The Czech National Council decided on the following Act:
§ 1
(1) there is hereby established the Czech television, based in Prague.
(2) the Czech television is a legal entity, which is running its own

§ 2

e) production and broadcasting in particular, news, current affairs,
documentary, dramatic, artistic, sporting, entertainment and
educational programmes and programmes for children and youth.
§ 3
(1) the Czech Republic fulfils the public service oblastitelevizního

m) provides on-demand audiovisual media services,
n) provides public information and content in accordance with § 2 (2). 1

(2) a State authority, which carries out the management of the frequency spectrum by

The Czech Television Council
§ 4
(1) the Authority which exercises the right of public inspection activities

organisations and associations representing cultural, regional, social,
trade unions, employers, religious, educational, scientific, ecological,

publication of the call of the President of the Chamber of deputies to submit proposals
in the manner prescribed by resolution of the Chamber of Deputies.
(3) a member of the Council can be elected citizen of the Czech Republic, which
a) is competent to perform legal acts,
(b)) has a permanent residence in the territory of the Czech Republic, and
(c)) is blameless; for integrity is not the one who was lawfully
convicted of a crime committed intentionally, if his conviction for

§ 5

(2) The Council shall not hold any function in political parties,
political movements or civil associations, or in the performance of
its function in the Council to act on their behalf or act in their

its function or could endanger confidence in the independence or impartiality

§ 6

§ 7
(1) the activities of the Council are governed by the rules of procedure, the Council shall, within thirty

§ 8

(2) the Council shall submit to the Chamber of deputies at the annual report on the

§ 8a
The Supervisory Commission
(1) the Supervisory Commission is an advisory body of the Council in matters of control
management of the Czech television. Its task is to monitor the financial

the approved budget of the Czech television, in accordance with the law and with
requirements of the law of the European communities. ^ 6) Supervisory Commission is required to

(5) the Supervisory Commission shall meet whenever requested in writing at least 2 of the

(8) on the facts established in the performance of functions of the members of the supervisory

(9) the Supervisory Commission shall report in writing to the Council on its activities for each
calendar quarter by the 10th day of the second month after the end of

the Supervisory Commission shall transmit to the Council its analysis of the Czech economy

§ 8b
Remuneration and other formalities connected with the performance of the functions of the Council and with the Member

§ 9
The Director-General

§ 10
The financing of Czech television
The financial resources of the Czech television are, in particular:

§ 11a
Separate accounting

(3) the Czech television is obliged to retain data about the fulfilment of the obligations

necessary to assess the fulfilment of the obligations under paragraph 2.
§ 12
Television studios

legal acts relating to the Television Studio, with the exception of the conclusion of contracts

§ 14
(1) the Czech National Council shall elect within one month from the effective date of this
