Romanian agricultural plant protection against pests and diseases

signed at Bucharest on 31 December 2004. October 1952, was the day 8. July 1952

approved by the Government, and on 31 December 2004. December 1952 was ratified by the President of the

of the Republic.



The instruments of ratification were exchanged in Prague on 25. February 1953.



This agreement shall enter into force in accordance with its article 10, the date of the exchange of

instruments of ratification, thus acquired validity of 25 June. February 1953.



The Czech version of the agreement shall be published in the annex to the collection of laws. ^ 1)

on the protection of agricultural plants against pests and diseases.

The AGREEMENT



between the Government of the Czechoslovak Republic and the Government of the people's Republic of Romania

on the protection of agricultural plants against pests and diseases.



The Government of the Czechoslovak Republic and the Government of the people's Republic of Romania

Having considered desirable to take effective measures in order to

the largest decrease of losses in agriculture, emerging pests and

diseases, appoint their agents:



The Government of the Czechoslovak Republic Robert Schmelze, extraordinary and

Ambassador of the Czechoslovak Republic in Bucharest,



The Government of the people's Republic of Romania, the Minister of foreign Bughiče Simiona

Affairs of the people's Republic of Romania,



After the mutual submission of who their full powers, found in good and

due form, have agreed as follows:



Article 1



Both Contracting Parties undertake each year consistently to implement measures to

within its territory in order to maximise the reduction of losses in agriculture,

caused by pests and diseases of agricultural plants.



Article 2



Both Contracting Parties undertake to:



1. that it will carry out systematic surveillance on their territory over

agricultural plants, in order to determine if there are pests

and diseases of agricultural plants, referred to in article 3 of this Convention;



2. to take the necessary measures, reduce and destroy an outbreak of pests and diseases

agricultural plant all means chemical, agrotechnickými and

3. arrange the quarantine measures in places where they will be discovered by pests and

dangerous disease and that prohibit the carriage on the territory of the other Contracting Party,

material of vegetable origin, in particular the seeds, seedlings and agricultural

Article 3



Both Contracting Parties undertake to take measures under article 2 against

these dangerous pests and diseases:



1. the Colorado potato beetle (Leptinotarsa decemlineata Say.)



2. Mol potato (Phtorimaea opercuella Zell).



3. Potato cyst nematodes (Heterodera rostochiensis Woll.)



4. Červec San José (Aspidiotus perniciosus Comst.).



5. Přástevník fruit (Hyphantria Cuneo Drury).



6. Cancer (Synchytrium endobioticum Schilb Perc.).



7. Septoriosa flax (Septoria linicola).



8. Mol beet (Phtorimaea ocelatella).

The list of pests and diseases may be supplemented or modified by additional agreement

of the Contracting Parties.



Article 4



The two Contracting Parties notify each other will occur

pests and diseases of agricultural plants, referred to in article 3 and on their

territory.



Article 5



Both parties agree that the consignments from one State to another,

the item of plant origin, such as seeds (the seeds), the seedlings (principle), the seed

(semina), onion (cepa), Al-Saadi (seges), (generally), production (surculus)

pulp (viviradix), divisions (big), as well as for grain of all kinds,

leguminous vegetables, fruit, cotton was obliged to issue the

plant-medicine (fytopathologická) certificate, which the relevant public

authorities will confirm that in the shipment are not pests and disease

agricultural plant, referred to in article 3, and that consignments originate from

circuits, where these pests and diseases occur.



Article 6



If, on the territory of a Contracting Party will be nezlikvidovaná outbreak

regarding the potato, the Contracting Parties shall permit the export or import of

potatoes, parts of plants or plants with soil only of the nezamořených places.



In order to prevent the introduction of pests and diseases of plants from third countries,

Article 7



The two Contracting Parties agree that, on request, deliver to each other for

in advance of the agreed prices of plant protection products, after the case

equipment, machinery and other material needed to carry out the quarantine

measures against pests and diseases of agricultural plants and that before their

the expedition will be inspected, whether regarding the potato.



In the case of mass reproduction of pests and diseases of agricultural plant

the Contracting Parties shall provide mutual assistance by sending

plant-medical experts on the territory of the affected State.



Article 8



Both parties agree that the



1. replace all of each other's laws and regulations in force in their territory,

relating to the protection of agricultural plants against pests and diseases;



2. twice a year (September 15, and January 15) 's Exchange report

the results of the investigation carried out on cultivated and uncultured land

for the purpose of detection of pests and diseases of agricultural plants, as well as on the

the experience gained in the fight against these pests and diseases;



3. shall report immediately the report on the findings of the new outbreaks regarding

potato on its territory, as well as the report on the occurrence of regarding

potato always 15. September of each year.



Article 9



The two Contracting Parties agree to be convened a Conference on the

protection of agricultural plants, on which it would have been dealt with practical issues

related to measures to combat pests and quarantine on their

territory. The Conference will be held alternately in the Czechoslovak Republic and

in the people's Republic of Romania; the time and place of venue shall be determined

by agreement of both parties.



Article 10



This agreement shall be ratified. The instruments of ratification shall be exchanged at

the shortest time in Prague.



The agreement shall enter into force on the date of exchange of instruments of ratification and will pay
