Requirements for meters for liquids other than water
TECHNICAL SPECIFICATIONS FOR METERS FOR LIQUIDS OTHER THAN WATER
1.
The DEFINITION of the
1.1 the minimum delivery means the smallest volume of liquid, which can be
measured by a certain type of gauge.
1.2 the cyclic volume is the volume of liquid corresponding to the operating cycle
measuring equipment, IE. Summary of movements at the end of all
internal moving parts of the measuring device returns for the first time in their
initial positions.
1.3 Periodic variance means the maximum difference, during one
the working cycle between the volume displaced movable parts and
the corresponding volume shown on the indicating device that is
connected to a measuring instrument without play so that it points to the end of the cycle and for this
the cycle of the volume, which is equal to the cyclic volume. This difference can be reduced
a suitable calibration device.
1.4 the Adjustment is the activity of the measuring instrument to the listed
the State that is suitable for its use.
1.5 the adjustment device is part of the measuring device, which the device can be
appropriately set up to measure correctly.
2.
COUNTER
2.1 meters must incorporate a counter that shows the
the measured volume in cm3 or mm3, in l or dm3 or m3.
2.2 If the counter Has one or more elements, then the one whose scale is
marked with a minimum tick, is called the "first element".
2.3 conversion between the counter and the measuring device must be reliable,
durable and mediated by a mechanical connection or device with
permanent magnet.
2.4 Reading the data must be reliable, easy and unambiguous. If
the counter consists of several elements, as a whole, must be constructed in such a
to read data may be carried out by simple comparison of data from the
different elements.
2.5. The maximum capacity of the counter must match the value of 1 x 10 ^ n, 2 x
10 ^ n or 5 x 10 ^ n valid units of volume, n being a whole positive
or a negative number, or zero.
2.6 moving an element can either be a continuous (smooth) or discontinuous
(intermittent-increments).
2.7 if the movable part element has a continuous movement, the Division
the scale and the zero mark to allow the determination of the measured quantity for each
the position in which the element could stop.
2.8. The value scale intervals on the first element must match the value 1 x
10 ^ n, 2 x 10 ^ n or 5 x 10 ^ n valid units of volume.
2.9 the except element that corresponds to the maximum capacity of the counter, you must
one rotation of the element match the value 10 ^ n valid units of volume,
If it is fully visible graduated scale on this element.
2.10 if the element of a fixed circular scale and a rotating pointer,
must rotate indicator in a clockwise direction.
2.11 the counter with several elements must each turn moving parts
elements whose scale is fully visible, correspond to the value of the interval
the scale of the next element.
2.12 on the indicating device, with few elements must be an indication of the element with
a discontinuous movement, in addition to the first element to scroll by one figure,
While the preceeding element more than one-tenth of its
turns. This movement forward must cease when the previous element
shows zero.
2.13 it is to counter a few elements, and if the only see part of the
the scale of the second element and the elements following the movement of the other elements,
must be interrupted so that you can see in the window, the whole part of the relevant
element. Movement of the first element may be continuous or discontinuous.
2.14 if the indication given by the digits in a straight line and if the movement of the first
the element is discontinuous, it is permissible to indicate one or more fixed zero's
to the right of this element.
2.15 if in the window to see only part of the scale of the first element and
If this element has a continuous movement, may arise from the resulting
ambiguity in the reading, which should be deleted. For this reason, and in order to
to allow for reading by interpolation, may not have the appropriate box in parallel with
the movement of the scale dimension less than 1.5 times the distance between the
the Centre lines of two consecutive graduation marks, moving so
It is always seen at least two graduation marks, one of which will be
have a digit. Screen may be due to the zero mark asymmetric.
2.16 Marks on scales must have the same thickness, constant throughout the
the length of the tag, which does not exceed a quarter of the distance between the Centre
lines of two consecutive marks. Tags that correspond to the values
1 x 10 ^ n, 2 x 10 ^ n or 5 x 10 ^ n force units, are to be distinguished
the only difference in their lengths.
2.17 the distance between the axes of two consecutive graduation marks
shall not be less than 2 millimeters.
2.18 the height of the figures must not be less than 4 millimetres.
3.
ADJUSTMENT DEVICE
3.1 Meters must incorporate a calibrating device which can
alter the relationship between reported and actual volumes of liquids
passing through the meter.
3.2 If the adjustment device changes this relationship in a discontinuous manner, not after
the successive increments of this relationship never differ by more than 0.002
the values of the nominal flow.
3.3 Editing on a gauge enabling the bypass are disabled.
4.
SPECIAL CONDITIONS CONCERNING THE MINIMUM DELIVERY
4.1 the minimum delivery must be such that none of these values was not
greater than the maximum permissible error for such delivery, as
except as expressly stated in sections 10.2 and 10.3:
and the volume of the corresponding movement of two) millimetres on the scale of the first element
counter and one fifth of the value of the scale interval on the scale, if the first
the element has a continuous movement;
(b)) the volume corresponding to two consecutive movements of the digits, if
the first element has a discontinuous movement;
c) error that is normally caused by a clearance or offset
the drive between the measuring device and the first element of the counter;
d) twice the periodic variation.
4.2 when determining this minimum delivery should also be taken into account,
where necessary, the additional components on the measuring device,
in accordance with the requirements laid down in the Decree concerning this
the measuring device.
4.3 the minimum delivery must correspond to the values of 1 x 10 ^ n, 2 x 10 ^ n or 5 x
10 ^ n force units, n being a whole positive or negative number
or zero.
5.
THE MAXIMUM AND MINIMUM RATES OF FLOW
5.1 the maximum and minimum rates of flow are shown in the certificate of approval
a gauge type, in accordance with the results obtained when testing. A measuring instrument shall
be able to work after a period of time specified in the certificate of approval
a gauge type, of the EEC at a maximum flowrate without showed changes in the
its measurement characteristics.
5.2. the ratio between the maximum and minimum rates of flow must be equal to the value of the
10 for meters in General and to 5 for meters for liquefied gases.
6.
THE INFLUENCE OF PROPERTIES OF THE LIQUID, OF TEMPERATURE AND OF PRESSURE
6.1 the meter type approval certificate must specify the liquid or
liquids for which the meter is intended, the temperature limits for the liquid
to be measured, if these limits are below-10 ° C and above + 50
C, as well as the maximum working pressure.
6.2 Examination carried out for the purpose of type approval of the meter must show
the errors of the meter, caused by the maximum variation in the properties
fluids, pressure and temperature of the liquid, within the limits to be placed in the
the certificate of approval of the meter, do not exceed for each of these
half of the values of the factors set out in sections 10.1, 10.2 and 10.3.
7.
MAXIMUM PERMISSIBLE ERRORS ON A METER ALONE
7.1 if the initial verification of the gauge is preceded by the adjustment gauge
itself within the meaning of article 3, the maximum permissible errors at the time of this
the examination shall be equal to half of the maximum permissible errors laid down in
points 10.1, 10.2 and 10.3, but not less than 0.3% of the measured
the quantity is the same liquid for which the meter is intended.
7.2. However, if the measuring accuracy sufficient for the application of this
the request, the certificate of approval of a measuring instrument may increase
the maximum permissible errors, within the limits expressly referred to in points
10.1, 10.2 and 10.3.
7.3 the approval certificate of the gauge may reduce or alter the
the maximum permissible errors, in cases where the examination will be
perform only one of the liquids provided for or with a different liquid. In
the second case (that is, if the liquid used for authentication is different from
liquid measuring device designed for below) may, in the certificate
type approval of the meter indicate flow rates during testing, which differs from the
the flow of lying between the maximum and minimum flowrates.
8.
The INSCRIPTIONS
8.1 each meter must carry, in a legible and indelible manner, either on the
the dial counter, or on a special plate, the following information:

