By means of which the "Statutes of the Ibero-American Sports Council (CID)" are approved, signed in the city of Montevideo, the Eastern Republic of Uruguay, the four (4) August of one thousand nine hundred and ninety-four (1994).

Having regard to the text of the "Statutes of the Ibero-American Sports Council (CID)", signed in the city of Montevideo, the Eastern Republic of Uruguay, the four (4) August of one thousand nine hundred and ninety-four (1994), which to the letter reads:

IBERO-AMERICAN SPORT COUNCIL STATUTES
PREAMBLE
With the background of the Declaration of Mexico signed by the representatives of the Government Sports Organizations of Argentina, Bolivia, Colombia, Costa Rica, Chile, Ecuador, El Salvador, Spain, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Dominican Republic, Uruguay and Venezuela, in Mexico, Federal District, on March 26, 1993;
Whereas sport represents a social and cultural activity of importance for the countries and is a means of developing peaceful cooperation among the Latin American nations;
Whereas the principles of international cooperation and good faith in sport are universally recognized;
Whereas sport has become a social phenomenon to a more important mass cultural phenomenon of this century, which can be practiced by individuals without distinction of color, race, sex or social class, to fulfill the universal respect for human rights and fundamental human freedoms;
Considering sport as an activity that contributes significantly to the education, culture and health of the peoples of Latin America, the Ibero-American States have agreed on the following statutes for the Ibero-American Sports Council.
GENERAL PROVISIONS.
ARTICLE 1o. CREATION. The Ibero-American Council of Sport (hereinafter the CID) is created as an intergovernmental organization that aims to promote the development of sport in the countries of Latin America through cooperation and the establishment of mechanisms for common action in sport.
ARTICLE 2o. LEGAL PERSONALITY. The CID has its own legal personality and ability to celebrate all kinds of acts and contracts permitted by law and to intervene in any judicial or administrative action in defense of its interests.
a) Promote the exchange of human and technical resources of knowledge and documentation;
b) Promote bilateral and multilateral cooperation systems in the field of technical training and sports-level improvement;
c) Foster cooperation for the development of sport for all, physical culture and recreation;
d) To promote comparative analysis and harmonisation of the legal and institutional frameworks of sport;
e) Driving collaboration with other international sports organizations;
f) Compose, approve, implement and, where appropriate, amend the Ibero-American Charter of Sport;
g) Promote ethics in sport and the practice of fair play.
ARTICLE 4. LANGUAGE. The official languages of the CID are Spanish and Portuguese.
ARTICLE 5o. THE MEMBERS. May be members of the Ibero-American Sports Council, the Ibero-American States that ratify or accede to its Statutes, in accordance with the procedure laid down in Articles 32 and 33.
ORGANICA STRUCTURE.
ARTICLE 6o. ORGANOS. They are organs of the CID:
-The General Assembly.
-The President.
-The Vice President.
-Regional Delegates.
-The Executive Secretary, and-Labor Commissions.
OF THE GENERAL ASSEMBLY.
(a) The General Assembly, the highest representative body of the CID, shall be composed of all its members;
(b) The delegations of the members of the CID to the General Assembly shall be composed of a maximum of three delegates, one of whom shall hold the right to vote.
ARTICLE 8o. FACULTIES. The General Assembly shall have the following powers:
a) Choose the President, the Vice President and the Executive Secretary;
b) Ratify the election of Regional Delegates in the terms of this Statute;
c) Adopt decisions and approve recommendations;
d) Monitor compliance with decisions taken;
e) Create and delete work commissions, determining their composition;
f) Approve the annual budget and activity report;
g) Draft, approve and amend the Ibero-American Charter of Sport;
h) Approve the internal operating regulations of the CID;
i) Establish and modify the amount and form of payment of the fees to be paid by the members of the CID.
ARTICLE 9o. ORDINARY ASSEMBLY. The assembly shall meet in ordinary session on an annual basis and, in extraordinary session, when circumstances require. Extraordinary sessions may be convened at the request of the Chair, the Executive Committee or a majority of the effective members of the organisation.
