of 6 May 1999. September 2000,

laying down the requirements for meters known bear the EEC

Change: 260/2003 Coll.

The Ministry of industry and trade shall determine in accordance with section 27 of Act No. 506/1990

Coll. on metrology, as amended by Act No. 121/2000 Coll. (hereinafter the "Act")

for the implementation of § 6 (1). 2 and § 9 para. 1 of the Act:

§ 1

This Decree lays down the requirements for the last time-distance meters

distance (hereinafter called "taximeters").

§ 2

Metered taxis can be, instead of marking the official marks laid down

special legal regulation ^ 1) marked by an EEC type-approval, and

the initial EEC verification, whose graphic design provides for a specific legal

prescription, ^ 2) only if they meet the requirements set out in the annex to this

the Decree, and that it was verified the procedures laid down in a special

legislation. ^ 2)

Requirements for meters

1.

TERMINOLOGY

1.1 Meters are devices, which, depending on the characteristics of the

the vehicle in which they are installed, and the rates in them

have been set up, automatically calculated and displayed on an ongoing basis, if they are

in operation, the amount that the customer has a vehicle marked taxi

pay based on the distance travelled and at a speed lower than the

threshold, based on elapsed time of the car rental duration, excluding

various supplements, which may result from legislation in force in

the Member States.

1.2 Special terms

Data display meter depend upon redemption of any rates on

the constant "k" of the taximeter and the constant "w" of the vehicle, in which the

the meter is installed. This constant "w" is a function of the effective circumference "u"

the wheels of the vehicle and the ratio of the number of revolutions of the wheels to the number of revolutions of the part of the vehicle

used to link a metered taxi vehicles.

1.2.1. Constant "k" of the taximeter

The constant "k" of the taximeter is characterized by a quantity that indicates the type of

and the number of pulses that the instrument must accept in order to provide

the correct value data corresponding to a given distance travelled.

This constant "k" is expressed:

and as the number of rotations) per one kilometre

(Rev/km), or

(b)) as the number of pulses per one kilometre

(pulse/km)

Depending on whether the information relating to the distance travelled

the vehicle is fed into the taximeter as its main shaft speed

(the drive shaft in the entry point into the device), or in the form

electrical impulses.

1.2.2 Constant vehicle "w"

The "w" of the vehicle constant is a quantity indicating the type and number of pulses

intended for the propulsion of the taximeter and that show in the appropriate device,

which is the vehicle for this purpose, and the corresponding distance

distance.

This constant "w" is expressed:

and as the number of rotations) per one kilometre

(Rev/km), or

(b)) as the number of pulses per one kilometre

(pulse/km)

Depending on whether the information about the distance travelled by the vehicle is given by

the number of revolutions of the part driving the taximeter or whether it is given by the number of

electrical impulses.

This constant change depending on several factors, in particular

in air pressure and wear and tear on the payload of the vehicle

and on the conditions under which the ride is in progress. This constant must be determined

under normal test conditions for the vehicle (1.2.7).

1.2.3. Effective circumference "u" of the wheels

Effective circumference "u" of the wheels of the vehicle, which drives the taximeter directly or

indirectly, the distance travelled by the vehicle during one of the total rotation

This round. If the meter is powered by two wheels together, is effective

circuit, expressed in millimetres of the effective diameter of the two circuits

wheels.

Effective circumference "u" is in a relationship with a constant "w" of the vehicle (point 1.2.2) and the

This circuit must, if it is necessary to specify, provide for

the conditions referred to in point 1.2.7.

1.2.4. the adjustment device

The purpose of the adjustment device is to modify the constant "w" of the vehicle on the

the constant "k" of the taximeter.

1.2.5. Range of permissible errors

Range of permissible errors mentioned in item 5 only depends on the device

itself (errors). The actual value (point 5) used for

determination of errors are calculated from the constant "k" of the taximeter and rates

were in the taxi meter set.

Range of permissible errors determines the maximum deviation between the largest and

the smallest indications.

