Article 1, in order to regulate security border management in the border areas, preserve the sovereignty, security and stability of the border areas, promote external openness and economic development, and develop this provision in line with the National People's Republic of China's Border Inspection Regulations and relevant laws, regulations and regulations.
Article 2
In violation of this provision, any unit and individual have the right to report to the public security border sector.
Article 3 refers to the border area referred to in this Article, which refers to the administrative region of the province along the boundaries of the State.
This provision refers to border crossings, which are located at the national level and at the provincial level.
The border crossings described in this provision refer to the paths and pathways of visits by border residents for access to the country by the public security border sector, medical treatment, commodity transactions and participation in activities such as traditional national holidays.
Article IV. The public security border sector is responsible for administrative law enforcement, such as border crossing inspections, access to border areas and security management in border areas.
The provincial public security border authorities are responsible for the management of the entire provincial public security border.
The State of the border area (market), the district (market) and the public security border sector are responsible for the management of the security sector in this administrative area.
Border checkpoints, border checkpoints and border police stations are responsible for the enforcement of public security border administration in the areas under their jurisdiction.
Article 5, with the approval of the Government of the Provincial People's Government, has established border checkpoints for the provincial public security border authorities to enter and from border areas to perform the following duties:
(i) Border inspection of persons entering and entering the border area and their luggage, transport tools and cargo delivered;
(ii) Control and suppression of criminal activities;
(iii) Other responsibilities under laws, regulations and regulations.
Article 6.
Border residents from outside of the province's border crossings or border crossings have access to other areas and must be legally valid.
Article 7. There are one of the following cases for persons entering and entering the border area, and border checkpoints should prevent them from entering and entering the border areas:
(i) No personal documents;
(ii) The possession of invalid documents;
(iii) The possession of documents of others;
(iv) Constraints and documents;
(v) The refusal to accept border inspections.
There are one of the cases listed in subparagraphs (iii), (iv) of the previous paragraph, where the border checkpoint may be detained or seized.
Article 8 has been approved by the superior authorities and the provincial public security border authorities have established border checkpoints at the national level in the border area, at the provincial level, along the border crossings.
The national border crossing checkpoint performs its duties in accordance with the National People's Republic of China's Removal Border Inspection Regulation and this provision.
The following functions are performed at provincial border crossings and border crossing points:
(i) Execution of border inspections for the exit, entry and importers and their luxury goods, transport instruments and their cargo;
(ii) Carrying out and entering transport instruments;
(iii) Consistency of border crossings or border corridors in the region for the maintenance of the order of exit and entry;
(iv) Control and suppression of criminal activities;
(v) Other responsibilities under laws, regulations and regulations.
Article IX, with the approval of the superior authorities, has established border police stations in the border area to perform the following duties:
(i) Security management in the areas under the jurisdiction;
(ii) Passports for entry into the nuclear border area;
(iii) Other responsibilities under laws, regulations and regulations.
Article 10 Persons with entry passes or other exit and entry documents in the border area shall exit, enter into and receive inspections from the designated border crossings or border crossings.
Article 11. In one of the following cases, the public security border sector should prevent its exit and entry:
(i) No exit and entry documents;
(ii) The possession of void and entry documents;
(iii) Seizure and entry documents of others;
(iv) Execution and entry documents that are forged or modified;
(v) The refusal to accept border inspections;
(vi) No exit from designated border crossings or border corridors;
(vii) Public security authorities, national security authorities, notification of departure and entry;
(viii) Laws, regulations stipulate that no exit shall be permitted and entered into.
In one of the cases indicated in subparagraphs (iii), (iv), VII and VIII), the public security border sector may detain or collect its exit, entry documents.
Article 12 Transport tools should be removed from designated border crossings or border crossings.
Transport tools should be removed, entered into border crossings or border crossings, to apply to the public security border sector for the processing of mobile vehicle identification cards or for the identification of ships and for inspection in the security sector.
When the public security border sector examines transport tools, the head of the vessel, the aircraft, the head of the vehicle, the detainee, the driver, or the agent, should assist the inspection.
Article 13 Transport tools for exit are not allowed to remain on board and to reload the items without the consent of the public security border sector.
Article 14. Transport tools for exit and entry are one of the following conditions, and the public security border sector can be custodial:
(i) In accordance with bilateral treaties, offshore vehicles are authorized by the relevant authorities to borrow from our territory;
(ii) The transport tool in the country before exit inspection, and the means of transport entering into the country after entry into the border;
(iii) The public security border sector considers it necessary to conduct custody.
The custodial transport tool and persons travelling to transport instruments should be subject to the supervision, supervision and management of the custodian.
Article 15. Transport tools for exit and entry are one of the following cases, and the public security border sector should defer or prevent their exit and entry:
(i) Removal, border crossings or border corridors, unauthorized exit and entry without the consent of the public security sector;
(ii) Denial of border inspections and custody;
(iii) Include persons who endanger national security, interests and social order or contain prohibited items;
(iv) Includes illegal exit and entry of persons;
(v) To deny the enforcement of the penalties imposed by the public security border authorities or to deal with decisions;
(vi) Unauthorized changes in exit, entry into border crossings or border crossings.
Article 16 found the following items in the public security border sector and should be seized or seized, to be dealt with by the head of the person, the transport tool, in accordance with the relevant laws, regulations, and to be transferred in a timely manner by the relevant authorities, in accordance with the law:
(i) Caring and carrying prohibited items;
(ii) Documentation, information and other items that are illegally carried out by States;

Article 17 personnel entering and entering the border area have one of the circumstances set out in article VII of this provision, warnings or fines of up to $50; in the light of the gravity of the case, a fine of up to $50 million.

Article 19 Transport instruments violate the provisions of article 13 or one of the circumstances set out in article 15 (i), (iii), (iv) of this provision, which imposes a fine of more than 1,000 dollars for their heads; and, in the event, a fine of up to 30,000 dollars.
Article 20 imposes administrative penalties in violation of this provision and is determined by the public security border authorities in accordance with the following terms:
(i) Border police stations, border checkpoints, border crossing points may decide to warning and fines of 500,000;
(ii) The public security border sector, the provincial border checkpoint may determine the following fines for 2000;
(iii) The State (market) public security border sector, the national border crossing checkpoint may determine a fine of up to 5,000;
(iv) The provincial public security border sector may determine a fine of up to $30,000.
Article 21, in violation of this provision, commits acts that endanger the society, constitute a serious circumstance, constitute criminal liability under the law, is not criminalized, and is punishable by law by law.
In violation of this provision, staff members of the public security border sector have given administrative treatment under the law, in violation of this provision, abuse of authority, negligence, provocative fraud, and criminal responsibility by law.
