CONGRESS OF THE REPUBLIC

By means of which the issuance of the Estampilla Pro-Industrial University of Santander created by Law 85 of 1993, partially modified by the Law 1216 2008, and other provisions are dictated.

COLOMBIA CONGRESS

DECRETA:

ARTICLE 1o. RENEWAL OF THE PRO-UIS STAMP. Renuevese the stamp "Pro-Universidad Industrial de Santander" created by Law 85 of 1993. Authorize the Assembly of the Department of Santander to order the Emission of the "Pro-Universidad Industrial de Santander" Estampilla in the terms established by Law 85 of 1993, as amended by Law 1216 2008.

ARTICLE 2o. AMOUNT OF THE ISSUE. The issue of the Pro-Industrial University of Santander, whose renewal and validity is authorized and extended according to the previous article, will be up to the additional sum of six hundred billion Legal currency ($600,000,000,000). The total amount raised is established at constant prices at the time of the approval of this law.

ARTICLE 3o. AUTHORIZATION TO THE DEPARTMENTAL ASSEMBLY OF SANTANDER. Autoricese to the Departmental Assembly of Santander to determine the characteristics, rates and all other matters concerning the compulsory use of the stamp in the activities and operations to be carried out in the department and its municipalities. The ordinance issued by the Assembly of Santander under the provisions of this law shall be made known to the national government through the Ministries of National Education, Finance and Public Credit, and Information Technology and Communications.

ARTICLE 4. FACULTY TO MUNICIPAL COUNCILS. Facultate the Municipal Councils of the Department of Santander so that, prior to the authorization of the Departmental Assembly, make compulsory the use of the stamp authorized by this law.

ARTICLE 5o. AUTHORIZATION TO COLLECT THE SECURITIES OF WHICH THIS LAW DEALS. Autoricese to the department of Santander to collect the values produced by the use of the stamp Pro-Industrial University of Santander, in the activities to be perform in the department and its municipalities.

ARTICLE 6o. THE OBLIGATION OF DEPARTMENTAL AND MUNICIPAL OFFICIALS. The obligation to adhere and annul the stamp referred to in this law shall be the responsibility of the departmental and municipal officials involved in the acts.

ARTICLE 7o. MODIFICATIONS. Amend article 2or Law 1216 of 2008, which will remain so:

The seventy-five percent (75%) of what is dealt with in Article 1or Law 1216 of 2008 will be distributed as follows:

-- Thirty-five percent (35 percent) will go toward construction, expansion, adequacy, maintenance, acquisition or endowment of physical, technological, computer or telecommunications infrastructure.

-- Twenty percent (20 percent), for undergraduate or graduate missionary activities to be developed at UIS Guatiguara Headquarters, Piedecuesta.

-- Twenty-five percent (25%), to finance undergraduate or graduate missionary activities at the regional headquarters of the Industrial University of Santander.

-- Ten percent (10%), for the acquisition of texts or periodicals; in digital or paper format.

-- The remaining ten percent (10 percent) will be used to fund research programs or projects, within which regional impact projects should be included.

PARAGRAFO. The remaining percentages that occur from the Pro-UIS Estampilla collection will be referred to the destinations referred to in items 1or 3or Law 1216 of 2008.

ARTICLE 8o. Report. Within ten (10) days of the start of ordinary sessions of the Santander Department of Assembly, the UIS Board of Governors, through the Rector, will present a report to the Santander Department on the implementation of the resources raised by the Pro-UIS Estampilla concept, of the immediately preceding term, in which at least: an evaluation of the results achieved in the previous period with the investment of the resources will be included raised by the concept of the stamp, and the objectives, purposes and goals with respect to the resources invest for the subsequent period and in the medium term.

ARTICLE 9o. VALIDITY AND REPEAL. This law governs from its enactment and until the total amount approved by article 4or Law 1216 of 2008 is collected, and repeals all provisions that are contrary.
