on the ways of making the balances and extent of the data transmitted in the gas industry

The Ministry of industry and trade shall determine under section 98a of paragraph 1. 1 (a). (c))

Act No. 458/2000 Coll., on conditions for business and public administration

in the energy sectors and on the amendment of certain laws (energy

Act), as amended by law No 158/2009 Sb.



§ 1



The subject of the edit



This Decree provides for ways of making the balance of the gas system,

procedures for monitoring capacity and performance in the gas system and the terms

and the range of the data transmitted to participants in the gas market for the market operator

creating balance and monitoring capacity and performance in the gas system.



§ 2



Method of making a balance



(1) in the area of the anticipated balance of supply and consumption of gas operator

the market takes over the ten-year balance sheets and annual balance of payments in quarterly breakdown

of the projected gas production, gas transportation, gas distribution,

the gas supply, gas storage and gas trade under annexes no. 1

until no. 7 of this Decree



and from the holders of licences on) gas production estimated total production and

the supply of gas,



(b)), from the licence holder to transport gas to the forecast quantity

transported gas for delivery to customers in the territory of the Czech Republic and

for the international carriage in the entry points of entry into the transport

system and in the output points of a transmission system,



(c)), from the licence holders for the distribution of gas forecast total

the amount of gas in the distribution system, including losses and

own consumption,



(d)), from the licence holders on gas storage inventory levels at the beginning

the extraction and injection and maximum performance of the mining and by injection

underground gas storage facilities,



(e)), from the licence holders of trade with gas deliveries expected from

gas imports into the Czech Republic and the exportation of the gas from the Czech Republic.



(2) in the area of evaluating the supply and consumption of gas to the market operator



and) takes over the monthly data on the actual production of the gas, the transport of gas,

distribution of gas, the gas supply, gas storage and gas trade

holders of a licence for the production of gas, the holder of a licence to transport

gas, gas distribution license holders, holders of licences for the

gas storage and licence holders to deal with gas in the breakdown:



1. holders of a licence for the production of the gas real daily, monthly and annual

total production and delivery to the individual systems; monitoring shall be carried out

on the forms, specimens of which are given in Annexes 8 and 9 to

2. the holder of the licence to transport gas to the actual daily summary,

monthly and annual quantity of gas for delivery to customers in the territory of the Czech

4. the holders of licences for gas storage of mining and

5. the holders of licences to trade gas monthly and annual delivery of

imports of natural gas in the Czech Republic according to the points of entry, and exports

natural gas from the Czech Republic, according to the exit points; the monitoring of the

gas from the holder of the license for the transport of gas, or gas production for

biometanu, propane, butane and their mixtures, in addition to the use for the drive

motor vehicles, from the holders of licences for the production of gas in terms of

the month and year, which are implemented through the distribution

system, referred to in annex 19 to this Decree,



e) handles the monthly balance on the implementation of security standard

the supplies.



§ 3



Capacity tracking



(1) the market operator monitors the information on the transport capacities,

distribution capacity and storage capacities of the individual parts

the gas system.



(2) the monitoring is carried out through technical data

capacities on the entry and exit points of the transmission system in accordance with

the specimen in the annex No. 22 of this Ordinance and the technical

the parameters of the distribution networks and gas storage, which are

the length of gas pipelines with a split by pipe diameters and pressure levels

§ 4



Data from customers
