On 11 July. April 1988 in Moscow was signed agreement between the Government

The Czechoslovak Socialist Republic and the Government of the Union of Soviet

Socialist Republics about the establishment and activities of cultural and

information centre of the Czechoslovak Socialist Republic

The Soviet Union. Agreement entered into force, pursuant to article 12

on the date of signature.



The Czech version of the agreement shall be published at the same time.

Socialist Republics,



in accordance with the principles of the Treaty of friendship, cooperation and mutual

assistance between the Czechoslovak Socialist Republic and the Union of

Soviet Socialist Republics dated June 6. May 1970,



starting from the provisions of the agreement on cultural and scientific cooperation between the

being guided by the ambition to further consolidation and development of cooperation between the two countries

in the field of culture, science, technology, information, and also in other

areas,



have agreed as follows:



Article 1



The Government of the USSR, based on accommodating the Government of Czechoslovakia, agrees with the establishment of

and the activities of Cultural and information centre of Czechoslovakia in Moscow (hereinafter referred to as

"KIS").



Article 2



Objectives and tasks of the KIS consist in assisting the consolidation of traditional

friendship and all-round cooperation between CZECHOSLOVAKIA and the Soviet Union, fraternal

the synergy of the COMMUNIST PARTY and leader of the massive Soviet public dating

Foreign and domestic policies, CSSR, with experience from the Socialist

the construction, with achievements in the development of Czechoslovak culture and art, education,

Science and technology, with the life of the Czechoslovak people.



Article 3



From the Czechoslovak party activities will be coordinated by the Embassy of the KIS

CZECHOSLOVAKIA in the USSR. The activities of Soviet resorts and organisations cooperating with the

KIS will be coordinated by the Ministry of Foreign Affairs of the USSR. In the case of

the occurrence of various opinions in connection with the fulfilment of their obligations under this

the agreement, they will be dealt with through diplomatic channels.



Article 4



Provide the necessary assistance to the activities of the Ministry of culture of the USSR, KIS, other

the interested ministries and departments in close contact with the Association

Soviet society of friendship and cultural relations with foreign countries,

organisations and associations, art of the USSR.

Article 5



In the KIS include:



-carrying out the actions devoted to public holidays, important dates, and

anniversaries in the life of the Czechoslovak and Soviet people and other

socio-political, scientific and technical and cultural events

(lectures, meetings, conferences, seminars, competitions, etc.);



-realization of meetings and press conferences with representatives of Czechoslovakia and

the Soviet public, representatives of science and culture workers

mass media, dedicated to socio-political,

Scientific and technological and cultural issues;



-the organisation of the activities of the library and reading room, socio-political,

artistic, scientific and technological and informational literature and methodological

Cabinet, providing assistance to teachers in teaching Czech Soviet and

the Slovak language and organization of the courses;



-dissemination of publications and information materials of the Czechoslovak about

CZECHOSLOVAKIA, including custom publications and information materials;



-renting movies, cassette tapes and video tapes, records

Article 6

Article 7



The activity of the KIS, referred to in article 5, shall not be in conflict with applicable

KIS is a legal person.



To finance the activities of the KIS party opens an account with the Bank

for foreign-economic activity of USSR (Vněšekonombanky). Information and

cultural activities will take place on non-commercial KIS basis.



Article 8



The number of Czechoslovak workers in KIS is determined on the basis of mutual

the agreement.



Director of KIS is a citizen of Czechoslovakia, for whose appointment the Czechoslovak

Party shall inform the Soviet side.



Czechoslovak citizens working in KIS are required to comply with

the legislation of the USSR and the relevant agreements concluded between the two

States.



KIS can receive in employment Soviet citizens

through the diplomatic corps of the Department of service management

Foreign Affairs of the USSR.



Article 9



To create the KIS in Moscow the Soviet Party shall provide the Czechoslovak side

the necessary facilities. Specific conditions are set by a special protocol.



Article 10



The Soviet Party shall provide the Czechoslovak citizens working in

KIS flats under the same conditions as staff of foreign

diplomatic or consular office of the USSR.



Article 11



Equipment, materials and articles from CZECHOSLOVAKIA and other countries which are

needed to KIS and security necessary for its normal operation, as well as

and transport equipment, audio-visual equipment, copying and

the propagating technique, records, books, newspapers, magazines, works

folk art, paintings and works of art, graphics, Office

needs and other materials on a reciprocal basis are not subject to duties, taxes

and other charges.



Article 12



This agreement shall come into force on the date of signature and shall expire 12 months

then, when one party to the other party in writing of its

wish to terminate this agreement.
