REGULATION OF THE GOVERNMENT

of 3 July 2003. February 2016

on indicators and values of allowable pollution of waste water and

terms of authorisation for the discharge of effluent into the waters of the underground

The Government ordered under section 38, paragraph. 5 and 8 of Act No. 254/2001 Coll., on the waters of the

and on amendments to certain acts (the Water Act), as amended by Act No. 20/2004

Coll., Act No. 150/2010 Coll. and Act No. 350/2012 Coll. (hereinafter referred to as

the "law"):

§ 1

Indicators and values for the permissible waste water pollution

(1) indicators of the allowable pollution discharges to water

the underground and the maximum values for these indicators (hereinafter referred to as

"emission standards") are listed in annex 1 to this regulation.

(2) the classification of a product called CE, which is an essential part of the

water works declared pursuant to section 15a of the Act is set out in annex No. 2 to the

of this regulation.

§ 2

The particulars of the authorisation to discharge wastewater into groundwater

(1) a permit to discharge waste water into the groundwater contains

In addition to the General requirements

and the time at which) the authorization shall be issued,

(b)) method of discharge of waste water,

(c) specify the place or places), in which experiencing discharge of waste

water, in the X, Y coordinates indicating the polohopisnou folder in the

coordinate system of the S-JTSK, for which a permit is issued, with the number

hydrogeological turf, groundwater and hydrological number

the order of the catchment,

(d)), the annual maximum quantity of discharged waste water,

e) emission limits, which are the maximum permissible values of the indicators

the pollution of waste water, to be observed at the place of sampling,

(f)) the way the frequency, type and location of waste sampling

waters,

(g) the method of determining the quantity of discharged) of waste water,

h) way of implementing analyses according to the discharged waste water

the individual indicators of pollution referred to in the permit to discharge

wastewater into groundwater in accordance with the relevant technical standards;

If there is no appropriate technical standard is issued, shall determine the method of analysis

curing individually on the basis of the available supporting documents,

and the way to evaluate the results of the tests) for each of the indicators

pollution and the results of the measurements and the determination of the volume of waste discharged

water into the groundwater and found a quantity of discharged pollutants

substances for the purposes of registration and inspection,

(j)) the way the form, frequency and term of the transmission of the results of measurement

vodoprávnímu Office.

(2) the minimum frequency of measurement of the extent of pollution of wastewater in accordance with

paragraph 1 (b). (f)) is a twice a year with the type of sample and, which means

two-hour pooled sample obtained 8 subsamples of the same casting facilities

the volume in the interval of 15 minutes. If the cleaner is equipped with

basins for buffer space for the treated waste water enabling

hydraulic residence time of at least 2 hours, it is possible to use the type of sample

plain once removed from storage space.

(3) for the collection of samples for the purpose of analysis of microbiological parameters must

use a sterile sample container, the sample must be in the course of the subscription

during the transport to the laboratory cooled to 2 to 8 ° c and must be

processed within 18 hours after collection; the measurements must be evenly distributed in the

during the year, and must take into account the nature of the activities of the source of pollution.

(4) the amount of discharged waste water referred to in paragraph 1 (b). (g))

be determined according to the data of the meter taken drinking and process water or

the measurement of the output from the cleaning of equipment. For cleaning the device with

a capacity below 50 population equivalent, you can use an estimate of the amount of

Indicative numbers of annual needs water ^ 1), if it is not technically possible to

the use of the method of measurement referred to in the first sentence.

§ 3

Determination of the permissible values of pollution

(1) for the authorization of discharges of wastewater from individual buildings for

housing and family recreation provides for curing the permissible values

the amount of pollution emission standards listed in table 1 and

Annex 1 to this regulation.

(2) for the authorization of discharges of wastewater from individual buildings

providing accommodation services provides for curing the permissible

the value of the pollution to the above emission standards listed in table 1

(B) of annex 1 to this regulation.

(3) if the representation of the person with competence ^ 2) shows that the

due to the quantity and characteristics of the identified hydrogeological

discharged sewage threatens contamination of groundwater

microbiological pollution, provides for the addition to the allowable water management office

values of pollution referred to in paragraph 1 or 2 is also permissible values

pollution of the microbiological parameters according to table 1 (C) of the annex No.

1 to this regulation.

(4) in the case of the determination of the allowable values for microbiological contamination

the indicators referred to in paragraph 3 is the microbiological pollution removed

using the technical equipment, which is part of the wastewater treatment plant and

the technology will enable the achievement of values of microbiological parameters

set vodoprávním the Office and at the same time will not have a negative effect on the

the chemical composition of the waste water.

(5) when allowing the discharge of waste waters in areas of special

protection under section 30 or 33 of the Act provides for curing the permissible

the values for more or stricter pollution indicators according to the nature and

the protection requirements of these territories.

(6) if it is used to clean waste water cleaning equipment

sewage water reported in accordance with section 15a of the Act, must be fall under the

the classification of the product marked CE MARKING laid down in annex 2 to this

of the regulation.

(7) the Permissible values of pollution are not complied with in the case of

that was used to achieve a dilution of wastewater, for example,

the waters of the North.

§ 4

The transitional provisions of the

The classification of a product called CE according to § 3 (2). 6 for the indicator

Ncelk must be fulfilled no later than 18 months from the date of entry into force of

of this regulation.

§ 5

Final provision

This regulation has been notified in accordance with the directive of the European Parliament

and of the Council (EU) 2015/1535/EU of 9 June. September 2015 for a procedure for the provision

information in the field of technical regulations and rules on services

information companies, as amended.

The number of population equivalent (PE) for the purpose of inclusion of the cleaning

the device in the size category calculated from the balance in indicators of Bod5 in

kg per calendar year on a tributary to the cleaning of the device divided by the

coefficient of 18.7. If you do not know the quantity of pollution at the entrance,

the cleaning device for inclusion into the category use

nominal capacity of the cleaning equipment. Design capacity must

be sufficient to ensure proper cleanup of waste water at

the maximum expected load of the cleaning equipment.

* "m" is separated by the value of the indicator of pollution of wastewater

discharged into the groundwater, expressed in concentration in mg/l.

"m" is separated by the value of the indicator of pollution of wastewater

discharged into the groundwater, expressed in cfu (colony forming

units)/100 ml. This indicator determines the curing in the case,

When the representation of persons with competence ^ 4) results in a necessary limitation

microbiological pollution.