1.2.6. Changeover speed

Changeover speed is the speed at which the drive of the indicating device

the taximeter changes of mode of calculation by counting elapsed time mode

the calculation by counting the distance travelled, and vice versa.

This speed is obtained by dividing the "time" rates the rate of "distance".

1.2.7. Normal test conditions for the vehicle (for determining its

constants)

"Normal test conditions for the vehicle" are obtained, if:

a) tyres fitted to the wheel or wheels driving the taximeter are

of a type which has the same effective circumference "u", such as the wheels,

that are used for determination of the constants of the "w".

(b)) these tires must be in good condition and must be inflated to the

the correct pressure;

(c)), the load carried by the vehicle is approximately 150 kg. (According To the

the Convention corresponds to the weight of two adult persons, one of them is

driver.);

(d)) the vehicle is moving under its own power in a straight line after

a level surface, at a speed (40 +/-5) km/h.

If these tests are carried out under different conditions, e.g.. with different

weights, different speeds or speed step, on the test

stand, etc., then the results are adjusted by the conversion factor

necessary to convert these values to the values that would provide for the

the above "normal test conditions".

2.

THE UNIT OF MEASUREMENT

For information provided or displayed by taximeters are allowed only

the following units of measurement:

-metre or kilometre, for distance.

-Second, minute, or hour, for the last time.

The fare must be expressed in legal units.

3.

TECHNICAL CHARACTERISTICS

3.1 measuring devices and calculated device

3.1.1. The taximeter must be constructed in such a way that it calculates and

show the amount of the fare solely on the basis of:

a) distance travelled (distance-based drive distances), if

the vehicle moving at a speed greater than the changeover speed;

(b)) time (elapsed time-driven drive) when the vehicle is moving

at a rate less than the changeover speed or has stopped.

3.1.2 the distance-based Drive must be effected by distance wheels, reversing

vehicles, however, must not cause a reduction in the value of the fare, or shown

the distance travelled.

Drive past the time driven must be effected by time, which may

be activated only a control device of the taximeter.

If the mechanical timekeeping manually wound, then it must work

at least eight hours without stretching or two hours if there is a

cocking system associated with each manual activities that precedes the

start of the taximeter.

If the mechanical timekeeping electrically wound, then it must be

How to auto.

The electrical timekeeping movement must be ready for action all the time.

3.1.3 distance-distance drive must each time settings

the first change of indication must take place rates until after the initial

distance is determined by the regulation of rates. Subsequent changes to the

on the indicator must correspond to the intervals on the same track.

The drive past the time when each of the tariffs

the first change of indication must take place after the expiry of the initial term, which in

each Member State shall determine in accordance with the regulation on tariffs. Subsequent changes to

the indicator must correspond the same time intervals.

Without any changes to the substance of the actuator must be the ratio between the initial

distances and subsequent intervals of distance is the same as the ratio between the

the initial period and subsequent time intervals regardless of

rate.

3.1.4 the adjusting device shall be so designed that after opening

the cover was not able to gain access to other parts of the taximeter.

3.1.5. The taximeter must be so designed as to be easy to

achieve any editing a calculated device that is necessary for the

allow changes to the rates imposed by regulation in each Member State of the

rates.

If the appliance is equipped with a so that it works with a wider range of rates,

than that is being applied, taximeters must in all unused

positions to calculate and display the fare calculated on the

the basis of one of the rates allowed by regulation in each Member State of the

rates.

3.2. control devices

3.2.1. It shall not be possible to set up the mechanism of the taximeter in motion, if

has not been activated a control device that is set to one of the

the following authorized positions:

3.2.2 operating position "free"

In the position "for hire":

and shall not indicate the amount of the fare) for the payment of, or must be

the indication is equal to zero. This indication may, however, be equal to the starting rate in

those Member States where this indication at the time of the adoption of this

the decree is used;

b) neither the distance-the distance, neither driven past the

time must not lead to the device indicating the value of the fare which

is to be paid;

c) indicator indicating possible supplements (3.3.7) must be

blank or must show "zero" indication.

