The mandatory part of the

The general objective of national policy in the area of water is to create the conditions for the

sustainable management of limited water wealth of the Czech Republic,

that allows to align the requirements for all forms of use of water resources with

the requirements of the protection of waters and aquatic ecosystems, taking into account the

measures to reduce the harmful effects of water.

The main principles of State policy in the field of water based on the renewed

the European Union strategy for sustainable development:

RETENTION OF WATER IN THE TERRITORY AND WATER PROTECTION

To support the reduction of the adverse impact of urbanization, agricultural territory

and forest landscape management on water supplies, to support the recovery of the

the ecological stability of the landscape, and an integrated approach to water protection and

water management.

THE INTEGRATION POLICIES OF THE ECONOMIC SECTORS AND GOVERNMENT

To engage other sectors of the economy, including the municipalities and public administration on

the level of the regions, in order to ensure an integrated approach to the solution of prospective

needs and requirements on water, in particular for the long view when the

assumes that there will be significant consequences of the anticipated

climate change.

PRELIMINARY CAUTION

Financing strategy of priority measures framework assumes that the

ensuring the continuous pumping of the anticipated volume of financial

aid from the Cohesion Fund of the EC for the commitment of the Czech Republic in

the transitional period up to 2010 for the construction and reconstruction of sewerage systems and

wastewater treatment plants required by Directive EC urban

contracts for the provision of service of water supply, sewerage systems and wastewater treatment plants

waste water treatment plants.

In the case of operational programme environment will be measures

kofinancována also from the State budget (chapter of the Ministry of

environment) and the State Environmental Fund, or counties. For

co-financing from the party of regions is necessary to the appropriate revenue

counties. The requirements on the financial participation of the own resources of the investors and the

the conditions for co-financing of public resources will be established in the

of the relevant departmental guidelines.

5. Requirements for the processing of plans for the river basin district

During the processing of the river basin district plans are based on the binding of

The plan of main river basins of the Czech Republic and the following requirements

broken down in annex No. 2 to the Decree No 142/2005 Coll., on planning

water area:

5.1. In the ambit of the protection of water as a component of the environment

and the processing of plans) within the river basin district to take account of measures of the programme

to reduce the pollution of surface waters and on the basis of design

specific changes to the existing demarcation of surface waters suitable for life

and reproduction of native species of fish and other aquatic animals, in order to

updating and editing the definition of these waters.

(b)) based on the evaluation of the results of monitoring, assessing the State of water

services, the expert assessment of the options for improving the status of water bodies and

water supply and sewerage development plans for the territory of the regions identified in

plans for the river basin district below the projects and evaluate the effect of:

the missing of the urban waste water treatment plants and sewerage systems in the

agglomerations above 2000 population equivalent, renewal or

the intensification of the urban waste water treatment plants to improve the technology

treatment of waste water in agglomerations above 2000 population equivalent,

the lack of an adequate sewage treatment in municipalities about the size of the

2000 population equivalent, where there are zkolaudovaná and functional

the sewer system for public use, the lack of an adequate cleaning

waste water treatment plants in the municipalities of size up to 2000 population equivalent, where

is the effect of municipal pollution status of water is an important factor in the

unit. For each of the projects in the areas above 2000 equivalent

the population listed in the current list of projednaném Government in the framework of the

"The strategy of financing implementation of Council Directive 91/271/EC

(c)) in the river basin district plans to identify priority projects of recovery

faulty and outdated sewage networks to reduce the risks

uncontrolled pollution of groundwater due to leak

of the waste water. After the agreement with the purchasers of the river basin district plans

the owners of the infrastructure to handle the training schedules and the gradual

implementation of the relevant projects. In doing so, assume the framework financial

support resources from tables 4.1. and 4.2., in particular funds

Operational programme environment. In the selection of projects based on

in particular, the analysis of the efficiency and effects in favour of the protection of water and also

of the approved plans for the development of water supply and drainage for the territory of the region.

(d)) in the river basin district plans to identify projects:

-to improve the morphological and ecological state of watercourses, including the

shore structures,

-to improve the clearness of the water flows of migration for fish and other aquatic

animals and further support the development of the natural fish populations.

In the selection of priority projects based on the results of the monitoring of the waters,

assessment of the effectiveness of the proposed measures and on the action plan of the building

fish transitions. In doing so, assume the financial framework support resources

as described in Chapter 4, in particular, the funds of the operational programme The

environment.

(e)) To the programmes of measures in the framework of the plan of river basin areas suggest the

the basis of the evaluation of the monitoring of water and soil analysis of the erozního threat

the system measures in favour of the protection of water and water bound

ecosystems, concerning the management of agricultural and forest land

(derived from the principles of "good agricultural and

environmental status "and standards) and further measures in the field of

improving the quality of life in rural areas. In doing so, use

financial support resources that are included in the rural development programme

The Czech Republic for the period 2007 to 2013, and also in the operational programme

The environment for the period 2007 to 2013. In particular, apply the measures

derived from the implementation of, sustainable use of land

agricultural and forestry land (mainly grass growing along watercourses,

reforestation, reduction of the negative effects of water erosion, etc.),
measures to ensure that the requirements of the forest management in vulnerable

areas of practice management, environmentally friendly and

the measures derived from the implementation of small water structures in

municipalities in the 2000 population equivalent (the sewer system and treatment plant

waters).

(f)) on the basis of analysis of monitoring and evaluation of water status assessment

water bodies identified in the river basin district plans equipment intended to

cleaning and disposal of waste water and sewage systems of the

industrial sources of pollution that pose risks to the

meet the requirements of the national legislation, and for selected

industry and the requirements of Council Directive 91/271/EEC on cleaning

of urban waste water.

5.2. In the heading of flood protection and other harmful effects of water

and in the river basin district plans) include an appropriate mix of measures in

increasing the natural landscape and the accumulation of water in the territory of the retardation and

technical measures affecting the flood flows in each

the priority areas set out in paragraph 2.3.3. stating assumptions

a time schedule for their preparation and implementation. This measure objectively focus

in accordance with the objectives of the operational programme environment 2007

2013 rural development programme for the period 2007 to 2013 and the programme

Flood prevention II. the stage for the period 2007 to 2012. In particular, the

will be:

-measures in the countryside close to nature (natural rozlivy, dry

tanks, modifications of the troughs in the built-up areas of municipalities), measures to

the optimization of the water regime of the landscape, increasing its retention capabilities and

to protect against water erosion (in particular the revitalisation of inappropriately modified

waterways, drainage and other inappropriate interference negatively

affecting the water regime in the landscape, the reduction of the negative effects of

water erosion, reducing the negative consequences of surface runoff of water-

zasakovací belts and průlehy, the rehabilitation of the retention area)

-technical measures with the flood retention (establishing new

the retention of premises on watercourses, reconstruction and editing objects

reservoirs with retention effect to increase the level of protection of the territory,

construction and reconstruction of buildings in areas intended for

rozlivům flood)

-technical measures along the flood water flows (increase

the flow capacity of the waterways and surroundings//koryta in

residential areas of towns and cities and their stabilization, construction and reconstruction

dykes to protect the local territory, troughs and endurance of the galleries,

increase the flow capacity of the Weirs),

-increasing the safety of the water works (reconstruction of the weirs, reconstruction

effluents and safety equipment and increase their capacity),
