on the agreement between the Government of the Czechoslovak Socialist Republic and the Government

The people's Republic of Bulgaria on cultural and scientific cooperation



Day 10. April 1978 in Prague was the agreement signed between the Government of

The AGREEMENT



between the Government of the Czechoslovak Socialist Republic and the Government of Bulgaria

the people's Republic on cultural and scientific cooperation



The Government of the Czechoslovak Socialist Republic and the Government of the Bulgarian folk

starting from fraternal cooperation between the Chinese Communist Party

convinced that cultural and scientific cooperation plays an important role in

approximation of the fraternal peoples of the two countries and leads to mutual enrichment

their Socialist national culture,



leaning on the results of many years of cultural and scientific cooperation and on

the positive experience gained in the implementation of the agreement on cultural cooperation between the

versatile expansion and increasing the effectiveness of cultural and scientific

cooperation between the Czechoslovak Socialist Republic and the Bulgarian

Republic of Algeria,



they agree on this:



Article 1



The Contracting Parties shall contribute to further all-round development of mutual

cooperation and exchange of experience in the fields of science, education, culture and

art, mass media, health, travel

Tourism, physical education and sport.



Article 2



The Contracting Parties will benefit from the possibility of cultural and scientific cooperation for the

promotion of Marxist-Leninist belief, peaceful

foreign policy of the countries of the Socialist community and to strengthening and

improving cooperation between the Czechoslovak Socialist Republic

and the people's Republic of Bulgaria in the field of political, economic,

Scientific and technological, cultural and other areas with a view to further

approximation of the peoples of both countries.



Article 3



The Contracting Parties shall facilitate the all-around development of cooperation,

the expansion and deepening of direct contacts between academies of Sciences, scientific

institutions, organisations and institutions of both countries.



This cooperation, aimed at the successful solution of the tasks of the Socialist

construction in the Czechoslovak Socialist Republic and the Bulgarian folk

Republic, will take place on the way:



1. extensive cooperation and specialization in different areas of science on

a bilateral and a multilateral basis, as well as within the Council of mutual

economic assistance,



2. the joint elaboration of the topical issues of the social sciences,

above all, questions of theory and practice of Socialist construction in the Czechoslovak

Socialist Republic and the people's Republic of Bulgaria, and improvement

ideological work and the consolidation of socialism in the default positions

Socialist ideological struggle with an enemy of the community

ideology,



3. establishment of common scientific groups and joint commissions with a view to

what the most effective implementation of the agreed themes of scientific research,

which have important significance for the development of the national economy in both

countries,



4. the mutual exchange of scientists and experts to conduct scientific research

activities, the exchange of experience, participation in scientific meetings,

congresses, conferences, symposia, lectures and consultations, to

5. preparation and issuance of common scientific publications, the issuing of

publications and scientific papers of the other countries, the exchange of information of the area

Article 4



The Contracting Parties shall carry out a broad program of cooperation in the field of

education. To this end, they will, in particular, to facilitate:



1. further development and deepening of the cooperation between the competent authorities of the

2. expansion of the exchange of scientific and educational information about the current

effective methods of teaching and education and also the exchange of

scientific-pedagogical staff and experts to the joint elaboration of the

current problems of education, carrying out consultations and coordination

teaching aids,



3. the expansion and deepening of exchanges of experience in the field of the Communist

the education of youth and the development of its creative possibilities,

lectures and consultations



5. Exchange of scientific personnel departments and young workers, graduates

universities, with a view to upgrading the skills and specialization,



6. the exchange of students and aspirants to the total or partial studies,



7. the exchange of University students ' groups and groups of pupils of all types

secondary schools and apprenticeship on the production and practice of study, language courses and

seminars,



8. adequate information on marshaling the second country in the text books of literature,

history and geography,



9. cooperation between the editorial staff of educational magazines and publications, exchange of

pedagogical and methodological literature, illustrative teaching aids and

educational films, mutual information and publishing of the scientific

materials.



Article 5



The Contracting Parties shall facilitate the teaching and dissemination of Czech, Slovak

and the Bulgarian language and literature, the teaching of these languages in their

school facilities and institutions and other forms of, regular exchange of

teachers and experts-scientists of all times and scientists from the field of literature,

organisation of seminars for these languages, implementation of the common

research papers in the fields of languages, literature, history, and

geography of the two countries and the issue of scientific papers in this area.



