The Department of transportation shall determine pursuant to section 66 paragraph 1. 1 of the law No. 266/1994 Coll.

on rail, as amended by Act No. 23/2000 Coll. and Act No. 103/2004 Coll.

(hereinafter referred to as the "Act") for the implementation of § 3a paragraph 2. 1, § 49a para. 4 and § 49d

paragraph. 1 of the Act:



PART THE FIRST



INTRODUCTORY PROVISIONS



§ 1



The subject of the edit



(1) this Decree incorporates the relevant provisions of the European Union ^ 1) and

laying down technical requirements for interoperability, structural components

and operating the subsystems of the European railway system, as well as on the

railways and rolling stock subsystems and the information contained therein.

PART TWO



TECHNICAL REQUIREMENTS FOR INTEROPERABILITY OF COMPONENTS AND SUBSYSTEMS

§ 2



The track and rolling stock of the conventional rail system



(1) the conventional rail system shall comprise the following types of pathways and

their structural components:

d) stations and terminals, passenger transport,



(e)) including freight terminals terminals among species

transport and

transport.



(2) the rolling stock of the conventional rail system includes rolling stock

vehicles that are capable of running on conventional rail systems

(c)) special vehicles designed for the maintenance, repair and reconstruction

§ 3



The track and rolling stock of the high-speed rail system



(1) high-speed rail system consists of:

§ 4



The basic parameters of the European railway system



(1) the technical documentation of the construction of the track, the technical conditions

(2) the basic parameters of the part of the interoperability constituents and the subsystems used

in the European rail system must ensure perfect compatibility

the properties of the transport route of the track with the characteristics of the rolling stock and

secure on the lines of the European rail system smoothly and

safe operation of railway transport, the required level of performance and

quality of service with reasonable cost for the operation of railways

and railway transport.



§ 5



The interoperability of the European railway system



(1) for the European rail network, you can use only those components of the pathways,

to ensure perfect compatibility of technical characteristics

the transport route of the track with the technical characteristics of the used

§ 6



Subsystems



(1) the European rail system is divided into subsystems

1. road transport (hereinafter referred to as "infrastructure"),

3. track control and security

5. rolling stock



(b)) in the operational areas:



1. the operation of railways, and the Organization of railway transport,



2. maintenance,



3. use of the integration of transmission and processing of data and related information

(hereinafter referred to as "telematics") in passenger and freight transport.



(2) an overview of the technical standards and other documents that contain

requirements for the design and the assessment of conformity of subsystems and components

interoperability of the rail system and which cover criteria

technical characteristics, test methods and specifications of the products are

listed in the regulations of the European Union on the technical specifications

interoperability ^ 15).



§ 7



Description of the subsystems



(1) the subsystems of the European railway system in the structural area

include

to ensure communication between traffic management and train personnel to

ensure the safe operation of railways and railway transport, as well as to

control and management of the movement of trains authorised to travel along the path,



d) on-board, i.e. Management and security. all of the devices on rolling stock

the vehicles necessary to ensure the security, management and control of movement

vehicles authorised to travel along the path,



e) rolling stock, which includes design,

systems of control and management of all the devices on the rolling stock,

current collectors, traction units and energy conversion units, onboard

equipment for the measurement of electric energy consumption, braking, coupling and

rolling mechanisms (bogies, axles, etc.) and suspension, doors thereof

vehicles, man-machine interface (such as the interface between the person control

rolling stock, train crew and passengers, including devices for

persons with reduced mobility), passive or active

safety devices in vehicles, and measures for the protection of the health

passengers and train crew.



(2) the subsystems of the European railway system in the operational area

include

subsystem consists of two elements:



1. the procedures and the equipment used to enable continuous

traffic management,

corrective and preventive maintenance to ensure uptime and

interoperability of the rail system and to guarantee the desired

(c)), telematic applications, this subsystem comprises two elements:



1. utilization of passenger transport, in particular the operation of systems providing

passengers with information before and after the journey, reservation and payment

systems, track, organize and control the transport of luggage,

provision of building connections between trains and with other modes of transport,



2. use in freight transport, in particular the operation of information systems

for the monitoring of cargo and train marshalling, reservation systems,

payment and billing systems, securing the continuity of transport with

other modes of transport, production and transmission of electronic

PART THREE



THE BASIC REQUIREMENTS FOR THE DESIGN AND OPERATING CHARACTERISTICS



TITLE I OF THE



GENERAL REQUIREMENTS



§ 8



Safety



(1) the design, construction, installation, maintenance, as well as the tracking part of

§ 9



Reliability and availability



The monitoring and maintenance of fixed or movable components related to

§ 15



Management and security

trouble-free safe operation of the vehicle, the safety of operation

railways and railway transport, health and hygiene conditions and comfortable

conditions of carriage on all rolling stock, in the