units,
(b)) the minimum delivery.
8.3 where there is no ambiguity the direction of movement of the liquid must be
the direction indicated by the arrow on the housing of the meter.
5.2 on the gauges, which measure potable liquids and which can be
dismantled, the parts whose replacement can affect the results
the measurement must be repeated serial number on the last three digits of the
numbers.
8.5. The counter must have the type designation and the serial number.
9.
LOCATION OF SEALS AND VERIFICATION MARKS
9.1 the Seal must prevent access to parts that can alter
setting gauge, and must prevent the dismantling of the gauge, and even
partial, if not such dismantling in the certificate of approval
gauge type allowed (gauges, which measure potable liquids and which can be
disassembled).
9.2 on the measuring device, on the indicating device or on their coat
the critical section must be ensured a solid place that is visible to
without dismantling, for connection of the EEC verification marks.
9.3. the type-approval certificate of a measuring instrument may provide a place for the use of
the seals on the interchangeable parts of the gauge, which can be dismantled; This
the place is located right next to the serial number referred to in paragraph 5.2.
10.
MAXIMUM PERMISSIBLE ERRORS ON MEASURING SYSTEMS
10.1. If the meter Is incorporated in a measuring system, then when you first
Verify that the meter in normal conditions of use and to the extent
use, which are individually specified in the EEC certificate of approval
type, the maximum permissible errors specified in the following table as
negative or positive deviations depending on the measured quantity:
---------------------+--------------------------
Measured quantity | The maximum permissible errors
---------------------+--------------------------
From 0.02 to 0.1 liter | 2 ml
From 0.1 to 0.2 litre | 2% of the quantity measured
From 0.2 to 0.4 liter | 4 ml
From 0.4 to 1 litre | 1% of the quantity measured
From 1 to 2 litres | 10 ml
2 litres or more | 0.5% of the measured quantity
---------------------+--------------------------
10.2. The maximum permissible error of the maximum delivery is double the value of the
laid down in point 10.1 and independently of the measured quantity is never less
than permitted in the minimum delivery.
10.3 due to obzvláštních difficulties in the examination are the maximum
permissible error of measuring equipment for liquid gases or other
liquids measured at a temperature below-10 ° C or above + 50 ° C, and also
for devices for which there is no minimum flow rate greater than 1 litre per
an hour, equal to twice the errors referred to in points 10.1 and 10.2.
10.4 If there are any errors during the initial verification of the same sign,
at least one of them shall not exceed the limits laid down in paragraph 7.1.

