By means of which honors the memory of President Alberto Lleras Camargo.
THE CONGRESS OF COLOMBIA,
DECRETA:
ARTICLE 1o. The Republic of Colombia honors and exalts the memory of President Alberto Lleras Camargo, a distinguished statesman of nationality, an architect of peace, a symbol of citizen coexistence and great fighter for strengthening democracy in America and the world.
Throughout his brilliant career in service to the country, he became a political figure of first order, serving as a representative of the House, President of the Chamber, Minister of State, and President of the Republic twice.
His conditions of leadership allowed him to lead the country again on the path of democracy, after struggling with height and integrity against the attacks of the dictatorship, laying the foundations for a new political regime-the National Front-which " This is possible for the peaceful coexistence of the communities and the reunion of the nation with its fundamental values.
It was Alberto Lleras, the standard bearer of continental integration, and as the first Secretary General of the Organization of American States, OAS, he intervened with intelligence and fortune in the solution of regional conflicts, even in the world sphere, becoming the most prominent statesman of the time.
As a journalist he stood out for the defense of his convictions, harmonizing them with the highest interests of nationality. He was Director of the newspapers "La Tarde", "El Liberal", "El Independiente" and founder of the "Semana" magazine, in what constitutes an unparalleled contribution to Colombian journalism.
As a man, he believed, worked and fought for the most noble values, giving a permanent example of overcoming, honesty, morality, social decency.
ARTICLE 2o. As a perennial homage to his memory, the Nation will build in the city of Santafe of Bogota, D.C., a statue of Alberto Lleras Camargo, a monument to his memory, which will be commissioned to a sculptor Colombian based on merit contest that will open the Colombian Institute of Culture, for this purpose.
ARTICLE 3o. The National Library will carry forward the name "National Library Alberto Lleras Camargo", and at the front of its headquarters, the Nation will raise a bust to the Republican insigni who will be in charge of a Colombian sculptor, based on a merit contest that will be opened by the Colombian Institute of Culture for this purpose.
ARTICLE 4. The National Government, through the Colombian Institute of Culture, will be responsible to historians of recognized suitability for the elaboration of a biography where the ideas, achievements and the trajectory of Alberto Lleras Camargo. The text of this biography will be edited for free distribution in educational establishments throughout the national territory.
ARTICLE 5o. The National Government, through the Colombian Institute of Culture, and with the collaboration of the National Libraries, Luis Ángel Arango and the Congress of the Republic, will edit the complete works by Alberto Lleras Camargo, his journalistic writings and his most important interventions abroad, in different national forums and in the Congress of the Republic.
ARTICLE 6o. The Ministry of Communications will issue a series of stamps of different denominations, with the effigy of Alberto Lleras Camargo, the years of his birth and his death, and a legend that express: "Symbol of Democracy".
ARTICLE 7o. The Government shall appropriate the items necessary for the performance of the works and projects referred to in this Law.
ARTICLE 8o. This Act governs from the date of its enactment.
