ARTICLE 1o. INCOME AND CAPITAL RESOURCES BUDGET. The following addition in the General Budget of the Nation for the fiscal life of 2001, in the sum of four hundred and fifty-seven thousand four hundred and fifty-one million Eighty-three thousand six hundred and eighteen pesos legal currency ($457.451.783,618), according to the following detail:

ARTICLE 5o. Substitute in the Ministry of Health's investment spending budget, the sum of $2,977,800,000 of external credit resources with specific destination for prior external credit resources authorization.
Replace in the investment spending budget of the National Institute of Housing of Social Interest and Urban Reform, Inurbe, the sum of $90,000,000,000 of external credit resources with specific destination for external credit resources prior to authorization.
The Ministry of Finance and Public Credit-Directorate General of the National Budget, in use of the power granted by Decree 568 of 1996, will make corrections to the resources and their corresponding codes, which are of a nature information.
ARTICLE 6o. Contraccredit the sum of eight billion pesos ($8,000,000,000) of the operating expenses of the Ministry of Finance and the same sum is credited for the financing of the health research, through the Ministry of Health.
ARTICLE 7o. The appropriations incorporated in the General Budget of the Nation for the period 2001, aimed at financing investment projects in the territorial entities, included in the budgets of national bodies whose function is to finance or co-finance such projects shall be implemented by means of inter-administrative agreements, without prejudice to other rules.
These agreements may be financed, up to a hundred percent of the project amount, by the national agencies.
The subscription of the agreements will be made directly by the head of the national agency. For its execution only the registration of the Project in the National Bank of Programs and Projects is required, as it works in the decree of liquidation of the budget for the year 2001 and its additional, and the technical and financial feasibility of the national entity.
The legal representatives of the agencies holding the appropriations will establish procedures for the allocation and implementation of the resources. The costs incurred by the national agencies for the administration of the resources may be charged to the respective appropriations.
ARTICLE 8o. This law governs from the date of its enactment, repeals provisions that are contrary to and in particular Article 35 of Law 628 of 2000 and the rules to play them.
