Chapter I General
Article 1, in order to develop public libraries to meet the needs of the public for scientific knowledge, to promote the building of socialist civilization and material civilization, and to develop this approach in the light of the reality of the province.
Article 2 refers to the public libraries established by the investment of all levels of the people to collect, collate, maintain, develop and apply literature information resources to serve as public good institutions.
The paper information resources referred to in this approach refer to publications such as books, journals, newspapers, audio-visual material, e-media and web information resources.
Article 3. Planning, construction, use and supervision, management and application of this approach within the province's administration.

The Government of the people at the district level should incorporate public libraries into national economic and social development plans, develop public library development planning, guarantee the development of public libraries; and promote the development of public libraries in remote areas, less developed regions, ethnic minorities.

Article 5
Sectors such as finance, planning, personnel, prices, construction, education, science and technology, press publication, wide electricity, land resources, information industry should assist and support the development of public libraries in accordance with their respective responsibilities.
Public libraries in provinces, municipalities, districts (markets, districts) are the Regional Library Network Centre of this Administration, which organizes, guides, coordinates the work of the Public Library's literature resource-building, services, academic studies, etc.
Article 7. Governments or cultural administration at all levels should be recognized or rewarded by units, individuals that contribute to the donations of public libraries and other contributions to the development of public libraries.
Chapter II
Article 8. Public libraries are established at the level of the executive region. Public libraries should be established in provinces, municipalities, districts (markets, districts) and townships and streets should be established in cultural stations, with conditionalities or public libraries.
Children's libraries should be established in municipalities and in eligible districts (markets, districts).
The establishment of public libraries in municipalities, districts (markets, districts) can be shared with conditional high schools and secondary schools.

Article 9. Article 10 New construction, alteration and expansion of public libraries at all levels should be in line with the requirements of public library development planning and adaptation to the needs of modern management and services. Article 11. Governments at all levels should include requirements for public libraries, including personnel requirements, operational requirements, acquisition of documentation materials and facilities, equipment for repairs, and increase the demand for financial income growth and the development of public libraries.
The public libraries can mobilize funds for library construction. To encourage units, individuals to contribute funds, equipment, literature to public libraries.

Article 12. Establishment, change and withdrawal of public libraries, submitted by the Ministry of Cultural Administration, approved by the Government of the same-ranking people and reported on top-level cultural administration.

Chapter III
Article 14.
(i) Free access to literature;

(vi) Other services in accordance with the relevant provisions.

Article 16
(i) Provincial libraries, more than 74 hours in the State of Démocratique, Nippon, and more than 64 hours in other municipal libraries;

(iii) The town, the public libraries of the streets for more than 48 hours;
(iv) More than 43 hours of the Juvenile Child Library.
The Public Library is open to more than eight hours per day during the national holiday and student voucher.
The day-to-day open time for the public libraries should be announced; the time to be open should be restructured and should be given prior notices; the approval of the same-level cultural administration should be given to special circumstances.
Article 17 The public libraries should establish a fully-served bibliographic database, gradually achieving automated, web-based retrieval and networking, and create good and facilitating conditions for reader use of documentation.
Article 18 The public libraries should establish accessibility for persons with disabilities and establish a disability access room or a special seat in accordance with conditions.
Article 19 The public libraries should carry out activities such as literature exhibitions, knowledge lectures and the organization of popular readings, recommending good readings to readers and guide readers.
Article 20 provides that public libraries should expand service areas and service functions, improve the utilization of documentation information resources and provide services for local economic development and scientific research. The public libraries should carry out commune activities to provide science and technology cultural services for rural and farmers.
The public libraries can collect service fees when they collect thematic information for the reader, prepare reference materials, provide audio-visual products, e-public publications borrowers or perform services such as e-learning, e-mailing, photocopy information.
The standard of service costs should be properly developed and presented. The income for services is used for the development of the public library.
Article 21, in addition to the State's provisions prohibiting the publication of literature, the public libraries shall not be subject to separate standards, seal the material of literature, but shall be subject to protective measures to limit use.
Chapter IV Documentation information resources
In article 22, the public libraries should actively adopt automated management techniques based on computers and networks, with steps to achieve the digitalization of the library's documentation information resources and the continuous expansion of the virtual reserve resources.
The library's digitalization, networking and automation must be guided by harmonized technical standards.
Article 23. Governments at all levels should pay attention to the collection of local literature materials and to the establishment of a system of contributions for local literature. Submissions of local literature: publications and other units published by the Publications Unit compile, map and print valuable information.
The provincial library is a sample collection unit for local literature information throughout the province, and the libraries in the municipalities, districts (markets, districts) are the local literature data collection units at the location.
The local literature submissions should be sent to the provincial libraries and sites (markets, districts) libraries within 30 days of the publication of local literature, the date of the printing (7 days from the date of publication).
Article 24 provides that the public libraries should be equipped with a variety of types of collections, various materials of literature and the establishment of a system or thematic series with local features.
Article 25 The public libraries should establish a sound documentation management system to strengthen the preservation and protection of documentation.
Public libraries should be structured and collated in accordance with the relevant criteria and be used within 30 days of the date of the literature to be obtained. Documentation information on serious disruptions or loss of the value of use should be presented after approval by the same level of cultural administration.
Public libraries, as well as between public libraries and other systems libraries, should be strengthened to work together in the areas of documentation collection, use and development, and to achieve the sharing of documentation information resources.
Chapter V Staff
The Public Library is responsible for the establishment of a director.
The governors of the provincial, municipal public libraries should be appointed by persons with high-level professional technical qualifications; the director of the public libraries in the district (communes, districts) should be appointed by persons with higher-level professional technical qualifications.
Article 28 should be equipped with professional staff and managers that are responsive to the library's operations.
Professional staff and managers in the provincial, municipal, district and public libraries should have a greater degree of culture and corresponding expertise; in town, street library (room) staff should have higher levels of culture.
Article 29 of the Ministry of Cultural Administration of the People's Government at the district level should strengthen the professional technicians, managers in the public libraries to carry out operational training and research.
Chapter VI Legal responsibility
Article 31 violates Articles 13, 16, 21 and 25 of this approach, which are modified by the Ministry of Cultural Administration of the People's Government at the district level or by the department concerned; in the case of serious circumstances, administrative or disciplinary measures are granted by the competent and the person directly responsible.
Article 33, paragraph 3, of this approach is in breach of article 23, paragraph 3, of this approach, by a change in the responsibility of the public publishing administration, a warning and a fine may be imposed on the basis of five to 10 times the price of the sample of the contributory publications, but the amount of the fine shall not exceed one million dollars; in exceptional circumstances, the period of suspension or the recommendation of the issuance of a licence by the licensee, the administrative or disciplinary disposition of the responsible person and the person directly responsible.

Article 32 Damages to public library facilities, equipment, loss, damage to the material obtained by the licensee should be compensated by law.
Article 33 violates the provisions of this approach and constitutes an offence punishable by law.
Chapter VII
Article 34 of this approach was implemented effective 1 October 2003.
