The United States of America on cooperation in culture, education, science,

technology and other areas



15 July. April 1986 was in the Prague agreement signed between the Government of

The Czechoslovak Socialist Republic and the Government of the United States

America on cooperation in culture, education, science, technology, and other

areas. Agreement entered into force on the basis of its article III

paragraph. 5 the date of signature.

The AGREEMENT



between the Government of the Czechoslovak Socialist Republic and the Government of the United

States of America on cooperation in culture, education, science, technology and in

other areas



The Government of the Czechoslovak Socialist Republic and the Government of the United States

of America,



Bearing in mind the historic ties between their peoples,



Desiring to facilitate and promote mutual cooperation in the field of

culture, education, science, technology and other areas on the principles

equality, mutual benefit and respect for State sovereignty,



believing that cooperation and exchanges in the field of culture, education, science,

techniques and in other areas will contribute to deepening the understanding

between the Czechoslovak and the American people and to the further development of mutually

convenient and friendly relations between the two States,



Reaffirming their commitment to fully implement the provisions of the

agree on the following:



Article. (I).



Culture, education and other areas



1. The Contracting Parties shall promote cooperation in the field of culture,

facilitate mutual learning about the cultures of the peoples of the other State and

to promote, in particular, the exchange of artists, art groups and files,

experts in the field of culture, cultural institutions, the organisation of

cultural and other specialised exhibitions relevant to the interests of both the

the parties, the exchange of books and publications, and translating and publishing major

artistic, literary and scientific works of the second State. The Contracting Parties

will facilitate access to libraries, reading rooms, cultural and

educational institutions and centres, as well as in museums and archives.



2. the Contracting Parties shall be kept for the goal of expanding cooperation in the field of

education, will support, among other activities, the study and teaching of languages

cooperation between universities, the granting of scholarships and Exchange

textbooks, educational and other literature of the general interest.



3. the Contracting Parties shall promote mutual cooperation in the field of

cinema, radio, television and print, projection

non-commercial basis, as well as the exchange of programs, print and publishing

material between radio, television and press organisations,

aimed at better exploring the peoples and cultures of the two countries.



4. The parties will promote cooperation and exchanges between the sports

organisations of both States in the form of performances and competitions, teams and

individuals and exchanges of experts from the field of physical education and sport.



5. the Contracting Parties shall promote contacts and cooperation between organizations

6. the Contracting Parties shall promote tourism between the two countries, as

individuals so the groups for the purpose of the knowledge of the life, work, and culture

Article II.



Science and technology



1. the Contracting Parties will encourage and facilitate mutually beneficial exchanges of

and cooperation between the competent authorities, organisations and businesses of both States

in the area of science and technology. Such cooperation and exchanges will be subject to

specific agreements, which may include inter alia the following contacts and activities:

research, testing and the exchange of research results and experience;

2. the specific agreement referred to in paragraph 1 of this article shall include the

suggestions of cooperation, the procedures to be applied,

intellectual property, financial and other relevant issues.

between the competent bodies of the parties to specific agreements.



3. The Contracting Parties shall facilitate the development of cooperation in the field of

health and medical sciences. In order to carry out the exchange of

scientists and experts, books and publications from these areas. Specific suggestions

and the terms of this cooperation will be agreed upon through diplomatic channels.



4. the scientific and technical information that will be obtained in the framework of the

cooperation under this agreement, may be made available to the world

community in the usual way and in accordance with the procedures applied by the

5. Scientists and technical experts and the Organization of the third countries or

international organisations may be invited, upon mutual agreement of both

of the parties, to participate in the projects and programmes carried out under this

the agreement.



Article. III.



General provisions



1. For the purpose of implementation of this agreement will be sjednáván regular program

cooperation and exchanges in the fields of culture, education, science, technology and

2. With a view to improving the implementation of this agreement will be the representatives,

appointed by the executive authorities, referred to in paragraph 1 of this article,

meet at the request of one of the parties, at least once a year, to assess the

ongoing cooperation, consider future activities and submit the appropriate

recommendations.



3. The Contracting Parties shall encourage and facilitate, as each of them

deems appropriate, mutually acceptable additional exchanges and

cooperation, which will be in accordance with the provisions and objectives of this agreement.



4. this agreement, as well as exchanges and cooperation, according to her, is subject to the constitutional

regulations, laws and other legislation of the countries concerned. In

accordance with them both parties shall make best efforts to support the creation of

favourable conditions for compliance with the provisions and objectives of this agreement and

resulting exchanges and cooperation. To this end, the receiving party

provide free visas, allow immediate entry into its territory and

his leaving for the representative and the equipment of the other party and access to the

the relevant geographical areas, institutions, to data and materials.

The procedures for granting visas free of charge are described in the Annex to this

the agreement.



5. Termination of this agreement will not affect the validity of the

specific agreements concluded on that basis.



This agreement shall enter into force upon signature by the parties and will be

pay for four years. Will remain in force for a further period of two years, if the

one of the Parties notifies in writing the completion of at least 6 months before the

the expiration of the agreement. Amendments to this agreement may be agreed

in writing through the diplomatic channel.



On evidence of respective representatives of the Contracting Parties for this purpose, duly

authorised thereto, have signed this agreement.



Done at Prague on 15. April 1986 in two original copies, each in the

Czech and English languages, both texts being equally authentic.

The United States of America on cooperation in the fields of culture, education,

Science, technology and other areas



In the implementation of article III, para. 4 of the agreement shall be citizens of the

States who will take part in the cooperation and Exchange on all carried out by the
