DECREE
of 19 December 2003. April 2005,
the constituent parts of the application to the test to demonstrate competence to
the operator of broadcast radio equipment, about the extent of knowledge required
for each type of professional competence, about how to carry out the tests,
about the types of certificates of professional competence and their term of validity
Ministry of Informatics establishes, pursuant to § 150 of paragraph 1. 2 Act No. 127/2005
Coll., on electronic communications and amending some related
laws (the law on electronic communications), (hereinafter referred to as the "Act") to
the implementation of § 26 para. 5 of the Act:
§ 1
For the purposes of this Ordinance, means the
radio equipment) and one or several transmitters or transmitters file
and receivers, including their accessories needed in a given unit
for the performance of the radio services (hereinafter referred to as the "station"),
(b) the person operating the station operator) station (hereinafter referred to as the "operator"),

Organization) International Civil Aviation Organization (hereinafter referred to as
"ICAO"),
t) international organisation IARU (International Amateur Radio Union)
International Amateur Radio Union (hereinafter referred to as "IARU").
§ 2
Types of certificates of professional competence
They shall be issued the following types of certificates of professional competence:
and a general licence radiotelefonisty) air services
authorising their holders to operate aircraft stations, aircraft
Earth stations, air stations, air-Earth stations in
the radiotelephone service,
(b) the limited licence radiotelefonisty) air services authorizing
its holder to operate an aircraft or aircraft Earth station
station radiotelephone service that uses the radio frequency granted
only air mobile service or air mobile satellite
service, if the operation of the transmitter is only in simple
external controls,
(c) General operator licence) the maritime mobile service (GOC-General
Operator's Ceritificate) authorising their holders to guide boat
stations, ship earth station or coast station using
all the frequency bands of the GMDSS,
(d) a limited license) the maritime mobile service operator (ROC-Restricted
Operator's Ceritificate) authorising their holders to guide boat
station or coast station using frequency bands very
short wave system, GMDSS
(e) a general licence) radiotelefonisty mobile radiotelephone service
qualifying the holder to operate a boat or shore station
on inland waterways or manual shipping station in
the maritime mobile service,
(f) the limited licence radiotelefonisty) mobile radiotelephone service
qualifying the holder to operate a boat or shore station
on inland waterways or manual shipping station in
maritime mobile service at coastal waterways, if control
the station lies just in the simple external controls,
g) ground-radiotelegrafisty licence authorising their holders to
radiotelegraphy or radiotelephony operator station land
radio services using the frequency bands for short waves,
h) license operator class and HAREC authorising their holders to manual
station of the amateur radio services,
even NOVICE class operator card) N authorising their holders to manual
station of the amateur radio services,
(j) General operator licence) the maritime mobile service (LRC-Long
Range Certificate) authorising their holders to operate a boat station,
using all the frequency bands of the GMDSS, which does not have a condition
System (GMDSS) equipment,
limited licence to) the maritime mobile service operator (SRC-Short Range
Certificate) authorising their holders to operate a boat station,
using the frequency bands of very short waves system, GMDSS
does not have a condition system GMDSS equipment.
§ 3
Requirements for applications for examination of competence
(1) a written application for registration to the examination of professional competence must contain
and the name and surname of the applicant),
(b)), the date and place of birth,
c) nationality,
(d)) domicile and
(e)) the kind of professional competence.
(2) the application for registration to the examination of professional competence manual stations

and in paragraph 2 (a)). (c)), and (d)) shall be accompanied by evidence of completion of the course
System (GMDSS) and practical training in the use of communication technology in the

practical training in the use of communications within the system
GMDSS in the scope of the requirements of recommendation CEPT ^ 4) and international agreements,

§ 4
The range of expertise to the examination of professional competence
(1) the Czech Telecommunication Office (hereinafter referred to as "the authority") to authenticate the test

§ 5
Method of implementation of the proficiency test
(1) the competence of persons to operate stations validates the test Commission

(3) the written exam takes place in the form of the test. The questions in the test must match the
extent of knowledge referred to in section 4, paragraph 4. 2. To each question in the test are
assigned to 3 answers, one of which is always correct. For correctly
answered with a question, the question is considered, which has been selected and marked
only one correct answer.
(4) the oral examination shall be held for verification of knowledge pursuant to § 4 paragraph 2. 3 (b).
a) and b), practical knowledge for verification pursuant to § 4 paragraph 2. 3 (b). (c)).
(5) the test is held in the premises of the Office.
(6) the date, time, duration, and location of the test announced by the Office.
The test may take place at the earliest after the expiry of 30 days from the date of its
publication.
(7) the authority shall inform the applicant in writing of the date, time, duration and location
examination at least 14 days before the date of the meeting.
(8) the text of all the questions for the written tests, broken down by professional
competence referred to in paragraph 2, including the correct answers to individual questions
and Curriculum Authority will publish the orals the electronic notice board
(article 125, paragraph 3, of the Act) and on its Web site.
§ 6
The progress and evaluation of the outcome of the examination of professional competence
(1) the Chairman of the Evaluation Commission manages and monitors the progress of the test.
(2) test result of knowledge pursuant to § 4 paragraph 2. 1 and 3 are evaluated
separately, a grade of "pass" or "fail".
(3) the test is initiated by a written test. If the applicant of a written
test evaluated the degree of "failed", may not be continued in the next section
tests referred to in section 4, paragraph 4. 3. If so requested by the applicant, that the disentitlement in
written test, its repetition, the authority shall provide the written test repeat
at least 90 days from the date of failure of the venue.
(4) the candidate, if the test has demonstrated the prescribed knowledge and was
evaluated the degree of "passed" the test of knowledge according to the section 4, paragraph 4. 1 and 3.
(5) if the candidate fails the exam until six months from the date of the initiation of the
the written examination, a new test can be done only on the basis of the submission of a new
application pursuant to § 3.
(6) the result of the tests in the test, the Commission writes the test report.
The completed written test, signed by the applicant annexed to this
Protocol. Each protocol must be confirmed by the signature of the President of the trial
of the Commission.
(7) on the outcome of the test trial, the Commission shall inform the applicant without delay.
§ 7
Issue of a certificate of professional competence
(1) proof of professional competence (article 26, paragraph 4) means successful

(2) Demonstration of professional competence referred to

(c) in paragraph 2 (a)). I) is issued in the Czech language. Must contain the
1. the name and surname of the holder of the licence,
2. the date of birth of the holder of the licence,
3. the number of the licence,
4. the date of issue and period of validity of the licence,
5. the name of the Office.
(3) the model cards of professional competence referred to in paragraph 2, the authority shall publish the
the electronic notice board.
§ 8
The duration and scope of certificates of professional competence
(1) the period of validity of the certificate of professional competence referred to
and in paragraph 2 (a)). h) and (i)) is unlimited,
(b) in paragraph 2 (a)). a) to (g)), j and k)) is five years.
(2) an applicant for renewal of a licence referred to in paragraph 2 (a).
and) to g), (j)), and to provide proof of the request) confirm that during the term of
the card carries out at least one year of activity of the operator station, to whose
the operator is referred to the type of licence required.
(3) in the case of loss, damage or destruction of a certificate of professional

§ 9
