16th In § 5, after paragraph 2 the following paragraph 3 is added:

20th In § 6, paragraph 3, including footnote no. 13 repealed.

Former paragraphs 4 to 11 are renumbered 3 to 10

21st § 6 para. 3, after the words "medical examination" the words "or
vaccination" and the last sentence is replaced by "Breeder, from which the animal is being transferred
is obliged to hand over a copy of the test results
or data on vaccination farmer or operator under whose

22nd In § 6, paragraph 4 is repealed.

The former paragraphs 5 to 10 are renumbered 4 to 9

"(5) The State Veterinary Administration may, in order to protect human health from residues
pharmacological substances in the bodies of wild

41st In § 20 para. 4 at the end of the text of letter a) the words ";

44th In § 21 paragraph 5 reads:

"(5) The Regional Veterinary Administration can to defeat a large farmed
economy in accordance with paragraph 4, or to a home defeat cervids from

50th Under § 21 the following § 21a including footnote no. 42
reads:

"§ 21a

(1) Regional Veterinary Administration may, in cases and under the conditions laid down

rules for the organization of official controls on products of animal origin
intended for human consumption ^ 42), the operator poultry or rabbit slaughterhouse
allow certain operations within the inspection of meat and poultry and lagomorphs

is entitled to certain acts within the inspection of meat and poultry and lagomorphs
performed if completed specialized professional training
will focus on the implementation of certain operations under the inspection of meat and poultry
and lagomorphs, passed the final exam and obtained a certificate of eligibility
for this activity.

(4) If the Regional Veterinary Administration finds that an operator
poultry or rabbit slaughterhouse acts in contravention of this Act or
EU regulation laying down specific rules for
organization of official controls on products of animal origin
intended for human consumption ^ 42), withdraw the authorization issued to the operator.

(5) The implementing regulation lays down

A) the rules and procedure for the implementation of certain operations under the inspection of meat and poultry and lagomorphs
employees of poultry or rabbit
slaughterhouses, including the determination of the scope of these acts

B) the content, scope and organization of specialized professional training of employees
operators of poultry or rabbit slaughterhouse
focusing on the implementation of certain operations under the inspection of meat and poultry
lagomorphs, and the way the organization validation of acquired knowledge, publishing
certificates and keeping a list of persons who have this specialized training
training undergone.

42) Annex I, Section III, Chapter III, Part A of Regulation
European Parliament and Council Regulation (EC) no. 854/2004. ".

51st In § 22 paragraph. 1 point. i) the words "and if it is a device" are replaced

52nd In § 22 at the end of paragraph 1 is replaced by a comma and
letters j) and k), as follows:

"(5) The breeder who sells raw milk pursuant to paragraph 1. e)
is obliged to handle and observe the operating and sanitation rules and upon request
present it to the Regional Veterinary Administration. Where
regional veterinary administration, a breeder in the sale of raw milk progresses
inconsistent with this Act or the regulations of the European Union agreement breeders withdraw.
Breeder who sells raw cow milk pursuant to paragraph 1. e)
must also ensure that raw milk sold to consumers meets the criteria for

61st In § 27b Sec. 1, "or a legitimate participant in the hunt (hereinafter
" Hunter ")" are deleted.

62nd In § 27b at the end of paragraph 1, the period is replaced by the word "or" and
following letter c), which reads:

"C) the retail supply equipment, which was the regional veterinary administration
registered as a device designed for the treatment

64th In § 27b paragraph 3 reads:

"(3) The user of the hunting ground is obligated to provide free examination of killed wild game
referred to in paragraph 1 as soon as possible after capture, and it
trained person who is authorized participant in the hunt.

trained persons. Where there is a hunted wild game under

65th In § 27b after paragraph 3 the following paragraph 4 is added:

"(4) The user of the hunting ground is obligated to request an official veterinary doctor
submit records of hunted game, its sale and consumption
own, guided by the law on hunting ^ 7).".

66th In § 27b after paragraph 5 the following paragraph 6 is added:

"(6) In the case of animals susceptible to trichinosis, the user
hunting ground is obliged to ensure its examination for the presence of trichinosis (Trichinella) and

lab, which was the regional veterinary administration issued pursuant to § 50 paragraph

67th In § 27b paragraph 7 reads:

"(7) wild game, which the user is authorized hunting ground or hunting

§ 48

The Central Veterinary Administration

(1) Central Veterinary Administration

regularly check compliance with legislation relating
animal health and welfare and safety of animal products
and feed plans for monitoring certain substances and their residues, and ensures
implementation of these strategies and plans,

B) submit to the Ministry for approval proposals for programs sanitation
animals, including proposals for funding, and ensures their
performance, design principles for the development of contingency plans, as well as, in the case of livestock
after consultation with the Agrarian chamber,
proposals to establish other mandatory preventive and diagnostic operations to
prevention and spread of diseases and diseases transmitted from animals to humans and their
fighting, not listed in § 44 para. 1 point.

Regional Veterinary Administration


(1) Regional Veterinary Administration

A) developed and updated in accordance with national contingency plans

B) organizes the implementation of mandatory preventive and diagnostic operations

conditions to conduct experiments on animals, circuses registers, issues

circus performances, confirms passports for circus animals, carry out checks
compliance with the obligations and requirements associated with moving
circus animals between Member States and examines whether the conditions for
relocation circus from the Czech Republic to another Member State

L) to the person who manufactures, processes, imports, treats, stores, transports

determines the conditions for their use so as to prevent their
adversely affecting agents acting on their health

is an advisory body.