ARTICLE 10. EXTRAORDINARY ASSEMBLY. The creation of its own regulations is delegated to the General Assembly of the CID.
OF THE PRESIDENT AND VICE-PRESIDENT.
a) The President and Vice President of the CID shall be elected by the General Assembly;
(b) Nominations shall be filed with the Executive Secretary at least forty-five days in advance of the planned date of the assembly;
c) Each member of the CID may present a candidate who may or may not belong to his/her region;
d) The election will be held two turns, with the candidate being elected in the first round, the candidate who gets the three fifths of the possible votes, and in second the one who gets the half plus one of the possible votes, participating in it the two candidates with the highest number of votes;
e) The charges of the President and Vice President may be re-elected for one time;
f) The appointments of President and Vice President will be honorary.
1. These are the President's duties:
a) Exercise the representation of the CID;
b) Direct the actions of the CID in accordance with the rules and agreements of the Assembly;
c) Coordinate the actions of Regional Delegates and Work Commissions;
d) Call and chair the meetings of the CID;
e) Monitor the administration of the assets, funds, and resources of the CID;
f) Issue the public statements of the CID;
g) Watch for compliance with CID rules, decisions and agreements;
h) Authorize the official documentation of the CID, or delegate the documentation to the Executive Secretary.
2. The President may delegate the exercise of his competence to the Executive Secretary, the Regional Delegates or any other member of the CID. The delegation shall be express and determined with regard to its duration and content.
ARTICLE 13. COMMAND. The term of office of the President shall be two years, and shall begin at the closing of the Ordinary General Assembly in which it is elected.
(a) The functions of the Vice-President shall be to replace the President in cases where the duties entrusted to him are to be exercised by delegation;

b) The Vice President who takes over the Presidency may appoint from among the Regional Delegates to the Vice President who will be on an interim basis until the General Assembly holds new elections.
OF REGIONS AND REGIONAL DELEGATES.
ARTICLE 15. REGIONS. For CID purposes, the following regions are set as regions:
Region 1: Comprising Mexico, Cuba, Dominican Republic, Puerto Rico, Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, and Panama.
Region 2: Comprising Colombia, Venezuela, Bolivia, Ecuador, Peru, Chile, Argentina, Brazil, Paraguay, and Uruguay.
Region 3: Comprising Spain and Portugal.
ARTICLE 16. NUMBER OF DELEGATES PER REGION. Regions one and two will each have two delegates, region three will have one delegate.
ARTICLE 17. Regional Delegates are part of the Executive Committee.
1. The Regional Delegates will be elected by the members who make up each region.
2. The headquarters of the Regional Delegates shall be the seat of their country.
ARTICLE 19. FUNCTIONS AND COMMAND.
1. They are the functions of Regional Delegates:
a) Represent the Region to the CID;
b) Coordinate the activities that are entrusted to the Region;
c) Canalize communication and cooperation with the Presidency and the Executive Secretary;
d) Encourage the realization of regional projects;
e) Drive compliance in the Assembly's Command Region.
2. The term of the Regional Delegate's term of office will be two years and may be re-elected once.
EXECUTIVE SECRETARY.
ARTICLE 20. STATUS. The Executive Secretariat of the CID is a permanent body. The term of office of the Secretary is three years, and may be re-elected.
ARTICLE 21. Secretary shall be elected by the General Assembly from among the candidates who present the Member States of the CID.
Your choice will be made in a personal capacity without your choice or permanence being a condition of your membership of a government sports body.
ARTICLE 22. CONTRACTUAL relationship
1. The position of Executive Secretary shall be remunerated.
2. The CID shall ensure that the Secretary's remuneration and the coverage of the office's operating expenses are covered by his budget.
