CONGRESS OF THE REPUBLIC

By means of which the Economic Complementation Agreement number 33 (Free Trade Agreement) concluded between the Republic of Colombia, the United Mexican States and the Bolivarian Republic of Venezuela, Seventh "Additional Protocol", signed in Montevideo, Uruguay, at three (3) days of August of two thousand five (2005).

DECRETA:

Article 1o. Approve the "Economic Complementation Agreement number 33 (Free Trade Agreement) concluded between the Republic of Colombia, the United Mexican States and the Bolivarian Republic of Venezuela, Seventh Additional Protocol", signed in Montevideo, Uruguay, at three (3) days of August of two thousand five (2005).

Article 2o. In accordance with the provisions of Article 1 of Law 7ª of 1944, the "Economic Complementation Agreement number 33 (Free Trade Agreement) concluded between the Republic of Colombia, the United States of America Mexico and the Bolivarian Republic of Venezuela ", Seventh Additional Protocol, signed in Montevideo, Uruguay, to the three (3) days of August of two thousand five (2005), which by article 1 of this law is approved, will force the country to leave of the date on which the international link with respect to the same is improved.

Article 3o. This law governs from the date of its publication.

ECONOMIC COMPLEMENTATION AGREEMENT NUMBER 33 (FREE TRADE AGREEMENT) CONCLUDED BETWEEN THE REPUBLIC OF COLOMBIA, THE UNITED STATES OF MEXICO AND THE BOLIVARIAN REPUBLIC OF VENEZUELA

Seventh Additional Protocol

the Plenipotentiaries of the Republic of Colombia, of the United Mexican States and of the Bolivarian Republic of Venezuela, accredited by their respective governments according to powers that were granted in good and due form, deposited In due course, the General Secretariat of the Latin American Integration Association (ALADI).

VISTO: Decision 43 of the Administrative Commission of the Free Trade Agreement concluded between the Republic of Colombia, the United Mexican States and the Bolivarian Republic of Venezuela, in accordance with Articles 6-17 and 20-01 of the Treaty.

AGREE:

ARTICLE 1o. Remove the source rule applicable to subheading 3808.10 to 3808.30 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rule:

3808.10 to 3808.30 A change to subheading 3808.10 to 3808.30 of any other item.

ARTICLE 2o. Remove the source rule applicable to heading 82.12 to 82.15 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rules:

8212.10 A change to disposable shaving machines of the subheading 8212.10 of shaving sheets for cartridge assembly of the subheading 8212.20, having or not changes of any other chapter, complying with a regional content not less than 60 percent.
A change to any other good of subheading 8212.10 of any other chapter.
8212.20-8212.90 A change to subheading 8212.20 to 8212.90 of any other Chapter.
82.13-82.15 A change from heading 82.13 to 82.15 of any other Chapter.

ARTICLE 3o. Remove the source rule applicable to subheading 8525.10 to 8525.20 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rules:

8525.10-8525.20 A change to subheading 8525.10 to 8525.20 of any other sub-group outside the group, except for modular circuits Subheading 8529.90.

ARTICLE 4o. Remove the source rule applicable to subheading 8525.30 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rules:

8525.30 A change to subheading 8525.30 of any other subheading, except for modular circuits of subheading 8529.90.

ARTICLE 5o. Remove the source rule applicable to subheading 8525.40 provided in Section B of the Annex to Article 6-03 and replace it with the following rules:

8525.40 A change to subheading 8525.40 of any other subheading, except for modular circuits of subheading 8529.90.

ARTICLE 6o. Remove the source rule applicable to subheading 8527.90 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rules:

8527.90 A change to subheading 8527.90 of any other subheading, except for modular circuits of subheading 8529.90.

ARTICLE 7o. Remove the source rule applicable to subheading 8528.12 to 8528.30 as provided for in Section B of the Annex to Article 6-03 and replace it with the following rules:

8528.12-8528.30 A change to black and white videomonitors or other monochrome from any other item, except for modular circuits of the subheading 8529.90; or
A change to subheading 8528.12 to 8528.30 of any other heading, except for modular circuits of subheading 8529.90, of the parts specified in the Clarification Note 3 of Chapter 85 or of its combinations; or
A change to any other good of subheading 8528.12 to 8528.30, of any other heading, except heading 85.40; or
No change of tariff classification is required, falling within subheading 8528.12 to 8528.30, complying with a regional content not less than 50%.

ARTICLE 8o. Remove the source rule applicable to the tariff fraction 8529.90. aa, subheading 8529.90 as provided for in Section B of the Annex to Article 6-03 and replace them with the following rules:

8529.90 A change to a modular circuit of subheading 8529.90 of any other tariff fraction;
A change to the parts specified in the Clarification Note 3 of Chapter 85 of any other tariff fraction;
A change to combinations of the parts specified in the Clarification Note 3 of Chapter 85 of any other tariff fraction; or
A change to any other good of subheading 8529.90 of any other heading.

ARTICLE 9o. Remove the tariff fraction 8529.90.aa and 8529.90.cc from the table "New tariff fractions" in Section B of the Annex to Article 6-03.

ARTICLE 10. This Protocol shall enter into force once the Parties have exchanged communications certifying that the necessary legal formalities have been completed.

The provisions of the previous paragraph do not prevent Colombia, in accordance with its legislation, from provisional application of this Protocol.

The General Secretariat of the ALADI shall be deposited with this Protocol, from which it will send duly authenticated copies to the signatory governments.

DECRETA:

Article 1o. Approve the "Economic Complementation Agreement number 33 (Free Trade Agreement) concluded between the Republic of Colombia, the United Mexican States and the Bolivarian Republic of Venezuela," Seventh Additional Protocol signed in Montevideo, Uruguay, at three (3) days of August of two thousand five (2005).

Article 2o. In accordance with the provisions of Article 1 of Law 7ª of 1944, the "Economic Complementation Agreement number 33 (Free Trade Agreement) concluded between the Republic of Colombia, the United States of America Mexico and the Bolivarian Republic of Venezuela ", Seventh Additional Protocol", signed in Montevideo, Uruguay, at three (3) days of August of two thousand five (2005), which by article 1 of this law is approved, will force the country to from the date of the completion of the international link with respect to the same.

Article 3o. This law governs from the date of its publication.
