for which the issue of the scientific and technological development stamp of the Technological Institute of Soledad, Atlantico (ITSA) is authorized and other provisions are dictated.
THE CONGRESS OF COLOMBIA,
DECRETA:
ARTICLE 1o. Authorize the Departmental Assembly of the Atlantic to order the issue of the stamp "Technological Institute of Solitude, Atlantic", constituted for this purpose.
ARTICLE 2o. The collections ordered in this law shall be entered by the special account collector of the Instituto Tecnológico de Soledad, Atlántico, "ITSA".
ARTICLE 3o. The issue of the stamp is authorized up to the sum of two thousand five hundred million pesos ($2,500,000,000) annually, at constant pesos for the year 2001.
ARTICLE 4. Authorize the Atlantic Departmental Assembly to determine the characteristics, rates, and other matters concerning the mandatory use of the stamp in the activities and operations that must be carried out in the department and in the Industrial and Port District of Barranquilla.
The ordinances issued by the Departmental Assembly under the provisions of this law will be given to the Ministry of Finance and Public Credit and National Education.

ARTICLE 5o. The fee referred to in this law may not exceed 2% of the fact subject to the lien.
ARTICLE 6o. The fiscal control over the investment of the resources from the stamp will be in charge of the Atlantic Departmental Comptroller.
ARTICLE 7o. Within the economic facts and activities upon which the use of the stamp is required, the departmental assembly may include contracts and other economic lines permitted by law.
ARTICLE 8o. DESTINACIÓN. The value collected by the stamp will be used exclusively to attend the Investment Plan of the Technological Institute of Soledad, Atlantico, ITSA, after approval by the Board of Directors.
ARTICLE 9o. This law governs from its enactment.