ARTICLE 23. FUNTIONS. The Secretary will perform the following functions:
a) Support the Presidency for the holding of the Assembly meetings, especially in the preparation of the issues to be addressed;
b) Take the member log book;
c) Custody the CID documentation;
d) Maintain members ' contact and communication, especially with Regional Delegates;
e) Develop, execute, and control the budget that you assign to you for the performance of your functions;
f) Raising membership fees;
g) Develop the CID budget;
h) Drive and maintain contact with like-minded organizations;
i) To perform the Secretariat of the CID meetings and to make the minutes, for consideration by the Assembly;
j) Coordinate and support the work of the working committees as a whole;
k) Collect and disseminate relevant documentation or information;
l) To give an annual report of their management to the Assembly;
m) Celebrate contracts that are accurate for the operation of the CID;
n) Those other than the Assembly or the President expressly entrust to you.
WORK COMMISSIONS.
ARTICLE 24. CONSTITUTION. The President may propose to the General Assembly the formation of quotas and commissions of work that are deemed appropriate for the best development of the purposes of the CID.
ARTICLE 25. OBJECT. The Work Commissions will have as their object:
a) The study of specific topics, and b) The preparation and execution of activity programs.
1. The Work Commissions shall be composed of delegates from at least three members of the CID.
2. Independent experts appointed by the President of the Commission may be included in the Work Commissions, with the approval of the Chair of the CID.
3. The members of each Commission shall appoint a President from among them, who shall be responsible for convening meetings, keeping order in discussions and chairing meetings. A Registrar shall also be appointed.
THE ECONOMIC AND BUDGET REGIME.
1. The budget of the CID shall be annual and shall be approved by the General Assembly in ordinary session.
2. The Executive Secretary shall prepare the budget, submit it to the Assembly's approval and execute it under the supervision of the President.
It will also prepare the accountability and settlement memory of the financial year, which will be approved by the Assembly.
1. The economic resources of the CID, intended for their support and the achievement of their ends, shall be nurtured:
(a) of contributions which, in the form of quotas, are granted by its members;
b) From donations that may be made by other natural and legal persons to be public or private;
c) From any other income that in the form of grants, aids or otherwise may be produced.
2. No income shall be accepted which conditions or undermines the independence of the CID or is incompatible with its purposes.
OF THE SEDE.
1. The seat of the CID shall be established in its first General Assembly and shall correspond to the host country of the President;
by agreement of the same organisation the seat of the Council may be transferred to any country of the Member States.
2. The Secretary of the CID shall be established at the headquarters of the CID.
3. Expenditure arising from the occupation and maintenance of the building, in which it is located, as well as those of the infrastructure necessary for its operation, shall be borne by the Member State hosting the office of that office by means of their respective government sports bodies.
4. The headquarters agreement for the Executive Secretariat shall be at least three years. At the end of this temporality the new headquarters will be chosen in General Assembly.
5. The President shall be deemed to be the seat of the Presidency.
MODIFICATION OF STATUTES.
ARTICLE 30. STATUTORY MODIFICATION AGREEMENT. The General Assembly may amend the statutes by a majority of three-fourths of the possible votes.
DISSOLUTION.
ARTICLE 31. CAUSES. The CID will be dissolved when for any cause there is a manifest impossibility of meeting the objectives for which it was created.
The dissolution agreement will be adopted by a favorable vote of three-fourths of the General Assembly. The same agreement shall appoint a settlement commission whose operation shall be established by the relevant Regulation.
FINAL PROVISIONS.
ARTICLE 32. These Statutes shall enter into force thirty days after three States have ratified or acceded by the deposit of the corresponding instrument.
For States that deposit their instrument after that date, they will take effect from the date of the corresponding deposit.
ARTICLE 33. These statutes shall be provisionally deposited with the government of the United Mexican States.
The Government of the United Mexican States will inform all members about the signatures, ratifications, accessions or complaints received, as well as the date of entry into force of these statutes.
ARTICLE 34. Any Member State may withdraw from the organization after a period of one year after notifying the depositary government in writing.
ARTICLE 35. The Spanish and Portuguese texts of these statutes shall be considered equally authentic.
They are signed in the city of Punta del Este, the Eastern Republic of Uruguay, five days of the month of August of the year one thousand nine hundred and ninety-four.