Article 6



The Contracting Parties shall facilitate the versatile Exchange and mutual

enriching Socialist culture in the Czechoslovak Socialist

Republic and the people's Republic of Bulgaria and the increasing political and

the ideological effective mutual cooperation. For this purpose, will be

to assist, in particular:



1. wider mutual flirting with the success of the Socialist

culture and the most important works of art of both countries,



2. closer coordination and unification of efforts in the elaboration of the questions

largely the artistic and aesthetic education of workers, improving the exchange of

the experience of the cultural construction and the joint elaboration of current

questions of art and culture



3. the development and deepening of direct contacts between competent authorities in the

the field of culture, cultural institutions, creative unions and artists,

art schools and other organizations and institutions from the

culture,



4. demonstrations, interpretation and promotion of the musical works and publications,

plays, film screenings, performing works of fine art and

organizing art exhibitions,



5. the implementation of effective forms of cooperation, including the Organization of

art festivals, days of culture, meetings and discussions about current

largely-artistic issues,



6. inviting and organizing performances of professional

artistic collectives, artistic activities and individual interest

artists,



7. the wide involvement of the mass media of both countries to the

popularization of the achievements of Socialist art, and the implementation of the cultural

actions in order to achieve the greatest possible political and promotional

8. direct cooperation between commercial agencies, and other organizations

dedicated to the dissemination of cultural values and goods abroad,



9. coordination of activities in the area of culture and scientific exchanges to

the popularization of the achievements of the Socialist culture and the arts in third countries,



10. cooperation in the preparation and upgrading the skills of workers in the

culture and the arts, the unification of curricula and programs

educational establishments in the field of culture and art and the exchange of teachers,


experts, creative workers and translators beautiful literature,



11. the deepening of cooperation in the field of realization of Socialist culture

policy, management, planning and scientific and technical development in the field

culture, facilitate the development of material base of culture, as well as the exchange of

project documentation and standards for the construction of cultural objects.



Article 7



The Contracting Parties shall promote the all-round activity of cultural and

information centres on the basis of special agreements between the Contracting

parties.



Article 8



The Contracting Parties will develop all-round cooperation in the field of extradition

books, periodicals & polygraphy and book trade.



For this purpose, in particular to support:



1. the issue of the translation of the most important books from the political,

Social Sciences, professional, scientific, vědeckopopulární and beautiful

literature and literature for children and young people,



2. the issue of joint work on current issues in the present,



3. the issue of the work devoted to the history, culture and life in the other country,



4. dissemination and promotion of other country's literature and organizing

the formal and thematic exhibitions,



5. direct cooperation between the two countries, publishers



6. multilateral cooperation of the countries of the Socialist community in the area of

publishing and dissemination of the literature.



Article 9



The Contracting Parties shall facilitate the further deepening of the effective

cooperation in the field of radio, television, film, print

agencies, editors of newspapers and magazines and associations of journalists, which will be

on the basis of direct agreements.



Article 10



Cooperation in the field of health will in accordance with the Special

Article 11



The Contracting Parties shall facilitate the all-around development of cooperation in the

the field of physical education and sport on the basis of direct agreements between the

Article 12



Cooperation in the field of tourism will be conducted according to the

Article 13



The Contracting Parties shall facilitate the development of cooperation in the field of culture

between trade unions, youth organisations, women's and other social

organisations, between the scientific societies, as well as between

among the archival institutions of their respective countries, exchange of information and of copies

Article 15



The Contracting Parties shall inform each other about congresses, conferences,

festivals, shows, exhibitions, contests, auditions, and other

the actions carried out in each of the two countries, which are interested in both parties and

fall within the sphere of activities of the agreement, they will invite and encourage the participation of

scientists, representatives of science, education, culture and art, health and

the other side of the sport at these events.



Article 16



The Contracting Parties shall facilitate the further improvement of the system of protection

Article 17



The Contracting Parties shall facilitate the further improvement of multilateral

cultural and scientific cooperation between the socialist countries, the exchange of

information on the development of cultural and scientific relations with third countries,

elaboration and implementation of joint programmes and agreed actions to

promoting the achievements of socialism in the field of culture and science, coordinating

activities in international cultural and scientific organizations and the participation of

the multilateral cultural and scientific matters.



Article 18



For the purpose of implementation of this agreement, the parties will negotiate five-year

plans for cultural and scientific cooperation.



Coordination and monitoring of the implementation of this agreement will be carried out by the Federal

Ministry of Foreign Affairs of the Czechoslovak Socialist Republic and the

Ministry of Foreign Affairs of the people's Republic of Bulgaria.



Article 19



Financial issues that result from the implementation of this agreement, will be addressed in the

five-year plans in accordance with the national regulations of each of the

Article 20



The entry into force of this agreement, the expiry of the agreement on the cultural

cooperation between the Czechoslovak Socialist Republic and the Bulgarian

people's Republic of 22 July. in May 1965, as well as the agreement of the area

the basis of the agreement on cultural cooperation between the Czechoslovak

Article 21



This agreement is concluded for a period of ten years and will prolong the always

Article 22



This agreement is subject to approval by the national rules of the Contracting

Parties and shall enter into force on the date of exchange of notes about this approval.



Done at Prague on 10. April 1978 in two copies, each in the language
