" CONVENTION FOR COOPERATION IN THE FRAMEWORK OF THE

IBERO-AMERICAN CONFERENCE

The governments of the Member States of the Ibero-American Conference,

CONSIDERING:

The development achieved by the cooperation projects and programs carried out within the framework of the Ibero-American Conference Summits;

The need for an institutional framework to regulate the relations of cooperation within the Summits of the Ibero-American Conference to strengthen the value of the existing political dialogue and the Ibero-American solidarity;

The desirability of articulating cooperation programs that favor the participation of citizens in the construction of a more cohesive economic, social and cultural space among the Ibero-American nations;

That the cooperation programs of the Summits constitute a dynamic instrument of social progress and are an important element in achieving an Ibero-American identity,

The following are:

ARTICLE 1o. When this convention mentions the "National Coordinators", the "Protempore Secretariat", the "Coordination Commission" and the "Meeting of Cooperation Officers" are understood to be the National Coordinators, the Pro Tempore Secretariat, the Coordination Commission and the Meeting of the Cooperation Responsible for the Ibero-American Conference.

ARTICLE 2o. The cooperation programs and projects in the framework of the Ibero-American Conference will have as their object:

a) Promoting Ibero-American identity through joint action in education, culture, science and technology;

b) Strengthen the participation of the Member States to contribute to a greater and more effective linkage between their societies and an Ibero-American feeling in their inhabitants;

c) Implement the concept of development cooperation among Ibero-American nations;

d) To express Ibero-American solidarity in the face of common problems affecting a whole or all of the Member States;

e) To promote the formation of an Ibero-American space of cooperation through mobility programs and educational, university, technological training, linkage between researchers and all initiatives that strengthen the capacity for common cultural creation, with particular attention to the media.

ARTICLE 3o. The Ibero-American Conference understands the development of its sphere of cooperation as specific to the Ibero-American space and in no case will overlap with bilateral mechanisms and/or Existing MSPs.

ARTICLE 4. Each of the member countries will report through the National Coordinator, the designation of a responsible for the follow-up of the set of programs and projects of the Ibero-American Summits.

The meetings of the Cooperation Officers will be held simultaneously, with that of the National Coordinators of the Ibero-American Conference. Additional meetings may be provided upon request, at least, by five Member States.

ARTICLE 5o. Cooperation officials will be able to establish an examination team of programs and projects of the Ibero-American Summits, made up of cooperation technicians from the member countries involved in each programme or project, which will be tasked with raising the relevant evaluation of those cooperation programmes and projects whose study is entrusted to them.

ARTICLE 6o. The member countries will strengthen and expand their cooperation in the field of the Summits, under the areas that will be defined in the Summits. This will be carried out through the execution of projects or programs of Ibero-American interest; scientific exchange, experiences and publications, technology transfer and support to the formation of human resources, which will allow optimize the development of the countries.

ARTICLE 7o. Cooperation within the framework of the Ibero-American Conference may be technical and/or financial.

ARTICLE 8o. States Parties are empowered to submit programs and projects to the Pro Tempore Secretariat at the time it is determined.

Such projects and programs must meet the following requirements:

a) That their object corresponds to the programmatic bases of this convention;

b) Contar with binding membership of at least three Ibero-American countries: present and two or more participating countries;

(c) To have a fixed duration and the budgetary commitments to be maintained for a period of not less than three years, for the purpose of covering any delays in the initiation of the implementation of the commitments. In the event of termination of the project before this deadline, the commitment shall be terminated.

ARTICLE 9o. The Parties adopt the Operational Manual annexed to this Convention, which may be updated each time it is deemed necessary to adapt it to the requirements of the Cooperation Iberoamericana.

ARTICLE 10. The proposing and/or participating countries, which at least 3 (three), must assume at the time of the presentation of the program or project, a financial and/or technical commitment covering a part for the realization of the same in accordance with the internal procedures of each party. The countries that will subsequently join will have to indicate their commitment.

