The Czech Office of work safety according to § 5 para. 1 (b). (d)) of law No.
174/1968 Coll., on State specialized supervision of work safety and the Czech
mining Office pursuant to § 57 para. 1 (b). d) Act 41/1957 Coll., on the use of
mineral wealth (the top Act) and under section 10 (b). Czech law)

Mining Authority, shall establish, in agreement with the Czech Trade Union Council and others
central authorities:
I. section
Introductory provisions
§ 1
(1) the Decree lays down the degree of professional competence (hereinafter referred to as
"qualification") of workers who deal with the operator ^ 1) electrical
device ^ 1) or works on them (hereinafter referred to as "activities"), design

§ 2

§ 5

§ 6

§ 7

§ 9

§ 10
Workers for the separate planning and management staff
designing
(1) Personnel for separate planning and management staff
design are those who have professional education and practice of a designated

§ 11
Qualifications in specific cases
(1) graduates of the College of electrical engineering and graduates

test of electrical engineering or nuclear physics at secondary vocational school
and who carry out experimental work on the defined scientific,
research or development sites, are considered to be workers for the

(3) Teachers who use when teaching in schools of electric equipment

III. section
Common provisions
§ 12
The obligations of the Organization
(1) the Organization shall be required to provide ever-increasing the professional level

knowledge in accordance with the latest knowledge of science and technology, in particular in the

(2) the organization may authorise the activities, management activities, separate
designing or managing the design and implementation of revisions only
workers who have the appropriate qualifications for the purposes of this

requiring qualifications at least according to § 5 shall ensure that at least
one of them had the qualifications, at least according to § 6.
(4) an organization that entrusts more than two workers activities
requiring qualifications at least according to § 5 shall ensure that at least
one of them was qualified under section 7. For the management of all workers with
qualifications, at least according to § 5, your organization is required to establish

(1) The period of practical experience required for the acquisition of some of the qualifications listed in
§ 6 to 9 will count towards the period of installation, maintenance or other operational practice

(2) until the practice necessary for the acquisition of some of the qualifications listed in
§ 7 to 9 will count towards the period of practice also obtained technical verification
or when the revision of electrical equipment.
(3) The period of practical experience required for the acquisition of some of the qualifications listed in
§ 7 and 8 are also counted the time obtained in the design practice
electrical equipment, if it is accompanied by the practice referred to in paragraph 1 in the duration
at least one year.
(4) The period of practical experience required for the acquisition of a qualification referred to in section 9 shall
also counted half of the period of practical experience gained in designing
electrical equipment, if it is accompanied by the practice referred to in paragraph 1 in the duration
at least one year.
(5) the period of practice referred to in paragraphs 1 to 4, obtained more than
a five-year interruption, counts towards the total time of the practice only
half.
§ 14
Tests and examinations
(1) subject to the tests and the examination are:
a) regulations to ensure the safety and health at work, ^ 9)

§ 15
Certificate
(1) the Organization shall issue the staff referred to in paragraph 6 to 8 and section 10, who

(3) the organisation shall keep a register of certificates issued, accessible to the

(4) the worker to whom the certificate has been issued, shall be obliged to submit
at the request of the supervisory authorities.
IV. section
Transitional and final provisions
section 16 of the
(1) workers certificates issued for the management of partial
Assembly and maintenance work on the electrical system according to the
Decree No. 95/1961 Coll., shall be considered as workers with qualifications
referred to in section 7, if the management activity of the left for longer than two

(2) workers certificates issued for the management of comprehensive
installation or maintenance activities according to the decrees referred to in paragraph 1 in
organizations that carry out activities on electrical equipment
administrative, are considered as workers with qualifications
referred to in section 8, if the management activity of the left for longer than two

(3) workers certificates issued for the management of partial
Assembly and maintenance work on the electrical system according to the
the decrees referred to in paragraph 1 and who have been instructed in the organisation
the meaning of section 4, paragraph 4. 1 of the Decree, as the personnel responsible for
the implementation of such activities, shall be considered as workers with qualifications
referred to in section 8, if this activity stopped for more than two

(4) the Organization must ensure that a new examination and issuing a new certificate
the staff referred to in paragraphs 1 to 3, no later than three years from the date of
their trials, or the last examination.
§ 17
(1) a certificate to perform revision of electrical equipment issued before 1 January 2005.

section 18
Exceptions from the requirements to vocational training and practices referred to in this
the decree could allow in particularly justified cases, the competent authority of the
surveillance, and where appropriate, at the request of the Organization, on the request of the competent

§ 19
Repeals the Decree 95/1961 Coll., on conditions for professional competence
for the implementation and management of the installation and maintenance of electrical equipment,
lightning conductors, and antennas.