3.2.3 Other operating position

Control devices must be so designed that, starting with the operational location

"Free" taximeter can be set successively in the following

operating positions:

and in the various rates), in ascending order of size

or in any other order authorized by each Member State

Regulation of rates; in these settings must be set to drive

distance-distance, elapsed time, and controlled drive supplement

indicator, if any;

(b)) to the operating position "FARE", which shows the final amount

to pay, without any extra charge. In this position, the actuator must be

elapsed time-driven and drive the distance-the distance

plugged in at a rate that is allowed in each Member State by the competent

Regulation of rates.

3.2.4. The function of the control device

The functionality of the device is subject to the following restrictions:

starting from any) operating position at any rate must not be

possible to return the taximeter to the operating position "for hire", without passing

through the "stopped" position. The transition from one tariff to another must, however,

still be possible;

(b)), starting from the "stopped" position must not be possible to return

the taximeter to the operating position at any tariff without passing through the

"for hire" position;

(c)) the taximeter must be so designed that changing from one tariff to another by

passing through the "for hire" position is possible only if the

the conditions are listed on the control device for this position (point 3.2.2)

When you pass this operating position fully met;

(d)) shall not be possible to operate the device in such a way

that the taximeter can assume other operating positions than those that have been

listed above.

3.2.5. Special provisions

Regardless of the above requirements may be a sequence of different

rates also affected by automatically depending on the distance travelled

or the elapsed time during which the vehicle was rented, as is

established in each Member State in the regulation of rates.

3.3 indicating device

3.3.1 Display the taximeter shall be designed so that the important

for the customer are easy to read day or night.

3.3.2. the Amount of the fare to be paid, with the exception of any

the supplements shall be obvious from a simple deduction of the details in the form

aligned figures of a height of not less than 10 mm.

If the device was booted from the "for hire" position indicating the

control device, then on the indicating device must be

displayed a fixed amount corresponding to flag fall rate.

The value of the fare indication must change discontinuously, for rolling

increments of constant currency values.

3.3.3. The taximeter shall be equipped with a device to display still

indicates the appropriate operational location in accordance with the relevant requirements.

3.3.4. The taximeter shall be designed to enable you to connect

repeating indicating device for displaying the operating position or the used

rates on the exterior of the vehicle.

This Repeater device must not in any way interfere with the correct

the functionality of the meter, or permit access to or the drive mechanism

the taximeter.

3.3.5 If required data are not expressed in the form of lit digits

or letters, the taximeter must have incorporated a device that these

indication lights up and that does not dazzle but is strong enough to

allow for easy reading.

It shall be possible to replace the light source of this device without

had to open the sealed portion of the unit.

3.3.6 shall be possible to annotate the taximeter totaling devices laid down

or permitted by the regulations, such as. recorders, which indicate:

and) the total distance travelled;

(b)) the total distance travelled in vacation mode;

(c)), the total number, indicating how many times the vehicle was rented;

(d)) the total number of recorded acquisitions units fare.

These records must correctly conform to the activities for which they are intended. Must

to represent information in aligned figures with a minimum

optical height is 4 mm.

3.3.7 the meter Must be able to equip the příplatkovým indicator, which

corresponds to the regulation and which is independent of the fare indicator, and that

in the "for hire" position automatically returns to zero.

These charges must be shown using ordered digits on the minimum

optical height of 8 mm, which shall not be greater than the height of the digits

indicating the fare.

3.4. Optional supplementary devices

A taximeter may in addition be equipped with additional devices, such as

for example:

and) recording devices to the vehicle owner;

(b)) equipment for printing tickets or strip indicating the amount of the fare to

the payment.

The presence of such devices and their operation must not affect the correct

the function of the taximeter itself.

3.5 Construction

taximeters must have a robust and thorough implementation.