The proposing countries will send to the Pro Tempore Secretariat the corresponding initiatives for dissemination among the other parties.

ARTICLE 11. Once the project or program has been disseminated, and that it has the endorsement of at least 7 countries-which will have to assume the respective commitments according to the procedures mentioned in the previous article-will be presented for analysis to the Cooperation Officers, who, if they consider it, will raise it for approval to the Summit through the National Coordinators.

The expansion of the Programs and Projects will be decided by the participating countries.

ARTICLE 12. Once the program or project has been approved by consensus, the Meeting of Cooperation Officers will determine the measures necessary to ensure that the program or project is monitored. project.

In case of the estimated necessary for a given program or project, the Cooperation Officers may propose to the Meeting of the National Coordinators the creation of a Technical Unit of Management under the responsibility of the States Participating members in the respective program or project.

Countries participating jointly with the Coordination Commission will be able to periodically evaluate the programs and projects in execution to inform the Cooperation Officers and determine their validity and validity.

ARTICLE 13. The programs and projects that are submitted in compliance, the requirements specified in the article 8or. and that adequate funding is approved in accordance with the established procedures, will be formalized through specific agreements, in which the objectives, degrees of participation and forms of contribution of the each of the participating countries, depending on their relative level of development.

In order to cover the total amount required by the planned activities, financing of the necessary resources, of their own and of other sources of technical and financial cooperation, may be managed jointly or separately.

Those countries that decide to do so, in accordance with their laws and internal provisions, may agree to establish alternative forms of financing, for example, trust funds, common funds, among others.

ARTICLE 14. This convention is subject to ratification. The Government of the Republic of Argentina shall be the depositary of the instruments of ratification.

ARTICLE 15. This convention shall enter into force on the 30th day from the date on which the seventh instrument of ratification has been deposited.

For each State ratifying the Convention after the seventh instrument of ratification has been deposited, the Convention shall enter into force on the 30th day from the date on which the instrument of ratification has been deposited by that State.

ARTICLE 16. This Convention may be amended or amended on a proposal of at least five Parties. The proposed amendments shall be communicated by the Secretary Pro Tempore to the other Parties.

Once approved by consensus, the amendments shall enter into force on the date on which they have been accepted by the majority of the Parties through the deposit of the respective instrument of acceptance. For each remaining part, they shall be governed by the date on which they make such a deposit in the manner indicated in this Article.

ARTICLE 17. This Convention shall have an indefinite duration, and may be denounced by either Party by written notification to the depositary. The complaint shall take effect one year after the date on which the notification has been received by the depositary.

ARTICLE 18. The partial or total amendment to this agreement, including its termination or denunciation, shall not affect the programs and projects in progress unless otherwise agreed.

ARTICLE 19. The interpretative questions of this Convention shall be considered by the meeting of the Responsible for Cooperation and resolved, by consensus, by the meeting of National Coordinators.

I. INTRODUCTION

International technical cooperation is an instrument, along with political cooperation, that will allow the consolidation of the Ibero-American economic and social interweaving to become operational.

Ibero-American cooperation has, as you know, a long history at both bilateral and multilateral levels. This Program involves a recovery of historical and cultural values as agglutinating agents and development enhancers.

In this direction it is now necessary to define programmatic, methodological and procedural aspects, in order to order the universe of projects and profiles of ideas already presented in the framework of the Ibero-American Summit, to systematically evaluate the achievement of the results in them, and to design the future guidelines of the program.

For such purposes, this document is part of the premise that:

1. All actors contribute to the implementation of the activities inserted in the previously agreed procurement areas.

2. Each country will push forward the cooperation programmes and coordinate the proposals at national level for presentation at the next Summit.

3. The agreed priorities, methodologies and procedures will be the prerequisite for the acceptance of initiatives.

This Operational Manual may be modified, by consensus of the Cooperation Officers of the Ibero-American Conference, as set out in Article 9or. of the Convention for Cooperation in the Framework of the Ibero-American Conference.

