In order to prevent fires and reduce fire hazards, the responsibility for fire safety is clear, based on the National People's Republic of China Fire Act, the River Southern Province Fire Safety Regulation, the Urban Fire Facilities Management of the River Southern Province, the Manierra Resistance for Fire Safety in Context of this city.

Article 3. Article 4

(viii) Organizing sectors such as urban planning, construction, firefighting, water supply, electricity and communications, to complete the inspection of fireways, firewater facilities, fire communications, public firefighting facilities;
(ix) Establish emergency relief mechanisms for special fire accidents, targeting fires that may have a significant impact on public safety in high-level, underground buildings and fuel-prone hazardous items, organizing emergency pre-referral cases and conducting exercises to improve the ability to dispose of major fire accidents;
(x) After heavy fire accidents, investigations should be organized in a timely manner; after the end of the investigation, investigation reports should be sent to the Government of the people at the grass-roots level and the basic conditions, losses, causes, lessons learned and results of public fires in a timely manner; and the organization of media to carry out objective, accurate reporting, rightly seize opinion leaders and raise awareness of fire safety among citizens.
The Government of the communes (communes) and the street offices should perform their duties under subparagraphs (i), (iii), (iv) and (v) of the previous paragraph in accordance with the law.
Article 5
(i) Implement fire safety laws, regulations, regulations and fire safety technology standards, develop specific measures for firefighting efforts and strictly implement the law;
(ii) Enhance the supervision of fire-fighting products by means of administrative clearance or clearance of fire safety under the law, inspection and pre-employment inspection of fire-fighting works at the statutory time;

Article 6. The units of the members of the Commission on fire safety, as well as the Government's executive branch, should be based on the principle of “the head, who is responsible”, in accordance with their respective responsibilities, on fire safety in the sector, the system and the industry.

Article 7. (iv) Participation in the organization of fire strikes, maintenance of firefield order, protection of firefields and assistance to public safety fire agencies to investigate the causes of the fire;
(v) The establishment and improvement of fire management files to assist in fire safety focus units that are directly administered by public safety firefighting agencies within the jurisdiction;
(vi) Other tasks to be carried out by the superior public safety fire agency.
Article 8. Social units should comply with regulations such as fire law, regulations and the National Department of Public Security, regulations such as the Ordinance on the Safety of Authority, Groups, Enterprises, Care Units and Fire Safety Management, to implement fire safety responsibilities, to identify safety responsibilities for fire safety and to ensure fire safety in this unit.
Article 9. The Commission of Residents (community) shall perform the following fire safety responsibilities:
(i) Resistance in the area of fire safety and the maintenance of fire safety in the area;
(ii) The development of residential fire protection conventions, the sound fire safety regime, and the promotion of fire safety and family fire knowledge;
(iii) Examination of fire safety in residential buildings, homes and homes to correct violations of fires such as obstruction, firefighting corridors, water sources;

Article 10 The Villagers Commission shall perform the following fire safety responsibilities:
(i) Harmonize fire fire safety in the village;

Article 11
(i) Develop fire safety systems, implement fire safety responsibilities and conduct fire safety awareness education;
(ii) Conduct fire inspections to eliminate the hidden fire;
(iii) Safeguard access, safe export, fire safety corridors;
(iv) Establish self-sustained fire-fighting organizations, strengthen fire detection, organize and participate in fire recovery;
(v) Secure public firefighting facilities, equipment and fire safety symbols.
Other business management units should be responsible for the management of public fire safety within the delegated administration.
Article 12 Governments and units at all levels should sign fire safety responsibilities on a case-by-step basis, as required by establishing fire safety responsibilities. The content of the book should include clear responsibilities, objectives, work measures and awards.
The implementation of the responsibility for fire safety at all levels of the people's Government should be integrated into the Government's target management system and conduct regular inspections. Article 14.
In violation of the preceding paragraph, administrative sanctions should be imposed by public safety firefighting agencies on the basis of fire law, regulations, regulations and regulations; and criminal responsibility is lawful.
Article 15. The administrative inspection body, in accordance with the administrative inspection law, carries out administrative inspections of the performance of fire safety duties by all levels of the population and the executive branch and their staff.
Article 16 is implemented effective 1 August 2004.
