By means of which the surplus resources of the duration 2001 are allocated, from the sub-account of catastrophic events and traffic accidents of the Solidarity and Health Guarantee Fund.

The Congress of Colombia

DECRETA:

ARTICLE 1o. Of the surplus resources of the 2001 validity of the sub-account of catastrophic events and traffic accidents of the Fosyga Solidarity and Guarantee Fund, the sum of 70 billion will be allocated of pesos ($70,000,000,000), to co-finance the program for the restructuring of the Hospital Public Network, to improve and strengthen the emergency network in order to guarantee greater levels of efficiencies, coverage and quality of its services. services to the citizens of Colombia who request it.

The Ministry of Health and the territorial entities will sign performance agreements, which will include, among others, the co-financing rates for which management indicators will be taken into account, in the areas of production, quality, administrative, technical and financial efficiency. These resources will be delivered in accordance with the criteria that the National Council for Social Security in Health will point out.

ARTICLE 2o. For the allocation of resources, the Ministry of Health will have to sign performance agreements with the Public Network Hospitals and will turn the resources to a fiduciary order that will subscribe to each I.P.S. beneficiary, in accordance with the criteria that the National Council of Social Security in Health indicates.

ARTICLE 3o. This law governs from the date of its publication.
