The Government of the city has decided to amend the provisions of the Beijing People's Government for the ice management of the ice iceway:
Article 1 amends to read: “In order to ensure the weather of the snow and the safe passage of vehicles, the safety of the person and the environmental integrity of the city, this provision is made in accordance with the Beijing Towns Act”.
The second amendment reads as follows:
“The city's meteorological management should provide instant and weather forecasts in a timely manner. Municipal public safety transport management should be able to evacuate road traffic in a timely manner and to guarantee the movement of vehicles and public transportation vehicles.
Article 3 has been amended to read: “Whering to the snow weather, units and individuals should be responsible for the melting process.
“The residential areas, including Hui, streets, residential wards, are organized by the communes' Government or the residents of the street offices. The operation is managed by the Property Management Unit.
Article IV amends as follows: At night, the ices of the main roads should be cleaned up by 7:30 hours before the next day; the ice snow in other areas of responsibility, units and individuals should clean up by 10 days. Removable ices should be put in place at a level that does not interfere with transport and ensures safe passage of vehicles and trajectors within the area of responsibility. The ices containing blends must not be placed in trees' pits and green areas.”
V. Article 5 amends as follows: “In the case of the main road removal, the special operating units of sanitation should be used to meet the criteria in order to prevent the movement of vehicles on the main road from gling, and to assist units in the area of responsibility to garner ices, to clean the ices and to maintain environmental integrity in the city in a timely manner”.
Article 6 has been amended to read: “The failure to complete the work of the ice iceway in accordance with the provisions is changed by the Integrated Law Enforcement Organization Order of Urban Management and fines of more than 1000 dollars for the responsible units”.
Delete Article 7.
Article 8 should read Article 7.
This decision is implemented since the date of publication. The provisions of the Beijing People's Government on the ice management of the ice iceway, issued by Order No. 3 of the Government of the city on 1 March 1994, were replicated in accordance with the amendments to this decision.

Annex: The Beijing People's Government's provisions on the management of the ice iceway (amended in 2002)

Article 1 establishes this provision in order to ensure weather and post-hazard vehicles, safe passage and environmental integrity in the city, in accordance with the Beijing Towns Act.
Article 2
Urban meteorological management should provide weather and weather forecasts in a timely manner. Urban public safety transport management should be able to evacuate road traffic in a timely manner and to guarantee the movement of vehicles and public transportation vehicles, except for snow handling.
Article 3. Difficulous weathers, units and individuals should be responsible for the melting process.
Inhabited areas, including Hui, streets, residential wards, are organized by the communes' Government or the neighbourhood's residents. The operation is managed by the Property Management Unit.
Article IV, Chilling, units, individuals and specialized operating units of sanitation, should be kept to the disposal. At night, the ices of the main roads should be cleaned up by 7:30 hours before the next day; the ice snow in other areas of responsibility, units and individuals should clean up by 10 days. Removable ices should be put in place at a level that does not interfere with transport and ensures safe passage of vehicles and trajectors within the area of responsibility. The ices containing blends must not be placed in the tree pit and in the green areas.
Article 5
Article 6 does not complete the work of the ice glacing in accordance with the provisions of the responsibilities set out, which is being corrected by the Integrated Enforcement Agencies of Urban Management and fined by more than 1000 units of responsibility.