Their essential components must be made of materials, which guarantee

adequate strength and stability.

taximeter itself and cover any adjustment

a device that is not incorporated in the housing of the taximeter, as well the sleeve

transmission members, must be so constructed that the essential components

the mechanism cannot be reached from the outside and to be protected from

dust and moisture.

Access to parts, which could be set up without damage

warranty seals, may not be possible (section 6).

4.

MARK

4.1 General description and identification

Each taximeter must bear on display or on a sealed plate

the following markings, which must be under normal installation conditions

easily visible and legible:

and the manufacturer's name and address) or character

(b)) indicate the type of instrument, its number and year of manufacture,

(c)) EEC type-approval mark,

d) constant "k", (with a relative accuracy of not more than 0.2%).

Each taximeter must be provided with faces:

and for the additional information) if required, relating to the instrument

or the vehicle according to the requirements of the relevant regulation,

(b) apart from the initial subcommand) EEC verification and other labels if they are

laid down in the specific legislation.

4.2 special views

4.2.1. The importance of the values indicated must be displayed clearly, legibly and

clearly, near box, all indicating devices.

4.2.2. Name or designation of the monetary unit must be displayed next to the

indication of the fare for a ride and charges that they pay.

5.

RANGE OF PERMISSIBLE ERRORS

Trying to gauge the distance travelled and time elapsed, prepared for

installation and equipped with en suite facilities, on the test stand must be

(conventional) the actual value of the measured quantities such as that resulting from

the size of the "k" displayed on the device and from the rates that were in the taximeter

set.

The actual value of these variables must be contained between the maximum and

the minimum vacation indications.

5.1 drive distance-distance range of permissible errors

for a given distance travelled must not exceed:

and for the initial distance) (3.1.3): 2% of the true value; However,

for initial distances that are less than 1 000 metres,

acceptable value 20 yards;

(b)) for subsequent distances: 2% of the true value.

5.2 at the time of the last drive, the range of permissible errors for

a given time must not exceed:

for the initial time) (3.1.3): 3% of the true value; However, for the

the initial period of time, that are less than 10 minutes, it is an acceptable value 18

seconds;

(b)) for subsequent times: 3% of the actual value.

5.3 the relevant provisions must determine whether the entire measurement system shall be

(taximeter + vehicle) is set up in such a way as to limit the scope of

permissible errors are symmetric with respect to zero error or

asymmetric; distance-distance drive's error that

refers to the actual distance travelled by the vehicle.

6.

THE GAUGE MEASURES OFFICIAL MARK

6.1 the following taximeter components must be carried out so as to make them

possible to obtain official mark:

and) housing in which the internal mechanism of the taximeter is enclosed;

(b) cover the adjustment devices;)

(c)) the protective covers of the mechanical or electrical devices which link

the entry point on the taximeter with the corresponding component specified by the vehicle

for connection to the instrument, including the detachable parts

the adjustment device;

(d)) if it is a mechanism for measuring electrically natahován and

the taximeter control device is electrically driven: the electrical

cables;

e) the electrical cable connections of the Repeater device referred to in point

3.3.4 if connected.

6.2 All official signs shall be placed in such a way that no

the breach was not possible access to protected parts and links.

6.3. the EEC type-approval Certificate shall specify where to be official

tags to be placed and, if appropriate, the nature and form of the official marks.

7.

THE INITIAL EEC VERIFICATION

7.1 if required complete EEC verification, then you must initial verification

the taximeter performed in several stages.

7.2. First stage: the taximeter must bear an initial subcommand

EEC verification, if:

and its type) has received EEC type-approval,

(b)) it conforms to the approved type and shall bear the markings required in point

4.1,

(c)) the scope of these errors complies with the requirements of 5.1 and 5.2.

7.3 the Subsequent stages: for these stages correspond to the authorities in the country where the

meter use.

These stages include:

-prior to installation on the vehicle:

and instrument settings according to the examination) of point 5.3,

(b) examination of the tariff adjustment) under the relevant legislation;
