By which pays homage to the memory of composer, arranger and conductor Francisco "Pacho" Galan and directed in his honor the construction and equipping of a house of culture.

THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. On the Occasion of the 21 July 1996 eight (8) years after the death of the composer, arranger and conductor Costeño Francisco "Pacho Galán", the Colombian nation exalts his memory, and orders in his honor the construction and equipping of the House of Culture of Soledad, Atlantico, "Francisco Galan Pacho", for which the nation is linked within the co-financing of the work in seventy percent.
Article 2.
. The National Government through the Ministry of Education have co-financing in seventy percent for construction and endowment in the preceding article, which will have a library, newspaper library, music room and concerts, conference room and other facilities that strengthen the culture of the coast, especially the soledeño people.

ARTICLE 3o. The national government appropriated the corresponding budget allocations for the implementation of this law.
ARTICLE 4.
. This law governs from the date of its enactment.