The computed price of a quantity equal to the maximum permissible error on the
minimum delivery marked on the dial of the counter must not be less
than one-fifth of the value of the scale interval, but not less than the price of
corresponding to an interval of 2 mm on the scale of the first element on the price indicator
If this element is continuous movement. This Division of one-fifth of the value or
two millimetres shall not, however, be less than the one of the
These monetary values, depending on the country where the
equipment used:
10 Belgian or Luxembourg centimes

the unit price and the indicated quantity under normal working conditions
shall not exceed the price of the quantity equal to the maximum permissible error
When the minimum delivery marked on the dial of the indicating mechanism.
However, this difference need not be less than twice the one of
cash values listed in section 4.8.
4.10 To počítadlech a continuous movement, after each reset may not be
the tolerance from scratch more than half of the price for the quantity
equal to the maximum permissible error on the minimum delivery marked on the
the dial of the counters, but must not exceed one-fifth of the value of the interval
the scale.
However, this difference need not be less than one of the monetary values

The printing mechanism must, on a ticket printed digits including decimal
commas used unit or its brand.
5.6 the printing mechanism may print information regarding the benefits, such as
for example, serial number, date, place of measurement, nature of the liquid.
5.7 Printing device may be so designed that the printing may
repeated. In this case, the printed records must fully agree and have
the same serial number.
5.8 if the volume determined by the difference between two printed values,
one of them can be expressed as zero, it shall not be possible to remove the
the ticket from the juxtaposition of the device during the measurement.
5.9. The printing mechanism, except in the case referred to in point 3.6, you must
have a zeroising mechanism combined with that device counter.
5.10. The difference between the quantity indicated and the quantity printed must not
exceed the value of one printed scale interval.
5.11 the printing mechanism may print in addition to the measured volume of either the price per
This volume, or this price and the unit price. If the printing mechanism
associated with the volume and the price indicator for direct public
the sale, then you may also print only the price to be paid.
Digits including decimal point, used the cash unit or its
the symbol must be printed on the ticket. The printed digits for price
they may not have dimensions greater than the dimensions of the printed digits for
the measured volume.
5.12. The value of the printed scale interval must match the value for the price
1 x 10 ^ n, 2 x 10 ^ n or 5 x 10 ^ n monetary units, n being a whole
a positive or negative number, or zero.
This value shall not exceed the price of the quantity equal to the maximum
permissible error on the minimum delivery marked on the dial
the indicating device.
The value of the scale interval, however, may not be less than one of the
cash values listed in section 4.8.

price and the price calculated from the indicated quantity and the unit price
must satisfy the conditions laid down in point 4.9.
6.
PRE-SETTING MECHANISMS
6.1 the meter may be equipped with a device for the preset.
Pre-setting mechanisms are devices that allow you to select quantity
the measure, which automatically stops the flow of liquid, if it was measured
the selected quantity.
6.2 the selected quantity is displayed by using a device with a scale and zero
line or on a numerical device.
6.3. Where pre-setting can be done by using several independent controls,
the value of the scale interval for one control must equal the scope of the
driver preferences for the next lower decade.
6.4. Pre-setting mechanisms may be so arranged that repetition of the
the selected quantity does not require a new setting of the controls.
6.5 where the displayed figures of the pre-setting mechanisms are separate from the
counter digits and can be seen at the same time, numbers, the equipment for
preference shall not be more than three-quarters of the corresponding
dimensions of the counter.
6.6 the information of the selected quantity may, during measurement, either remain unchanged or
gradually return to zero.
4.2 the difference found under normal working conditions between the selected
volume and quantity indicated at the end of the measuring operation must not exceed
half of the maximum permissible error on the minimum delivery.
4.2 the selected quantities and the volume display counter must be expressed in the same
unit. This unit (or its symbol) must be on the device for
the preset volume marked.
4.3 value of the smallest scale interval of the pre-setting mechanisms
shall not be less than the value of the scale interval on the first element of the counter.
6.10. Pre-setting mechanisms may incorporate a mechanism for
fast stopping of the flow of the liquid, if necessary.
6.11 where a pre-setting mechanism built into the device for
the regulation of the flow restriction at the end of the measurement, the device must be provided
the seal is damaged, if it is necessary, in order to prevent any change to the selected
settings.
6.12. the requirements of items 6.7 and 6.11 do not apply, if it is associated with the measuring instrument
the printing mechanism, which allows you to issue a printed ticket or if the
the case of direct public sale device hidden.
6.13 the gauge to the price indicator can also be fitted for
preset prices. In this case, the flow of the fluid stops at that moment,
When the issued volume of liquid corresponding to the chosen price.
7.
SEALING
In order to avoid a withdrawal of the ancillary equipment and access to parts
the gauge, which can be set, the gauge must be fitted with plugs.
