laying down the amount of reimbursement of health care covered by the public
health insurance, including regulatory restrictions for 1. half of 2002
The Ministry of health shall lay down pursuant to § 17 para. 11 (a). (b)) law no

§ 1
This Decree lays down, in cases where it is not the result of the conciliation
management agreement pursuant to § 17 para. 8 of the Act,
and the amount of the reimbursement) of health care paid for by tujících hemodialysis care
1. institutional care in medical facilities, including professional
therapeutic institutes, hospitals, and long-term health

care in the fields of medicine, 801-222 807, 809, 812-823 by list
performance,
6. provided in the framework of emergency medical services, transport and
medical first aid service,
7. in out-patient health care facilities providing health
care in the fields of medicine and 918 902 by the list of performances;
(b) the amount of the reimbursement) when providing emergency care in non-Contracting
health-care facilities.
§ 2
(1) health care provided in health establishments of the constitutional
care, with the exception of health care in specialised therapeutic institutes,
institutes for long-term patients and in medical devices
returning the treatment day no. 00005 according to the list of performances (hereinafter referred to as
"inpatient facilities"), shall be paid in accordance with the contractual arrangement between the medical
the insurance company and patient facilities
a) flat rate, or
(b)) according to the list of performances, or
c) at the request of post operative care facilities combined in an agreed manner of payment
with the payment for the diagnosis.
(2) price point for the payment of health care referred to in paragraph 1 (b). (b))
set for 1. half of 2001 remains in force for 1. half-year
2002. ^ 2)
(3) the amount of remuneration referred to in paragraph 1 (b). (c)) shall negotiate in the contract between
health insurance and, with the amount of fasility payment

Appendix 23 to this Decree.
§ 3
(1) the health care provided by specialised therapeutic institutes is to be paid
under the contractual arrangement between the health insurance company, and to medical treatment

(b)) combined way according to annex 2 of part B).
(2) price point for the payment of health care referred to in paragraph 1 (b). (b))
set for 1. half of 2001 remains in force for 1. half-year
2002. ^ 5)
(3) the value of the agreed contract with overhead health insurance
assigned to the point value of the treatment of the day # 00024 referred to in
list of performances is increased by 60 points, compared to 1. half of 2001, with
the resulting value of the overhead may not be higher than a list of performances.
(4) the lump sum amount that is payable under section 17 of the medicinal products, para.
12 of the Act shall be increased by $ 10, compared to 1. half of 2001.
(5) any other method of payment than those mentioned in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1

§ 4
(1) health care provided in hospitals for long-term patients with
be paid in accordance with the contractual arrangement between the health insurance company and
medical facilities, according to a list provided by remuneration for performance
medical procedures.
(2) price point for the payment of health care referred to in paragraph 1 provided for the
1. half-year 2001 shall remain in force for 1. half of 2002. ^ 6)
(3) the value of the agreed contract with overhead health insurance
assigned to the point value of the treatment of the day # 00024 referred to in
list of performances is increased by 60 points, compared to 1. half of 2001, with
the resulting value of the overhead may not be higher than a list of performances.
(4) the lump sum amount that is payable under section 17 of the medicinal products, para.
12 of the Act, is increased by CZK 5 compared with 1. half of 2001.
(5) any other method of payment than those mentioned in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,

§ 5
(1) health care provided in health facilities

list of performances is increased by 60 points, compared to 1. half of 2001, with
the resulting value of the overhead may not be higher than a list of performances.
(4) the lump sum amount that is payable under section 17 of the medicinal products, para.
12 of the Act, is increased by CZK 5 compared with 1. half of 2001.
(5) any other method of payment than those mentioned in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
§ 6
(1) the reimbursement of emergency health care, if there is no contract between the
medical facilities and health insurance must be carried out

§ 7
(1) Specialized out-patient care provided in out-patient
medical facilities are reimbursed under a contractual arrangement between
health insurance and medical facilities, according to a list of performances
remuneration for provided medical procedures to limit the time the wearer's performance
12 hours per calendar day with a restriction of the maximum remuneration for proficiency in

