DIAGNOSTIC TESTS AND STANDARDS FOR DIAGNOSIS OF FOOT-AND-MOUTH AND

FOR THE DIFFERENTIAL DIAGNOSIS OF OTHER VESICULAR VIRUS DISEASES

In the context of this annex, the "test" means a laboratory diagnostic procedure

and "standard" reference reagent that has become an internationally recognised

standard on the basis of comparative tests carried out by the various

laboratories.

PART AND

Diagnostic tests

1. Best practices

Diagnostic tests listed in the manual of standards for diagnostic tests

and vaccines of the OIE, hereinafter referred to as "OIE Manual", as "the prescribed

"tests for international trade reference tests for the diagnosis of

vesicular diseases in the European Union. National reference laboratories

must adopt standards and tests that are at least as strict as

standards and tests as defined in the OIE Manual.

The Commission may decide to adopt more stringent testing procedures than

procedures are defined in the OIE Manual.

2. alternative procedures

The use of tests defined in the OIE Manual as "alternative tests"

or other tests that are not listed in the OIE Manual is enabled, if it is

demonstrated that the performance of the test achieves or exceeds the

sensitivity and specificity parameters according to the OIE Manual or by attachments

the relevant legislation of the European Union (depending on which

parameters are more stringent).

National reference laboratories that perform diagnostic tests for

the purpose of a national or international trade or commerce within the

The European Union, must make and store the necessary records, which can be

demonstrate that their testing procedures comply with the relevant

the requirements of the OIE or the European Union.

3. the Standards and quality control

The national reference laboratories shall regularly participate in standardisation

activities and external quality assurance exercises organised by the

the European Union's reference laboratory.

In the framework of such exercises can the European Union reference laboratory

take into account the results of the tests of certain national reference laboratories,

within a reasonable period participated in quality assurance exercises organised by the

one of the international organisations responsible for outsourcing

the quality of diagnosis of vesicular virus diseases, such as OIE,

The food and Agriculture Organization (FAO) of the United Nations

or of the International Atomic Energy Agency.

The national reference laboratory shall carry out internal programs provide

the quality. The conditions for these programs may be established by decision of the

institutions of the European Union. Until the adoption of detailed provisions of the program

the OIE guidelines for laboratory quality evaluation (OIE Guidelines for

Laboratory Quality Evaluation) (OIE standards Commission, September 1995).

As part of the quality assurance national reference laboratories,

that their commonly used tests correspond to the requirements for sensitivity and

accuracy, as defined in the OIE Manual, or in annex 14 to this

the Decree (depending on which parameters are more stringent).

4. the procedures for the recruitment and screening tests and standards for diagnosis

vesicular virus diseases

Tests and standards for vesicular virus diseases

be adopted by decision of the institutions of the European Union.

The Commission may take into account the scientific recommendations that arose from the discussions

national reference laboratories organized reference laboratory

Of the European Union.

5. checking the conformity of the

Data from standardisation and external quality assurance exercises

organised by the European Union reference laboratory are evaluated

at the annual meetings of the national reference laboratories and

notified to the Commission, which is reviewing the list of national reference

laboratories according to the list of national laboratories in the Member States

authorized to handle live foot-and-mouth virus, published on the

the website of the State Veterinary Administration.

The lab, which tests do not correspond to the prescribed requirements

sensitivity and specificity, the Commission requests that within a reasonable period

to adjust their procedures to ensure that they comply with those

requirements. Unless the laboratory within the prescribed period the

level of performance, the results of its tests after this period in

The European Union recognised.

6. selection and transport of samples

A reasonable part of the sampling of field materials shall be sent to some

of the laboratories referred to in the list of national laboratories in the Member States

authorized to handle live foot-and-mouth virus published on

the website of the State Veterinary Administration. However, if these are not

samples are available, or are not suitable for carriage, can be used

the primary material culture from the same host species or material

cell culture from a small number of passages.

You need to tell the history of the primary material or cell culture.

Samples for vesicular virus diseases can be

transported at 4 ° C, does not exceed the estimated transit time

to the receiving laboratory for 24 hours.

For the transport of samples of oesophageal-hltanového reacted (pharyngeal curette)

It is recommended that solid carbon dioxide (dry ice) or liquid nitrogen, in particular

If you cannot eliminate the delays at airports.

Special measures are required for the safe packaging material

obtained from animals suspected of foot-and-mouth in the carriage of

within the country and between countries. These measures shall, in particular, to prevent the infringement of the

containers or escape from the containers and the risk of contamination, but are also important

for the receipt of samples in a satisfactory condition. Freezing liners have priority

before the melting ice to prevent the possibility of water leaks from the package.

Before sending the samples must be informed in advance by the laboratory of destination and

the adoption of these samples must be previously agreed.

Must be complied with the laws of the Member States concerned on the

transport of samples.

PART (B)

Standards
