of 23 December 2003. January 2017



on nuclear safety of nuclear installations



State Office for nuclear safety, establishes, pursuant to section 236 of the Act No.

263/2016 Coll., the Atomic Act, to implement section 24 para. 7, § 25 para. 2

(a). a) to (c)), § 44 para. 4 (b). (c)), § 49 para. 2, § 50 para. 4, § 51

paragraph. 6 (a). a) and b), § 52 para. 2, § 53 para. 2 and § 54 para. 4 (b).

§ 1

§ 2



The concepts of

1. radiation incident in the first degree,



2. provisionally rated grade 1 event on the international scale

severity ratings of nuclear events



3. loss or theft of the source,



4. the uncontrolled leakage of refrigerant from the primary circuit of a nuclear reactor

or other technological media contaminated with radionuclides inside

controlled area with a capacity greater than 1 m3



5. an unplanned decrease in performance of nuclear installations by more than 50%

the nominal power of a nuclear reactor, with an expected duration of more than

72 hours, or



6. loss of the ability to control the source of ionizing radiation, and



(e)) the next business day, if the

§ 4

The procedure for investigation of operational events



[To section 49, paragraph 2 (b)) of the Atomic Act]

the risk of related operational events.

§ 6



The criteria for inclusion in the category of operational events



[To section 44 para. 4 (b) (c)) of the Atomic Act]



(1) an important operational event is an event that



and) leads to activation or failure



1. the safety system,

3. the system of restrictions on the exercise of a nuclear reactor, or



4. pressure relief system, which is the selected device,



(b)) leads to the infringement of the limits and conditions,



(c)) leads to an unplanned change in the performance of nuclear reactor by more than 10%,



d) lies in the failure on the selected device



1. the head of the pumping limits and conditions, or



2. related to ensuring the fulfilment of the safety functions,




e) includes the failed tests or checks selected

the device according to the limits and conditions,



f) includes defect equipment necessary for the safe implementation of the exchange of

nuclear fuel at the time of the exchange of nuclear fuel,



g) leads to an unplanned loss or disturbance of the residual heat removal from the

Active zone



h) leads to a malfunction of the system intended for the storage of irradiated nuclear

fuel,

staff,

§ 7



Limits and conditions



(Section 24 para. 7 of the Atomic Act)



(1) the limits and conditions must include the



a) safety limits,



(b) protective systems, settings)

(f)) justification the limits and conditions.



(2) safety limits shall lay down the limit values for the physical and

§ 10

§ 11

(h)) determined by the criteria of acceptability of monitored parameters,

Handling of nuclear material and radioactive waste and its

documentation

[To section 49, paragraph 2 (b), (h)) to the Atomic Act]



(1) on the system management of the accident must be ensured and regular training

the exercises in the use of the emergency regulations and instructions for coping with heavy

accidents of workers involved in the management of emergency conditions.

management of severe accidents, necessary for the restoration of security features

including those that consist in the use of alternative technical

devices or equipment located outside of the area of the nuclear device. When