(3) A regional health authorities is the emergency center for emergency
which, in accordance with national contingency plans
intervenes in outbreaks of diseases and in case of other emergencies. ".

Art. II

Transitional and Final Provisions

First Regional Veterinary Administration and Municipal Veterinary Administration in Prague as
separate organizational state the effective date of this Act shall cease
merging the State Veterinary Administration.

Second Employees who are on the effective date of this Act
employment relationship with the Regional Veterinary Administration and Municipal Veterinary
Administration in Prague, becoming the effective date of this Act
employees of the State Veterinary Administration. The rights and obligations of
labor relations staff on the effective date of this Act
employed by a regional veterinary administration and
Municipal Veterinary Administration in Prague, passes to the State Veterinary Administration
.

Third Belonging to manage the assets of the Czech Republic, including
rights and other assets as they were competent to manage
regional health authorities and the Municipal Veterinary Administration in Prague
passes the effective date of this Act on the State veterinary
management.

Fourth From the Regional Veterinary Administrations and the Municipal Veterinary Administration in Prague
moving the effective date of this Act to the State Veterinary Administration
all claims, liabilities, as well as the rights and obligations arising from other
legislation.

Fifth Proceedings initiated before the effective date of this Act and to this day
will be finished and the rights and obligations related
are judged according to the law no. 166/1999 Coll., As amended effective on the effective date
this Act.

6th If other legislation uses the term

A) "The State Veterinary Administration" shall mean the central veterinary
Administration State Veterinary Administration

B) "regional veterinary administration" shall mean the regional veterinary

C) 'veterinary authorities "shall mean the State Veterinary Administration

7th Business operator that processes and are put into circulation med different breeders
is obliged to ask the regional veterinary administration for approval and registration of business
according to § 22 paragraph. 1 point. j) of the Act no. 166/1999 Coll., as amended
effective on the date of entry into force of this Act, within
six months from the effective date of this Act.

8th A person who puts raw milk into circulation is obliged to bring this
activity in accordance with law no. 166/1999 Coll., As amended, effective from the date of
effective date of this Act, within six months from the date of acquisition | || force of this Act.

9th Private veterinarian is obliged to ask the regional veterinary
Administration for approval to conduct examinations, medical examinations and
mandatory preventive and diagnostic operations under the control of health
animal control heredity health and welfare checks within 6 months || | effective date of this Act.

10th Administrative procedures relating to the approval of veterinary extension

Products and administrative procedures relating to the amendments to the approval
veterinary products, has not been legally completed before
effective date of this Act shall be completed pursuant to existing legal regulations

Third Under 72 letter e) reads:

Fourth Under 73 letter g) reads:

Fifth In item 73, letter g) the following point h) is added:

6th Under 73 letter i) reads:

"I) Change data (name, last name, business name, place of residence or stay
, headquarters) in the permit CZK 100".

7th Under footnote 73. 2 reads:

"2. The Administrative Office shall charge a fee just under subparagraph c), d), e), f), g) or
h) of this item, if done at the same time as changes are charged according
letter i) of this item. ".

Art. IV

Act no. 246/1992 Coll., On protection of animals against cruelty, as amended by Act No.
. 162/1993 Coll., Act no. 193/1994 Coll., Act no. 243/1997 Coll., Act No.
. 30/1998 Coll., Act no. 77/2004 Coll., Act no. 413/2005 Coll., Act No.
. 77/2006 Coll., Act no. 312/2008 Coll. and Act no. 291/2009 Coll., is amended as follows
:

First In § 5 para. 4, the words "competent authority veterinary administration"
replaced by "regional veterinary administration
State Veterinary Administration or Municipal Veterinary Administration in Prague State Veterinary Administration (
" the regional veterinary administration ") ".

Second In § 5 para. 5, the words "veterinary administration authority" is replaced
"regional veterinary administration."

Third In § 5h para. 4, and the introductory part of § 13 para. 7 first sentence, second and third
words "competent authority veterinary administration" are replaced
words "Regional Veterinary Administration."

Fourth In § 7 paragraph. 3 and § 13a. 2, the words "competent authority veterinary
Administration" are replaced by "regional veterinary administration."

Fifth In § 8 par. 3 point. b) § 13 para. 8, § 17d paragraph. 5, § 17e paragraph. 6 and
§ 18a paragraph. 2 point. c) the words "relevant veterinary administration authority"
replaced by "regional veterinary administration."

6th In § 13 para. 5, the words "veterinary administration authority competent"
replaced by "the relevant regional health authorities."

7th In § 13 par. 7, the words "competent veterinary authorities, who
has issued the permit is required" is replaced by "
The Regional Veterinary Administration, which issued the authorization is required."

8th In § 19 para. 1 point. b) the words "veterinary authorities'
replaced by" State Veterinary Administration. "

9th In § 19 par. 3 point. b) the words "veterinary authorities, under whose
sphere of action of the performance, authorization or implementation of relevant measures
entrusted by this Act, or in which circuit
scope with regard to its importance, the nature and comparable tasks | || entitled "are replaced by" the State veterinary Administration. "

10th In § 22, the heading "veterinary authorities" is replaced by
"State Veterinary Administration."

11th In § 22 paragraph. 2, the words "State Veterinary Administration" are replaced
"The Central Veterinary Administration of the State Veterinary Administration."

12th In § 24a para. 5, the words "of the Veterinary Administration" are replaced
words "regional health authorities" and the words "veterinary administration authority"
be replaced by "regional health authorities".
