The Act's purpose is to support activities for the benefit of the Danish minority of Southern Schleswig.
§ 2. section 1 includes the following activities in Southern Schleswig: 1) Pre-school and school activities.
2) library and archive business.
3) publication of newspapers, magazines and the like.
4) Cultural and educative activities, including on the Danish language.
5) minority's fraternal organization.
6) performance of professional tasks that serve agriculture.
7) Other activities for the benefit of the minority.
(2). section 1 also includes the following activities if they are designed to create understanding of the minority's special conditions: 1) educative activities in Denmark on the minority.
2) Cooperation between minority unions and associations in Denmark.
3) Minority associations participation in Nordic and European cooperation.
Chapter 2 English language Committee § 3. The Minister reduces the Southern Schleswig Committee, which consists of 5 members. The Danish Parliament elects the members of the Committee in accordance with the ratio among its members. The Danish Parliament may however, in exceptional cases, select one or more members of the Committee who is not a member of the Danish Parliament, if the question related to one of the Folketing and the person in question has a special insight into and interest in issues relating to the Danish minority of Southern Schleswig. The Minister shall appoint the Chairman of the Committee from among the elected members.
(2). Southern Schleswig Committee's mandate included the Folketing election period, provided that elections to the Committee only lapse when a new Committee set up in accordance with paragraph 1.
(3). Leaving a member of Committee of Southern Schleswig, the Danish Parliament chooses a new Member of the Committee for the remainder of the term, see. (1).
(4). The Ministry of education provides secretarial assistance to the Committee of Southern Schleswig.
§ 4. Southern Schleswig Committee acts as the liaison between the Danish minority in Southern Schleswig and the Folketing.
§ 5. The Committee shall, in accordance with the English language application decision on grants and loans, see. Chapter 3, within the limits of the appropriations allocated under the annual finance laws. The Committee included the request result agreements under section 12.
(2). In Southern Schleswig, the Committee shall take decisions about the granting of approved grant/loan agreements, and performance Committee obtain an opinion from the Minister about the proposed decision or outcome of agreement.

