of 21 June 1999. April 1988
about the changes in the Organization and competence of ministries and other Central
bodies of the State administration of the Czech Socialist Republic
The Czech National Council decided on the following Act:
Article. (I)
The law of the Czech National Council No. 2/1969 Coll., on establishment of ministries and other
central authorities of the State administration of the Czech Socialist Republic, as amended by
the laws of the Czech National Council No. 34/1970 Coll., No 147/1970 Coll., no 125/1973
Coll., 25/1976 Coll. and no 118/1983, Coll., shall be amended and supplemented as follows:
1. paragraph 1 reads:
"§ 1
(1) in the Czech Socialist Republic following the central authorities of the State
administration of the Czech Socialist Republic, which is headed by a member of the Government
Czech Socialist Republic:
1. the Czech Commission for the planning and development of the scientific, technical,
2. the Ministry of finance, prices and wages,
3. the Ministry of construction and the building industry,
4. the Ministry of education, youth and sports,
5. the Ministry of culture,
6. the Ministry of Social Affairs and health,
7. the Ministry of Justice,
8. the Ministry of Internal Affairs and the environment,
9. the Ministry of industry,
10. the Ministry of agriculture and food,
11. the Ministry of forestry and water management and forestry-
industry,
12. the Ministry of trade and tourism,
13. the Committee of people's control of the Czech Socialist Republic.
(2) the Czech Commission for the planning and technical and scientific development consists of
the President, who is the Deputy Prime Minister of the Czech Socialist Republic,
and from the other members. The President of the Czech Commission for the planning and
Scientific and technical development Bureau appoints and replaces the Czech national
the Council, other members of the Czech Commission for planning and technical and scientific development
appoints and dismisses the Government of the Czech Socialist Republic.
(3) the Committee of people's control of the Czech Socialist Republic consists of
the President, who is a member of the Government of the Czech Socialist Republic, and of the
an additional 8-12 members that appoints and dismisses the Government of the Czech
Socialist Republic. ".
2. paragraph 1a is deleted.
3. in article 2, paragraph 1, no 2 and paragraph 2 are deleted.
4. In article 2 (2). 3 shall be replaced by the words "in paragraphs 1 and 2 of" words "in the
paragraph 1 ".
5. the title of part II:
"The competence of central authorities of State administration, in which the head is
the Government of the Czech Socialist Republic. "
6. sections 3 and 4:
"§ 3
(1) the Czech Commission for the planning and technical and scientific development is a central
authority of State administration in the field of planning (including job scheduling, wages
and price developments in the field of scientific and technical) and development.
(2) the Czech Commission for the planning and development of science and technology carried out by State
expertise of investment.
§ 4
The Ministry of finance, prices and wages is the central body of State administration for
the State budget of the Republic, taxes and duties, financial management,
management of national assets, for insurance companies and savings banks, for
salaries, other remuneration and for price. ".
7. section 5 is deleted.
8. paragraph 6 is added:
"section 6
Ministry of construction and the building industry is the central body of State administration
for investment development, territorial planning, building regulations, production
building materials and building production. ".
9. section 7 (1). 1 reads as follows:
"(1) the Ministry of education, youth and sports is the central body
the State administration for schools, elementary, middle and high schools and
for State care for children, youth, physical education, sport and tourism ".
10. In paragraph 7 (2). 2, the designation changed to Ministry of education
"the Ministry of education, youth and sports".
11. section 8 reads as follows:
"section 8
(1) the Ministry of culture is the central body of State administration for
cultural and educational activities, the arts, cultural heritage and nature protection,
for the press and other means of information, including the issue of
print periodicals, in addition to the implementation of the copyright law, and for the production of
and trade in the area of culture.
(2) in the Ministry of culture of the Government of the United Secretariat is established
Socialist Republic of Vietnam for religious affairs, which acts as the Central
Government authority in matters of Church and religious society. ".
12. section 10 reads as follows:
"§ 10
(1) the Ministry of health and Social Affairs is the central body
the State administration for medical and health care, medical
the school of natural healing Spa and natural medicinal resources for
the pharmaceutical industry, for the application of the law on the compensation of the regression,
for the labour relations and employment, social security,
the socio-legal protection of children and youth, population and development, care of the
family and for other questions of social policy.
(2) the Minister of Social Affairs and health is subordinated to the Czech Office
safety at work.
(3) as the authority of the public health service is in the Department of health and
Social Affairs appointed the Chief Health Officer of the Czech Socialist
of the Republic. Part of the Ministry of health and Social Affairs is also
Inspectorate of the Czech spas and springs.
(4) in the Ministry of Social Affairs and health set up a Czech
alcohol treatment.
(5) the Ministry of Social Affairs and health is under the authority of the Office of the
pension in Prague. Decides on the benefits of the pension
with the exception of security benefits, which are decided by a lower State
Administration. ".
13. sections 12 and 13 is:
"section 12
(1) the Ministry of the Interior and the environment is the central body
the State administration for public order and safety, ensuring the safety
and traffic flow, internal affairs, especially the territorial
the breakdown of the Republic, State symbols, the stuff of births, citizenship,
civil licence and registration of population, spolčovacího and
the Assembly Law on archives, and fire protection.
(2) the Ministry of the Interior and the environment is also the central authority

