraph 4. Annual reports pursuant to paragraph 1. 1 and reports pursuant to paragraph 1. 2 and 3 shall be signed by the beneficiary ' s board of directors and sent to the Sydscarolatal Committee and the Minister for Education.

Paragraph 5. The Education Minister shall lay down detailed rules on the content and the setting of annual reports referred to in paragraph 1. 1 and reports referred to in paragraph 1 shall be 2 and 3, to carry out auditing of the accounts, including requirements for auditors and beneficiaries of the Education Minister for the appointed accountants, on deadlines for the submission of annual reports and reports on the transmission of electronic transmission of the accounts ; annual reports and reports, including the use of special digital formats and digital signature, and on the verification of the basis for payment of grants. Different requirements may be laid down for annual reports and reports and reaudits justified in the amount of grants or loans.

Follow-Up

§ 19. The Education Minister shall provide an annual follow-up report to the Sydslesvig-committee on the annual reports received and reports, with an assessment of whether the grants and loans paid out in the preceding financial year have been used in accordance with the committee ; Decisions.

2) a grant of a subsidy shall be bankrupt or shall stop its payments or, incidentally, the danger of the grant of the beneficiary ' s activities.

Paragraph 3. The Minister of Education may, in particular, as referred to in paragraph 1, 2, no. 2, withhold the payment of grants and loans until the Council of the Sydslesvigo has taken a decision.

Paragraph 4. The Minister of Education may require operating grants provided as a taximeter allowance after Article 13, repaid on the basis of which the subsidy calculation or the subsidy calculation has been flawed by the same amount.

Paragraph 5. Deposits to be repaid in accordance with paragraph 1. 2 and 4 may be offset by future subsidy payments.

Information Liability

§ 21. The sydscarcase may, in order to carry out inspections, obtain information from the beneficiaries of the activities of grants or loans.

The Education Minister shall lay down detailed rules on the information provided for in paragraph 1. 1 and 2 may be obtained in electronic form, including the use of special digital formats and digital signature, and of the notification of the report pursuant to paragraph 1. 3 of the effect of changes in the operation of the beneficiaries, including the time limits for the alert.

Chapter 5

Entry into force and transitional provisions

§ 22. The law shall enter into force on 1. April 2010.

Paragraph 2. The Committee on Sydslesvignette will be set up after the first new elections to Parliament after the law comes into force. Until the committee has been set up, its functions are carried out by the Committee on Danske Cultural Affairs in Sydsleswig.

Paragraph 3. The Chapter 3 of the Act on grants and loans shall not apply to grants and loans paid out from and with the financial year 2011. For the closure of accounts relating to grants and loans granted under the Finance Bill for 2010, the notice shall apply to : 978 of 2. In December 2002 on financial accounts and audits for seamless associations and institutions receiving support from the Ministry of Education.

Paragraph 4. Section 11 (1). 1, no. Paragraph 1 does not apply to associations, organisations and so on, which in 2009 received grants or loans for activities covered by Article 2 (2). 1 and, as a permanent thereafter, received such grants or loans.

Paragraph 5. Section 11 (1). 1, no. Paragations 5 and 6 shall not apply to associations, organisations, etc., which in 2009 received grants or loans for activities covered by Article 2 (2). 1, no. 3, and which are continuing to receive such grants or loans.

Paragraph 6. Section 11 (1). 1, no. 7, does not apply to associations, organisations, etc., which in 2009 received grants or loans for activities covered by Article 2 (2). 1, no. 1 or 2, and which are continuing to receive such grants or loans.