§ 6. Southern Schleswig Committee oversees the grant recipients ' use of grants and loans.
§ 7. The Committee may advise the Minister on matters Southern Schleswig is of importance for the Danish minority of Southern Schleswig within the Minister's area of instruction. The Committee may also advise other Ministers about the arrangements on their areas of the Danish minority of Southern Schleswig, including the allocation of aid.
§ 8. The Chairman shall convene and chair the meetings of the Committee, Schleswig.
(2). Southern Schleswig is a quorum, when 4 Committee members are present. Decisions are taken by simple majority vote. In the event of a tie the Chairman shall have the casting vote.
(3). Southern Schleswig Committee establishes a rules of procedure for its operation.
§ 9. Southern Schleswig Committee shall draw up an annual report on its activities, including on the distribution of the appropriations allocated in the budget bill, and received applications for grants and loans.
(2). Southern Schleswig Committee sends for each fiscal year by 1. may the following year the annual accounts shall be signed by all members of the Committee to the Minister of education and the National Audit Office. The accounts shall be audited by the National Audit Office in accordance with the law on the revision of the State's accounts, etc.
§ 10. English language Committee publishes on its website on the Internet the annual report on its activities and financial statements, see. § 9, rules of procedure, see. § 8 (3), without prejudice to agreements concluded for that result. § 12, and grants policy, see. section 15, paragraph 2.
Chapter 3 Grants and loan beneficiaries of section 11. Grants and loans may be granted to associations, organisations, etc., 1) who is resident in Southern Schleswig, 2) that aims to engage in activities for the benefit of the Danish minority of Southern Schleswig, see. § 2, 3) if the articles of Association shall ensure transparency and openness regarding their company, 4) if home page on the Internet in an easily accessible way contains information on Danish on their leadership and business, including accounts, 5) there is no driver of an economic activity, 6) if funds, including by closing, according to the staff regulations may be used only for activities under section 2, and 7) that do not provide their management or other personnel salary and remuneration in addition to the normal in Southern Schleswig for similar duties or employment.
(2). (1). 1, 6 and 7, shall not apply to grants for activities covered by article 2, paragraph 2, no. 1 or 2.
Performance agreements and operating grants section 12. Southern Schleswig Committee can provide operating grants to associations, organisations, etc., which have concluded a performance agreement with the Committee.
(2). Outcome agreement must, at a minimum, set 1) the duration of the agreement, 2) the activities of the agreement include, 3) goals for the activities referred to in point 1. 2, 4) requirements for the beneficiary's professional reporting to the Committee and the Minister for education, 5 Southern Schleswig) subsidies, without prejudice. § 13, 6) payout time stamps for subsidies and 7) requirements for the information that the beneficiaries must submit prior to the individual grant payouts.
§ 13. Operating grants after a performance agreement for purposes within the scope of article 2, paragraph 1, no. 1, shall be granted as one or more of the basic allowance provided for in the agreement, and which the majority in grants awarded on the basis of objective criteria laid down in the agreement.
(2). Operating grants after a performance agreement for purposes within the scope of article 2, paragraph 1, no. 2-7, it shall take one or more of the basic allowance provided for in the agreement, as value added grants awarded on the basis of objective criteria laid down in the agreement, or a combination thereof.
(3). To be fixed in the result agreement a ceiling for the amount of the total value added contribution, which may be granted to one or more of the activities covered by the agreement.
Grants and loans for construction projects § 14. Southern Schleswig Committee may award grants or loans for construction projects in Southern Schleswig, with a view to the provision of the physical framework for the minority associations, organisations, etc., see. section 11, paragraph 1.
(2). The terms and conditions for the granting of loans shall be determined at the annual finance laws.
Project grants section 15. Southern Schleswig Committee can provide project grants to the associations, organizations, etc. for stand-alone projects whose duration does not exceed three financial years.
(2). Southern Schleswig Committee establishes a reimbursement policy for awarding project grants.
Grant disbursement section 16. The Minister shall be paid by grants and loans in accordance with the decisions of the Committee of Southern Schleswig.
§ 17. Southern Schleswig, the Committee may decide that the allowance should be paid in advance.
Chapter 4 Accounting, auditing and follow-up accounting and auditing § 18. Beneficiaries receiving operating grants under section 12 (1) shall, in respect of their entire business to draw up an annual report, including a financial statements.
(2). Beneficiaries who receive grants or loans under section 14, paragraph 1, to submit a separate report, including a financial statement, for the construction project.
(3). Beneficiaries who receive project grants under section 15 (1), must submit a separate report, including a financial statement, for the application of the received project grants.
(4). Annual reports in accordance with paragraph 1 and reports in accordance with paragraphs 2 and 3 must be signed by the beneficiary's Board of Directors and submitted to the Committee and the Minister for Southern Schleswig.
(5). The Minister shall lay down detailed rules concerning the content and layout of the annual reports referred to in paragraph 1 and the reports referred to in paragraphs 2 and 3, on the execution of the audit of the accounts, including requirements for accountants and the grant recipient under the direction of the Minister of education on the designated Auditors on time limits for the submission of annual reports and the reports on the electronic submission of annual reports and reports, including on the application of specific digital formats and digital signature , and on the control of the basis for the payment of grants. § 20. The Committee may grant injunctive relief to Southern Schleswig a grant recipient who does not comply with the provisions of this law, the rules under section 18, paragraph 5, agreements under section 12 or terms result in decisions about grants or loans.
(2). Southern Schleswig, the Committee may decide that the grants and loans wholly or partly withheld, lapse or recovered if 1) a beneficiary does not comply with the provisions of this law, the rules under section 18, paragraph 5, performance agreements under section 12, the conditions in the decision to grant/loan or the Committee's injunction in accordance with paragraph 1 or 2) a beneficiary claimed bankruptcy or stop his payments or who by the way is a danger that the beneficiary's undertaking must be set.
(3). The Minister may, in cases as referred to in paragraph 2, no. 2, withhold payment of grants and loans, until the Committee has ruled Southern Schleswig.
(4). The Minister may require operating subsidies are granted as added funding grants under section 13, recovered, if the basis for the calculation of the grant or subsidy calculation, incidentally, have been erroneous.
(5). Grant recovered in accordance with paragraphs 2 and 4, may be set off against future subsidy payments.
Information obligation in section 21. Southern Schleswig Committee can to use for implementing supervision obtain information from beneficiaries of the activities provided grants or loans.

(3). Grant recipients must report the onset of changes in their work that have a bearing on whether the aid is used or will be used for the purpose, to Southern Schleswig Committee and Minister for education.
(4). The Minister shall lay down detailed rules concerning the information referred to in paragraphs 1 and 2 may be obtained in electronic form, including on the application of specific digital formats and digital signature, and on reporting pursuant to paragraph 3 of the changes in the grant recipients ' work, including on the deadlines for the alert.
Chapter 5 date of entry into force and transitional provisions § 22. The law shall enter into force on the 1. April 2010.

(5). § 11 (1) (8). 5 and 6, does not apply to associations, organisations, etc., which in 2009 received grants or loans for activities covered by article 2, paragraph 1, no. 3, and as renewable thereafter received such grants or loans.
(6). § 11 (1) (8). 7, shall not apply to associations, organisations, etc., which in 2009 received grants or loans for activities covered by article 2, paragraph 1, no. 1 or 2, and then have received such as renewable grants or loans.