chemical and oil processing, rubber and plastics, glass and ceramics,
textiles and clothing, leather and printing. ".
14. Article 14 shall be deleted.
15. The existing text of section 15 shall become paragraph 1 and the following
the new paragraph 2 is added:
"(2) the Ministry of agriculture and food is subordinate to the Czech agricultural and
food inspection. ".
16. section 16 to 18 is added:
"section 16 of the
(1) the Ministry of forestry and water management and forestry-
industry is the central body of State administration for forestry,
water management, for the pulp and paper industry, woodworking
industry and for the technical and economic issues of the purity of the air.
(2) the Ministry of forestry and water management and forestry-
the industry is a child of the Czech Hydrometeorological Institute, Czech technical
inspection of air protection and the Czech water management inspection.
§ 17
(1) the Ministry of trade and tourism, is the central body of State
management for internal trade and for tourism.
(2) the Ministry of trade and tourism is subordinated to the Czech trade

The Committee of people's control of the Czech Socialist Republic is a central
authority of State administration in the field of control in the Czech Socialist
Republic. ".
17. section 19 shall be deleted.
Article II
(1) the Planning Commission are Czech, Czech Commission for the
scientific, technical and investment development, Ministry of finance,
the Ministry of labour and Social Affairs, the Ministry of education,
the Ministry of health, Ministry of Interior, Ministry of
the construction sector, the Ministry of forestry and water management, Ministry of
trade, price Bureau and the Czech Office for press and information.
(2) the rights and duties of the Office of legal and other relationships in
connection with the transition of competence under this Act
and) from the United Planning Commission at the Czech Commission for the planning and
Scientific and technological development,
(b)) from the Czech Commission for scientific, technical and investment development in the Czech Republic
the Commission for planning and development, the Ministry of science and technology
construction and construction and the Ministry of the Interior and the environment,
(c)) of the Ministry of finance, the Ministry of finance, prices and wages,
(d)) of the Ministry of labour and Social Affairs to the Ministry of health
and Social Affairs, the Ministry of finance, prices and wages and the Czech
the Commission for planning and technical and scientific developments,
(e)) of the Ministry of education to the Ministry of education, youth and
sports,
(f)) of the Ministry of health to the Ministry of health and
Social Affairs,
(g)) of the Ministry of the Interior to the Ministry of the Interior and the environment,
(h)) from the Ministry of construction to the Ministry of construction and the building industry,
I) from the Ministry of forestry and water management and the Ministry of
industry to the Ministry of forestry and water management, and

(3) the transfer of rights and obligations referred to in paragraph 2 shall conclude the Central
State administration bodies and the Office of the Government of the Czech Socialist Republic, on
that those rights and obligations are transferred, according to the needs of an agreement
specifying between them these rights and obligations, in particular to determine who
workers they devolve to the employment relationship.
Article. (III)
Shall be deleted:
1. section 2 of the Act of the Czech National Council No. 34/1970 Coll., on the abolition of the Ministry of
for youth and physical education of the Czech Socialist Republic,
2. article. And the Czech National Council Act No. 147/1970 Coll., on changes in the
the system of ministries and other central bodies of the State administration of the Czech
Socialist Republic,
3. the law of the Czech National Council No. 56/1971 Coll., on the determination of the central authority
State administration in matters of transport,
4. the law of the Czech National Council No. 125/1973 Coll., amending the law of the United
the National Council No. 2/1969 Coll., on establishment of ministries and other Central
bodies of the State administration of the Czech Socialist Republic, as amended
regulations,
5. the law of the Czech National Council No. 25/1976 Coll., amending the law of the United
the National Council No. 2/1969 Coll., on establishment of ministries and other Central
bodies of the State administration of the Czech Socialist Republic, as amended
regulations,
6. article. And the Czech National Council Act No. 119/1983, Coll., amending and
supplementing Act of the Czech National Council No. 2/1969 Coll., on establishment of ministries
and other central bodies of State administration of the Czech Socialist Republic.
Article IV
This law shall enter into force on 21 June 2003. April 1988.