II. PROGRAMMATIC ASPECTS

i) Global Framework

Cooperation actions should respond to the global priorities identified at the Summits at the political level:

-The international scope and prospects of the Multilateral Trading System.

ii) Principles that will guide the programming of the Cooperation in the framework of the Ibero-American Conference.

The principles that guide programming are:

The Programme should provide an appropriate scope for the consolidation of an Ibero-American economic and social interweaving.

Promote joint action in education, culture, science and technology.

Maximize the use of both bilateral and multilateral non-betray-roamericano and non-Latin American financing.

Fight poverty and improve the social conditions of the population (health, housing, security, etc.).

Promote changes in the productive structure in order to make the use of comparative advantages viable.

Strengthen the modernization of the state and its capacity in decision making and in the implementation of decisions.

Promote integration schemas.

To support economic growth with the preservation of the environment.

Encourage greater participation of women in development processes.

III. PROJECT FINANCING

Programmes and projects which are submitted in compliance with the requirements set out in this document and approved in accordance with the procedure laid down shall be formalized through specific agreements in which the objectives, degrees of participation and forms of contribution from each of the participating countries.

In order to cover the total amount required by the planned activities, the financing of the necessary resources and other sources of technical and financial cooperation may be managed jointly or separately.

IV. METHODOLOGICAL AND PROCEDURAL ASPECTS

1. Projects

1.1. Character:

Multinational. Initiatives should provide for the participation of at least three countries.

1.2. Formulation of projects

The purpose of designing a project submission form is to provide qualitative and quantitative elements in a logical order in order to allow a methodological analysis of the initiatives. For these purposes the following chapters have been included:

The concrete subsector (the one that the project intends to modify through the achievement of its objectives) must be described precisely, indicating its main characteristics.

1.1.3. Institutional Framework:

Description of background, institutional goals, physical infrastructure, and human resources.

2. Justification

2. 1. Problem to be addressed by the project:

A logical proposal will be made that includes:

i) A configuration of the project's initial situation with sufficient base information.

ii) The bounded definition of the problem or opportunity that the project originates.

iii) A description of the anticipated effect of the project.

iv) An explanation of how the project is linked to national, sectoral, regional and/or Ibero-American strategies or priorities.

2.2. Beneficiary population:

A description of the general characteristics of the target group, which must include the following elements:

i) Classification of individuals, types, or types of entities or other class of groups.

ii) General social and cultural information.

The description should refer to both direct and indirect beneficiaries.

2.3. Geographic location:

The project should refer to particular areas or areas within a country, or several participating countries, synthetically indicating the main characteristics.

3. Objectives

3.1. General Purpose

This objective is the correlation of the overall framework and therefore the macro objective in which the project is inserted.

3.2. Specific Objectives:

They will be described in very concrete terms, the goals (goals) to be achieved with the project. The approach should be drafted in such a way as to allow for the verification of the results.

4. Results and Activities

4.1. Results:

The concrete "products" to be achieved should be described.

4.1.1. Activities:

Activity programming is an important component in the formulation, because it indicates how the results will be produced.

5. Inputs

The feasibility of achieving the specific project objective depends largely on the adequacy of inputs, in terms of quality and quantity.

This section should include the description of the inputs.

The initiatives must be presented to the national body designated as responsible by the respective governments, who will have to analyze the compliance with the programmatic and formal aspects established in this program.

The projects should be submitted for evaluation and preliminary approval, at the first meeting of the calendar year of the Coordination Commission and the Cooperation Committee, which will recommend its final approval in the framework of the Summit.

In 1944, the "Convention for Cooperation in the Framework of the Ibero-American Conference", signed in San Carlos de Bariloche, Argentina, the fifteen (15) October of a thousand nine hundred and ninety-five (1995), which by the first article of this law approves, will oblige the country from the date on which the international link with respect to it is perfected.