(4) the amount and conditions of payment referred to in paragraph 1 shall be established in annex # 15
to this Decree.
§ 8
(1) Hemodialysis care provided in out-patient health care
the establishments listed in Appendix 16 of this Ordinance shall be paid in accordance with
the contractual arrangement between the health insurance company and medical facilities

established in the amount of at least 4 points per minute, with the resulting performance

the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
(5) the conditions for reimbursement referred to in paragraph 1 shall be established in annex 17 to this
the Decree.
§ 9
(1) home health care provided by health
the devices are to be paid pursuant to a contractual arrangement between the health insurance company
and medical facilities, according to a list provided by remuneration for performance
medical procedures
and to limit the time the wearer's) performance 12 hours per calendar day, or
(b) according to the type of operation) the health care facility to the time limit of the wearer
the performance of 8 hours, if health care is provided 7 days a week, or to
time limit the wearer's performance 8 hours per working day, if not health
care is provided 7 days a week.
(2) price point for the payment of health care referred to in paragraph 1 (b). a) and b)
negotiated in the 2. half of 2001 and published in the journal of the Department of
health care remains in force for 1. half of 2002. ^ 10)
(3) the minute the overhead for the expertise of 925-home health care
established in the amount of at least 1 point per minute performance time, taking
the resulting value of the overhead may not be higher than a list of performances.
The freedom of contractual arrangements between the provider of home health care and
the minimum amount of health insurance over the minute the Director remains
shall remain unaffected.
(4) a different payment method than the one referred to in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal

(5) the health insurance fund shall provide the contracted medical facility for
each quarter a preliminary payment of 106% of the remuneration
comparison period, which is the corresponding calendar quarter
last year, with the expectation that after an assessment of regulatory mechanisms will
carried out a financial settlement. The condition is the granting and recognition
the corresponding volume of paid health care, maintaining the availability and
the extent of care as well as in the comparative period.
§ 10
(1) the Health care provided by health establishments in
proficiency 222, 801-807, 809, 812-823, according to the list of performances

medical facilities
a) flat rate, or
(b)) against a list of performances.
(2) price point for the payment of health care referred to in paragraph 1 (b). (b))
negotiated in the 2. half of 2001 and published in the journal of the Department of
health care remains in force for 1. half of 2002. ^ 10)
(3) a different payment method than the one referred to in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
(4) the procedure for determining the flat-rate referred to in paragraph 1 (b). and), above, and
conditions for reimbursement referred to in paragraph 1 (b). a) and b) are set out in annex No.
6 to this Ordinance.
§ 11
(1) the health care provided by the emergency medical services
(709 against a list of performance skills) are to be paid in accordance with the contractual arrangement
between health insurance and medical facilities
a) flat rate, or
(b)) against a list of performances.
(2) price point for the payment of health care referred to in paragraph 1 (b). (b))
negotiated in the 2. half of 2001 and published in the journal of the Department of
health care remains in force for 1. half of 2002. ^ 10)
(3) a different payment method than the one referred to in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
(4) the amount and conditions of payment referred to in paragraph 1 (b). and) shall be determined in
Annex 19 to this Decree.
§ 12
(1) health care provided within the transport and medical services first
the assistance shall be paid in accordance with the contractual arrangement between the health insurance company and
medical facilities, according to a list provided by remuneration for performance
medical procedures.
(2) price point for the payment of health care referred to in paragraph 1 is agreed to in the 2.
half of 2001 and published in the journal of the Department of health
shall remain in force for 1. half of 2002. ^ 10)
(3) a different payment method than the one referred to in paragraph 1, it is possible, if
the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
section 13 of the
(1) the Health care provided by health establishments in

the total amount of the payment will be higher than the remuneration provided for in paragraph 1,
medical facilities and health insurance to the health care proposal
device on such a method of payment agreed and this method will not be in
contrary to the laws and regulations governing public health insurance.
(4) the health insurance fund may be a contracted medical facility
to provide for the relevant quarter of the preliminary payment amounting to 106% of the volume
the remuneration of the comparison period, which is separately 1. and 2. quarter of 2001.
A preliminary payment of health insurance will be settled within 30 days after
evaluation of regulatory mechanisms.
§ 14
(1) If, in the 1. half of 2002 will be the actual revenue from premium selection

§ 15
This Decree shall enter into force on 1 January 2000. January 1, 2002.

2. procedure for the determination of a flat rate for 1. half of 2002
The flat rate is calculated for each type of health care
referred to in point 1 (b). a) to (d)) of the amount of performance 1. half-year
2001, that have been reported and fasility health
insurance recognised from 1. January 2001 to 30. November 2001,
or the volume of the performance of previous periods that have been
health insurance approved, but were not included in the flat-rate
rates of previous periods, as follows:
The total volume of performances (especially the points charged to medicines and
separately posted material) is divided by the number of unique
insured persons who have been treated in inpatient facilities granted
health care. Unique treated the insured person means one
the insured person, regardless of how many times the bed devices reported
on this within a specified time period of the insured person's health
care. Performances and unique treatment of insured persons are counted
separately for each type of payment in accordance with point 1 (b). a) to (d)).

Recalculated number of points of reference for these purposes means the number of

2.2 If the medical device reports and health insurance
